LOS ANGELES (AP) — Three Los Angeles police officers have been charged with falsifying records reporting that people they stopped were gang members or associates. Prosecutors say the members of the Police Department's Metropolitan Division were charged with conspiracy in a 59-count complaint with obstructing justice and multiple counts of filing a false police report and preparing false evidence. In a news release, the LA County DA's office said Braxton Shaw, Michael Coblentz, and Nicholas Martinez are the officers being charged.Prosecutors said in the statement that the officers are accused of falsifying field interview cards they use to conduct interviews while out on duty.The cards, prosecutors say, contained false information and misidentified dozens of people as a gang member.The officers' union said Friday it expects the department to ensure the officers are accorded their due process rights and that any proven mischaracterizations are corrected.The Police Department says 21 additional officers are under investigation. LONDON (AP) — An artist has erected a statue of a Black Lives Matter protester atop the plinth in the English city of Bristol once occupied by the toppled statue of a slave trader. Marc Quinn created the likeness of Jen Reid, a protester photographed standing on the plinth after demonstrators pulled down the statue of Edward Colston and dumped it in Bristol's harbor on June 7. The statue, titled "A Surge of Power (Jen Reid)" was erected before dawn on Wednesday without approval from city officials. Colston was a 17th-century trader who made a fortune transporting enslaved Africans across the Atlantic to the Americas. His money funded schools and charities in Bristol, 120 miles (195 kilometers) southwest of London. 731

  

LOS ANGELES (AP) — Mayor Eric Garcetti didn't create the city's homeless crisis, but he owns it.The two-term Democrat who not long ago flirted with a presidential run has been besieged by complaints about homeless encampments that have gotten so widespread he's facing a potential recall campaign.The low-key mayor who in 2016 helped convince voters to borrow .2 billion to construct housing for the homeless has found himself forced to explain why the problems have only gotten worse.Figures released earlier this month showed a 16% jump in LA's homeless population over the last year, pegging it at 36,300 — the size of a small city.That's no surprise to anyone who lives or works in downtown Los Angeles, where tents crowd sidewalks within sight of City Hall and the stench of urine is unmistakable.The homeless crisis has become "a state of emergency," said Alexandra Datig, who is leading the recall effort.It's not clear if the recall effort will succeed — the threshold to reach the ballot requires over 300,000 voter signatures.
