SAN DIEGO (KGTV)— Ocean Beach could be getting a new Target, but only if the big box store figures out a way to get around a decades-old parking issue with the city. News of a possible Target Express store moving into the old Antique Center building had some residents like Zeb Ryan shaking his head. “Why do we need more corporate businesses here?” Ryan said. He pointed at the nearby CVS, saying everything he would get at a new Target Express is already around the corner. Other residents agreed, saying it’s a battle of the C’s — comfort vs. convenience.“I don’t know if you’re getting any comfort from a Target,” OB resident, Drew Sibley said. “You’re getting convenience. But not character. You’re getting a bunch of red stuff”The City if San Diego said that “Red” Store has some hoops to jump through before even thinking of coming to OB.The city has a longstanding parking agreement with the former Antique Center and popular restaurant, South Beach Bar And Grille.During the Antique Center's business hours, the lot adjacent to their store was theirs. When they closed at 5 p.m., it was designated specifically for South Beach Bar and Grill patrons. So if a Target Express were to move in, that parking agreement would be grandfathered in. That means the new Target Express must close it’s doors by 5 p.m. as well, unlike many of its other stores that are open until 11 p.m. or midnight.“It sounds like a mess,” Ryan said. Ryan believes it has been a mess all along, saying the original parking agreement was odd, considering the distance between the restaurant and the lot. The two are almost two blocks apart.“It’s a far walk to South Beach [Bar and Grille],” Ryan said. “You can just park in the pier for free.”But if it keeps Target from moving in, Ryan said he was all for it.”Why don’t we turn it into like an indoor skate park or something,” Ryan asked. Target Corporation sent 10News this statement:"Target is always exploring possible locations for new stores, and we’re continuing to pursue the site on Newport Avenue in Ocean Beach. SAN DIEGO (KGVT) -- Parents of San Diego Unified School District students will hold a demonstration Tuesday with a goal for the school district to return to full-time, in-person education as soon as possible.Parent and family therapist Gina Smith said she started the group called "Reopen SDUSD" because she is frustrated that other San Diego County districts have set reopening dates, and many private schools are already open. The group has already started a petition which has more than 650 signatures."What sparked the fire is that other schools have reopening plans within weeks and San Diego Unifed has been silent," Smith said.San Diego Unified has not released any definitive dates or a timeline for reopening.Currently, the district is reporting a projected loss of 2,474 students. Two out of every three un-enrolled students are kindergartners. Enrolling children into kindergarten is not mandatory in the state of California.The district has a meeting scheduled for Tuesday evening, and before that meeting, hundreds of parents are expected to rally over their concerns about distance learning. Some parents say they're concerned about the mental health impact distance learning is having on their children."The isolation and lack of social interaction is a huge part that many children as young as five are experiencing depressive symptoms", Smith said. SAN DIEGO (KGTV) Sewage contaminated water is keeping swimmers out of the ocean in Imperial Beach. Late Tuesday afternoon, The County of San Diego Department of Environmental Health extended an existing water contact closure to include all of Imperial Beach. The original closure was issued on June 27th for the Tijuana Slough National Wildlife Refuge shoreline. According to the county, sewage-contaminated runoff in the Tijuana River has been entering the Tijuana Estuary. Eric Syverson is a life long resident of Imperial Beach. He keeps a close eye on what's happening in the Tijuana River Valley. "It was dry on Saturday, not dry on Sunday. Monday, we wondered what was going on and now, Tuesday, there was quite a bit of flow this morning and it just smelled horrible and it’s green,” said Syverson. The water was pooling under the bridge on the north side of Dairy Mart Road. "At six a.m. this morning, probably double the volume that’s flowing right now and the air was twice as bad, you couldn’t breath under this bridge this morning," said Syverson. According to a San Diego inspector with the International Boundary and Water Commission, there was transboundary flow Monday night into Tuesday morning from a ruptured potable water line. The IBWC estimates 300,000 gallons of treated and untreated wastewater flowed into the U.S. Initially, the IBWC said the figure was much higher; roughly two million gallons. The number was revised after the inspector determined their gauging station was not accurately recording the flows. Members of Citizens Against Sewage are skeptical. "I’m looking at the gauge data from the river gauge from IBWC's information. We put values on those numbers that they provide, and it’s over seven milllion gallons,” said Lance Rodgers, Co-Founder of Citizens Against Sewage. (KGTV) - For 250,000 San Diego County students, school is not just access to education, it is access to food.“We know that for many many of our students, the stable meal they can rely on each day is that breakfast and lunch they can normally get at school,” said SDUSD Trustee Richard Barrera.There are food distribution sites across the county where families can pick up meals for kids while school is not in session. These services will continue through the summer. While thousands are taking advantage of the food distribution sites, not everyone can physically get to the locations, so there is a new state resource to combat that.Pandemic EBT, or P-EBT, is available to students who are eligible for free or reduced price meals at school. Families can apply and get 5 per child on a card that can be used like a debit card at grocery stores or online. The money stays on the card for a year. That number was chosen based on an estimate of how much it would cost to feed a child through the summer.With about a million households applying in the first week, Anahid Brakke with the San Diego Hunger Coalition said there has been a delay with signing up, so anyone interested needs to have patience during the application process. She said it's currently taking about three weeks to process and warned that phone lines are currently backed up, adding that it could take until the end of July to process everyone.“If you apply, if you leave a voicemail, if you send an email, they are making their way through all of that. They’re hiring new staff at the state, they’re extremely committed to making sure everybody who is eligible get their card,” said Brakke.Families need to apply by June 30. If there is more than one child in a family, all of the money will come on one card and the oldest child’s name will be on the card.Barrera mentioned some of the feedback so far has been caution from families who are worried about sharing their information.“Some of our families have called us and said is this some sort of scam? Is somebody trying to get my information? No. Take advantage of this program. It’s meant to support you and your kids,” said Barrera.He said SDUSD is communicating this information through robocalls, so families should not be surprised if they get a voicemail with this information.Leaders also encouraged everyone to apply because families could be eligible if a parent recently lost a job or took a pay cut.According to a release, P-EBT was authorized under the Families First Coronavirus Response Act of 2020 which allows for states to apply to the USDA to run a P-EBT program to meet children’s nutritional needs.
