SALT LAKE CITY, Utah – An officer with the Salt Lake City Police Department has been suspended after being accused of unnecessarily ordering a K-9 to attack a man who listened to commands from police.Additionally, Mayor Erin Mendenhall announced that the department is also suspending its use of K-9s to engage with suspects until the policies and practices of the program can be reviewed.Body camera footage from April 20 shows Jeffery Ryans getting attacked by a police K-9, even though Ryans was on his knees and had his hands in the air.The footage shows K-9 Tuco biting and tearing at Ryans' leg as another officer sat on top of Ryans and placed him in handcuffs.Mayor Mendenhall said she was disturbed by the content of the footage and concerned that the incident wasn't brought to the attention of senior police leadership before The Salt Lake Tribune published the video online Tuesday, nearly four months after the incident."We will conduct a thorough review of the breakdown in communication to ensure that it does not happen again. I am disturbed by what I saw in that video, frustrated by how the situation was handled, and am committed to working to ensure neither happen again," Mendenhall wrote on Twitter.Ryans ended up in the hospital before being booked into jail on a violation of protective order charge. He was released with conditions to follow. Now, nearly four months since the incident, Ryans' leg remains bandaged and he says the wound still hasn't healed. He explained he's gone through surgeries and racked up medical bills."I don't know why they had to use that type of force towards me," he said. "I was cooperating. I wasn't a threat to them."Ryans, a Black man, said police often treat Black people differently, and he wants people to see it happens in Utah too."It's very difficult not to see how race could play a factor here," said one of Ryans' attorneys, Gabriel K. (AP) — A lawsuit filed by the Satanic Temple alleges an advertising company unfairly refused to display billboards promoting a ritual offered by the group to help people bypass abortion rules in some states. The group, based in Salem, Massachusetts, announced Wednesday that it sued Lamar Advertising in Arkansas state court for alleged religious discrimination. The Louisiana-based company did not immediately respond to a request for comment. The Satanic Temple says Lamar refused to display eight billboards in Arkansas and Indiana promoting what the group calls its “religious abortion ritual.” The Satanic Temple describes the ritual as a “sacramental act that confirms the right of bodily autonomy.”By performing the ritual, the group says, people can claim a religious exemption from mandatory waiting periods, counseling, ultrasounds and other measures that some states require before an abortion can be performed.The group says it submitted five designs to Lamar to be displayed near crisis pregnancy centers. In one of the images, a bowl of cake batter is shown with the text, “not a cake,” next to an image of a sperm and egg with the text “not a baby.” It’s accompanied by text saying, “Our religious abortion ritual averts many state restrictions.”Lamar rejected the billboards and said their content was “misleading and offensive,” according to the suit. SAN DEIGO (KGTV) -- As the migrant caravan makes its way through Mexico, local attorneys and shelters in Tijuana are monitoring their progress, in case the immigrants arrive at the Tijuana and San Diego border.The group Federal Defenders of San Diego worked illegal entry cases during the last caravan in April. Kara Hartzler is one of their attorneys, she says theirs already a daily backlog with immigration cases and this caravan will further overwhelm the system.Hartzler says many immigrants from April's caravan are still in the asylum process.  It's estimated the new caravan is 4,000 to 7,000 immigrants in size, roughly three times bigger than the one in April. In Tijuana, shelters are having meetings to prepare for the possibility of a large arrival. In a series of tweets Monday morning, President Trump called the latest caravan a "national emergency" and threatened to cut off aid to certain Central American countries, adding that he's already alerted Border Patrol and the military.  1038
