MEXICO CITY (KGTV) — Authorities Friday say at least two people have been killed at an elementary school in northern Mexico after a student opened fire on his teacher and classmates.Coahuila state Gov. Miguel Angel Riquelme said an 11-year-old sixth-grade student at Colegio Cervantes in Torreon, Coahuila, is the suspected gunman, the Associated Press reported. The student reportedly asked his teacher to use the bathroom and later returned to class with two firearms. Riquelme said the student killed his teacher and himself, and wounded five other students and a gym teacher at the private school. The AP reported that the unnamed student told a classmate, "today is the day" before leaving the class.The student is not believed to have shown any behavioral problems in the past, but investigators were looking into his online activity, according to Riquelme. LUTZ, Fla. — A Florida mother was arrested after her 3-year-old daughter drowned in a Lutz pool.According to the Hillsborough County Sheriff's Office, on March 10 at 9:45 p.m., 30-year-old Caitlin Joy Powell arrived at her job at JT's Road House bar in Tampa. At the beginning of her shift, she allegedly took a 15mg pill of morphine prescribed to her by a doctor. At about midnight she took another half pill in the same shift.Powell also reportedly drank four to five shots of Bailey's Irish Cream and butterscotch liqueur during her shift. Deputies say she left work at about 2:40 a.m. and drove to her friend's house to pick up her daughter. They drove to her home in Lutz where she put her daughter in bed and went to sleep.HCSO says that Powell woke up twice that morning to use the bathroom and change the child's diapers. At about 12:30 p.m. the next day, Powell was awoken by a witness who said the child was in the backyard pool. The toddler was transported to the hospital, but later died.Detectives noted the pool was heavily ridden with green algae and the visibility into the pool was barely past the first step. They say the woman knew the sliding glass doors leading to the backyard did not properly lock and the safety pin that binds both doors together was missing for approximately one to two weeks. The bar she allegedly placed to secure the door was located in the backyard under a shovel.A fence was created in front of the pool, but there was about a one foot gap next to the wall blocked by a small metal cage and a plastic pet carrier, both light in weight.Investigation revealed the 3-year-old walked around the pool, fell in and drowned.Powell says the child was unsupervised for about four and a half hours.On May 8, Powell turned herself in and was charged with aggravated manslaughter of a child. MACOMB COUNTY, Michigan — Ever since WXYZ television station did a segment about a mother who says she’s an adoption worker, but she isn’t licensed by the state of Michigan, families have been calling, emailing and reaching out on social media to share their heartbreaking stories. Now we've obtained new documents that show the same baby was promised to more than one family; both families paid thousands of dollars for the alleged adoption "services."One of those families is the Markley family. Stacey Markley says she’s having a really tough week: the baby boy that her family was supposed to adopt was allegedly due on Sunday. But now she doesn’t even know if that baby ever existed, and she wants some answers.Tara Lynn Lee promotes herself online as an adoption worker. But the 37-year-old from New Haven, Mich. is not a licensed adoption worker in Michigan and state officials tell us the companies and nonprofits she’s associated with are not licensed either.Lee’s home was raided by the FBI in November.Several sources close to the investigation say Lee is under scrutiny for allegedly promising the same baby to more than one potential adoptive family at a time.“We were so prepared for this baby, everybody was excited for us. And then just to turn around and have nothing, to this day it’s still hard for me,” said Markley from her home in Ohio.Markley says she and her husband hired Lee to help them adopt a baby boy. She says based on the contract they signed, they were paying Lee to care for the birth mother who had “matched” with them. Now Markley isn’t sure if there ever was an actual birth mom or a baby.“It’s heartbreaking because I’m surrounded by all this baby stuff and it doesn’t have an owner,” Markley said.Markley says Lee’s stories about the birth mother never added up.“It was constant, for the two months that we were matched with her, it was – ‘oh, we didn’t meet up, she canceled, I canceled – I had to go deliver a baby.’ So it’s like we never got word of how anything was going,” Markley said.Markley says Lee had them sign a contract, and they handed over ,000 when they “matched” with the birth mother. But when they asked for additional proof of pregnancy, Markley says, they didn’t get it.“I knew in my heart that day that that was going to be the end of it — we weren’t going to be going forward with this, and we weren’t going to be matched anymore. I called my mom crying that day,” she said.She says after a lot of fighting they eventually got about ,000 back. Lee’s paperwork shows she kept 24.75 for expenses.Lee’s contract from July states that “TL Pregnancy Services is a licensed counseling and adoption education center," but state licensing officials confirm Lee is not a licensed counselor.After Markley spoke to WXYZ, we discovered what appears to be a second contract for another couple in a different state. The contracts are dated two weeks apart:  both promising a baby born 12/9/18 from what appears to be the same birth mother named “Tracy.”Meanwhile, Lee’s attorney says she has been cooperating with the FBI probe.“I do know that the government is investigating, and that’s their job, and they could do their due process and do their due diligence, but as it stands today we have heard nothing. To the extent that they’ve asked us for information, she’s been in full compliance,” said Sanford Schulman.Schulman also told WXYZ in an email that, “Always Hope has never claimed to be a licensed agency and this is explicitly noted in every contract. Always Hope provides support for expectant mothers who choose adoption. Every stage was overseen by qualified attorneys who could be consulted throughout the process.”But when WXYZ pointed out that the contract was with TL Pregnancy Services that claimed to be licensed, Schulman seemed unaware of the claims Lee made in her contract. There is no record of a company called TL Pregnancy Services with the state of Michigan.As we reported last week, state records show, prior to 2016, Lee ran something called Always Hope Pregnancy Center LLC. Lee is also connected to the Always Hope Pregnancy and Education Center Inc. in Jacksonville, Florida.Lee is listed as a director on a nonprofit called Always Hope Adoption and Family Services, Inc. in Sterling Heights, Michigan. State officials tell us that organization and Lee are both now under investigation by the Michigan Department of Health and Human Services, and neither is licensed to handle adoptions.The FBI investigation is still underway into Lee. Mayor Megan Barry found time alone with her police bodyguard during early morning visits to the Nashville City Cemetery, security video uncovered by Scripps station WTVF in Nashville shows.And in every case, taxpayers were paying Sgt. Rob Forrest to be there, payroll records show. At the time, Forrest was having an affair with Barry.Nude Pics Discovered During Investigation Of Nashville MayorEver since the mayor's admission of a two-year affair with her police bodyguard, she has adamantly defended the overtime paid to Forrest, insisting that every hour billed to taxpayers was legitimate.WTVF asked Barry, "Was he getting paid ... at any point when you all were having your personal time?""No," the mayor insisted.Yet, the rumors persisted, including on a call-in show on WTVF."I know for a fact there were several meetings with her with this guy in the city cemetery just about every morning," one caller suggested.The City Cemetery is the oldest public cemetery in Nashville.And other sources told similar stories about the white SUV used by Forrest to drive the mayor being spotted there in the early morning hours.Special Section:City Hall ScandalWhen WTVF pulled security video from neighboring businesses, the station spotted the vehicle -- at 7:29 a.m. on a day in October.The Tuesday before Thanksgiving, it arrived at 7:22 a.m.And the Monday after the long holiday weekend, they were back at 7:21 a.m.There was also a Monday in December at 7:16 a.m.A week later, they arrived at 7:36 a.m.As recently as January 8th, the SUV pulled up at 7:34 a.m.In the security video, you can clearly see the mayor's SUV coming down the main drive.But, instead of stopping at the parking lot at the main building, they turn right. Then, the mayor and her police bodyguard head off to the back side of the cemetery alone.And the security video shows the pair left on one occasion after just 12 minutes.In other cases, it's as long as 24 minutes.So what were they doing there?The mayor's spokesperson, Sean Braisted, said Barry "finds it to be a peaceful place to start her day."He added, "Sometimes she would go for a walk, other times she would sit in the car and either reflect, make calls, catch up on emails, or report issues with vandalism in the cemetery."Braisted provided a photo of a tomb that had been partially disturbed that, he said, Barry had provided to city officials.Metro Council member Steve Glover said his only concern for the taxpayers."What is relevant is if the taxpayers are paying for an officer who should not be drawing overtime for frivolous things, and I'm going to call them frivolous," Glover said. In every case documented by WTVF, payroll records show Forrest was on the clock.And in all but one case, he ended up charging taxpayers later that day for overtime -- sometimes late into the night.Glover questioned why Forrest couldn't have split the work with other officers assigned to the mayor's security detail -- so that no one had to work overtime."That makes no sense to me," Glover said. "That says to me the taxpayers are getting cheated if overtime is being accrued here in Nashville when there is more than one officer that's available for that security detail."As for the trips to the cemetery, the mayor's spokesperson says Barry views it as a "sacred place" where Barry intends to be buried.And when it came to the visits there with the officer with whom she was having an affair, the spokesperson insists: "nothing inappropriate ever occurred while there."The mayor's spokesperson also defended the frequent visits to the cemetery with Sergeant Forrest by invoking the memory of Barry's late son, Max -- even offering us a fresh photo of mother and son.He said the mayor plans to bury Max's ashes at her side when the time comes.Still, it's important to note that her son is not currently interred at City Cemetery. 3938
