"Safeguarding the peaceful use of outer space and preventing the weaponization of and an arms race in outer space are common interest and obligations of all countries."In responding to the growing challenge for security in outer space, the international community also witnessed common grounds on opposing to the weaponization of outer space and advertising the Prevention of an Arms Race in Outer Space, he said.The General Assembly, for consecutive years, adopted " Prevention of an Arms Race in Outer Space" resolution by overwhelming majority of votes, calling for negotiations on an international legally-binding instrument on the prevention of an arms race in outer space at the Conference on Disarmament in Geneva."The mankind has marched into the 6th decade of outer space exploitation, and the manned space flight has made a history of 50 years," Wang said."Recently, China has successfully launched the Tiangong-1 ( Heavenly Palace 1) as a target spacecraft for rendezvous and docking experiment, which opens a new era of China's manned space flight, and also reflects that China is committed itself to the honorable objective of promoting the peaceful exploration and utilization of the outer space, maintaining peace and bringing benefit to mankind."

BEIJING, Nov. 1 (Xinhua) -- The ministers of Brazil, South Africa, India and China (BASIC) in a Tuesday joint statement urged developed nations to fulfill their commitments and provide funds and technology to help developing nations tackle climate change.Developed nations should honor their commitments, made at the Copenhagen climate change conference in 2009, to provide 100 billion U.S. dollars annually by 2020 and ensure that there will be no funding gaps from 2013 to 2020, according to the statement.Developed nations should also fulfill their pledge to offer 30 billion U.S. dollars in "fast-start funding" to developing nations in order to help them address climate change, the statement said.The ministers agreed that the coming Durban climate change conference should achieve a "comprehensive, fair and balanced outcome" under the principle of common but differentiated responsibility.They called on the conference to clearly establish the second commitment period under the Kyoto Protocol, during which developed country parties to the Kyoto Protocol should undertake quantified emission reduction commitments.The Kyoto Protocol is the cornerstone of climate change and its second commitment period is an essential priority for the success of the Durban conference, according to the statement.H The joint statement was issued following a two-day meeting of ministers from the four nations, also known as the ninth BASIC Ministerial Meeting on Climate Change, a mechanism through which the four countries and other developing countries coordinate their efforts in climate change.Representatives of Group 77 countries, island countries and the Arab League also attended the meeting.The Durban conference is scheduled for November. The focus of the conference is expected to be the extension of the Kyoto Protocol and acquiring a commitment from developed countries for the protocol's next period.The Kyoto Protocol, an international agreement linked to the United Nations Framework Convention on Climate Change, sets binding targets for 37 industrialized countries and the European community for reducing greenhouse gas emissions from 2008 to 2012.

PHNOM PENH, Oct. 3 (Xinhua) -- Cambodia reported on Monday that some 54 Cambodian children had been killed by dengue fever in the first nine months of this year, compared to 37 kids dying of the disease in the whole year of 2010.From January to September this year, some 12,392 cases of dengue fever had been reported with 54 children killed by the disease. The whole year 2010 reported only 5,497 cases, Ngan Chantha, director of dengue control at the Ministry of Health, said on Monday."This year's rainy season has been plagued by floods, leading to more cases of the disease," he said. "I would like to appeal to parents to let their children sleep under mosquito nets and if their kids have any symptom that is suspicious of the disease, they should urgently send them for medical attention."Dengue is caused by mosquitoes. The disease causes an acute illness of sudden onset that usually follows symptoms such as headache, fever, exhaustion, severe muscle and joint pain, swollen glands and rash.In Cambodia, the outbreak of dengue fever usually begins at the onset of the rainy season from May to October. 

TAIPEI, Dec. 10 (Xinhua) -- A televised debate among three candidates for Taiwan's next deputy leader was staged Saturday, highlighting cross-Strait political and economic issues, for next month's Taiwan leader election.The three candidates touched upon topics such as stances on the reunification of Taiwan and the Chinese mainland and the "Taiwan independence," last year's signing of the cross-Strait Economic Cooperation Framework Agreement (ECFA), among other cross-Strait issues, during the second face-to-face debate before the Jan. 14, 2012 election.Wu Den-yih, who is incumbent Taiwanese leader Ma Ying-jeou's running mate and currently chief of Taiwan's executive authority, said the signing of the ECFA aims to "help people do business and enhance Taiwan's competitiveness." Ma is seeking a second term.The ECFA did not speed up Taiwan's inclination toward the mainland market, but ensured the island's utmost interests instead, Wu said, adding that if Ma, who is also chairman of Taiwan's ruling Kuomintang (KMT) party, did not win during the upcoming election, cross-Strait peace and stability would not be maintained.However, Wu's main rival Su Jia-chyuan, the running mate of Tsai Ing-wen who campaigned for Taiwan's next leader representing major opposition Democratic Progressive Party (DPP), claimed that Taiwan is a "sovereign state" and its fate would be decided by Taiwanese themselves, no matter it would become independent or unified with the mainland, or maintain the status quo.Taiwan's future would be guaranteed only if the so-called "Taiwan consensus," put forward by Tsai, was realized, Su said during the debate.Another debater, Lin Ruey-shiung, 72, the running mate of People First Party (PFP) candidate James Soong, called for the signing of a cross-Strait peace accord, and said that the Chinese nation was fundamentally one family, with reunification benefiting both and secession hurting both.Lin said, as a member of the Chinese nation, Taiwan must be reunified with the mainland in the future, without wars, and it is the aspiration of all Taiwanese that people of both sides could freely visit each other.The three candidates also debated on anti-corruption, financial deficit and social equity.Saturday's debate among the candidates for deputy leader was the second of a three-part series. ADDIS ABABA, Oct. 22 (Xinhua) -- China on Saturday delivered portion of the first batch of emergency food assistance to Ethiopia.Wei Hongtian, Charge d'Affairs at the Chinese Embassy in Ethiopia, handed over the assistance certificate to Wondirad Mandefro, Ethiopian State Minster of Agriculture, in a ceremony held at the Office of the Ethiopian Disaster Risk Management Food Security Sector (DRMFSS) in Addis Ababa, Ethiopia.The handover was witnessed by Ahmed Shide, Ethiopian State Minister of Finance and Economic Development, and Qian Zhaogang, Economic Counselor at the Chinese Embassy in Ethiopia as well as officials and diplomats from the two countries.The charge d'affairs said the Chinese government has decided to provide Ethiopia with two batches of gratis emergency food aid valued at some 24 million U.S. dollars, as part of humanitarian assistance to the people affected by drought in the Horn of Africa region, about which the international community is concerned much.Months ago, China pledged to provide humanitarian aid to drought affected people in Ethiopia, Kenya and Djibouti.The 2011 drought in the Horn of Africa region has affected livelihoods of over 12 million people in countries of the region including Ethiopia.In this move, China has delivered large quantities of wheat to Ethiopia, and it is put in the central warehouse in Adama town, 90 km away from Addis Ababa, as the first batch of the 8,139.4 tons of wheat and 715.15 tons of rice donated by the government of China, said Ethiopian State Minister of Agriculture.According to the minister, the Chinese government has pledged around 20,000 tons of emergency food valued at 24 million dollars.Wei said China attaches great importance to the agriculture development and the food security in Africa. He said China has engaged itself in various agricultural cooperations with African countries including Ethiopia, in different channels."In the future, besides food assistance, China's agricultural cooperation with Africa will focus on technology demonstration, personnel training, infrastructure construction, promotion of agricultural production and trade, and experience sharing agriculture development," said the Charge d'Affairs.The rest portion and the other batch of the emergency food assistance pledged by China is expected to come in November and December.Wei assured that the rest batches of emergency food aid would come to Ethiopia on schedule. The Ethiopian state minister said the Chinese government is one of those donors that demonstrated its strong friendship with the Ethiopian government and its people by extending appreciable humanitarian support at critical time."The recent donation of 100, 000 U. S. dollars by a Chinese private company, Huajin Group Ltd, for food aid is a manifestation that even private companies join us in our efforts to containing problems associated with such natural disasters," said Wondirad."Despite a steady economic growth achieved these past eight years in Ethiopia that reached an average of 11 percent annually and our continued efforts to maintain and accelerate the momentum through the GTP, we are confronted by climate change induced disasters, of which drought remains the major one," said the minister."While reducing disaster risk and vulnerabilities through development interventions, the government of Ethiopia in collaboration with its partners is taking all the necessary measures towards further enhancing its early warning and response system with the view to reducing potential impacts of disasters, including that of drought enhanced preparedness and provision of timely and appropriate responses."The government of the People's Republic of China has been one of our major development partners supporting us in all these efforts," he added.The state minister commended the Chinese government and its people for standing with Ethiopia shoulder to shoulder at the critical time by donating appreciable size of emergency food aid.
