(KGTV) — Border officials say 19 people were arrested after a panga boat was intercepted off the coast of Dana Point in Orange County on Friday.Crews say just before 1 a.m., U.S. Customs and Border Protection officials spotted a single-engine panga boat traveling out of Mexican waters with no lights and with multiple people on board. The boat was monitored moving north, until about 3:30 .m., when CBP officials directed San Diego units to the boat's location about 11 nautical miles west of Dana Point.Nineteen people, 18 adults males and one adult female who all claimed to be Mexican nationals, were taken into custody, CBP says. They were all turned over to Border Patrol for processing.“This interception exemplifies the unique air and sea coordination, vigilance and law enforcement capabilities of our highly skilled interdiction agents in keeping our coastal border safe,” Timothy Sutherland, with Marine Operations San Diego Air and Marine Branch, said. “The combination of expertise, technology and training were the key for the success of this operation.” 1076

(KGTV) - A bill that would create the option for a third gender marker on California driver's licenses and birth certificates is heading to the state Senate.SB 179, also known as the Gender Recognition Act and introduced by Senator Toni Atkins, passed through the State Assembly 50-13 and will now return to the Senate for approval of amendments made in the assembly.If approved in the Senate, it will head to Governor Jerry Brown's desk for signing.RELATED: San Diegan third in nation to change gender to 'nonbinary'California Assemblymember Todd Gloria (D-San Diego), a co-author of the bill, said the legislation aims to end the stigma and hardships Californians face when it comes to government documentation.“All too often, members of our transgender, intersex, and nonbinary community experience hardships and even stigma when their government documents don’t match their gender presentation," Gloria said in a release. "Despite the divisive rhetoric at the federal level, SB 179 demonstrates the inclusiveness of California and represents recognition from government that people can exist as more than just male or female."In addition to a third gender marker on state-issued identification documents, the bill is also designed to "streamline" the process for transgender, intersex, and nonbinary Californians to get those certificates.RELATED: Oregon becomes first state to allow gender-neutral licensesCurrently, changes to gender in California require proof of "clinically appropriate treatment." Atkins' bill does away with this requirement.Under the bill, anyone who chooses to change their gender would be allowed to "to attest, under penalty of perjury, that the request is to conform the person’s legal gender to the person’s gender identity and not for any fraudulent purpose."If approved, this portion of the bill would go into effect September 2018.In the case of driver's licenses, the bill would require an applicant to have the choices of male, female, or nonbinary, as specified, available. (KGTV) -- A fire that tore through a Chula Vista playground overnight is being investigated as suspicious, the Chula Vista Fire Department says.The fire was reported just after 4:50 a.m. at the Veterans Park Community Center. Video of the scene shows roaring flames erupting from the playground before a loud explosion is audible. At this time, the department says the fire is under investigation as suspicious. Several other residential and business fires also took place overnight Saturday and into the early morning. The first fire damaged an El Cajon home on the 1700 block of Hacienda Place just before 3:30 a.m. One person was injured due to smoke inhalation. Heartland Fire and Rescue says one man was found in the backyard of the home with minor injuries. Another person suffered smoke inhalation.The blaze is under investigation by the El Cajon Police Department and the Sheriff Department’s Bomb and Arson unit.The second fire burned through the La Tiendita Mexican Market on the 3800 block of Clairemont Mesa Boulevard around 9 a.m. Saturday.
