When Shawna Justice was working on trapping some cats in a neighborhood in Riverview, Michigan, Saturday, she happened to see a dog in someone's yard and she thought he was dead. But when another dog barked, the lifeless dog lifted his head."To think he has spent God knows how long in that backyard dying like that is a very sickening thing," said Justice, who said that she called Riverview police Saturday in hopes of getting help for the dog that was in a fenced yard and no one was home. Justice said the officer on the other end of the line told her that he knew what dog she was talking about and said they'd been out there before and that his owners indicated the dog was about 18-years-old, had hip dysplasia and said there was nothing that could be done. Justice went live on Facebook with an urgent plea for people to call Riverview police to respond to her location quickly and get some sort of medical care for the dog that she knew could not withstand the heat much longer in his condition. The dog, that appears to be a Greyhound-mix, was emaciated. There was another dog in the yard and there was food and water available, but the emaciated dog was in no shape to get to it. Officers did arrive and could be heard on Justice's Facebook recording. "We're going to call animal control. I know they don't work on the weekend," said one officer, who told Justice that they would notify animal control on Monday. "She's suffering from that hip disease. Our canine has the same thing."The officers said they'd be back to check on the dog and see if the owner was home and then they left. Twenty people were killed and more than two dozen were injured in a mass shooting at an El Paso shopping center on Saturday, according to Texas and local authorities."Lives were taken who should still be with us today," Gov. Greg Abbott said at a news conference near the Walmart and an adjacent shopping mall.Twenty-six people were injured, according to El Paso Police Chief Greg Allen."The ages and genders of all these people injured and killed are numerous in the age groups," Allen said. "The situation, needless to say, is a horrific one."A 21-year-old white man from Allen, a suburb of Dallas more than 650 miles away, is in police custody, Allen said. U.S. Immigration and Customs Enforcement is scaling back the aggressive operations it launched under President Donald Trump as the country contends with the new coronavirus outbreak.ICE says that starting Wednesday it is focusing its efforts on tracking down people in the U.S. without legal authorization who pose a risk to public safety or would be subject to mandatory detention on criminal grounds. The agency had been aggressively detaining anyone in the country without authorization as part of stepped up enforcement under the Trump administration.The agency said in a statement that its investigations unit will focus on public safety and national security. Two agents with the North Carolina State Bureau of Investigation's Bomb Squad were injured, one critically, in an explosion Friday morning in an eastern county, the SBI said.Jimmy Tyndall, 33, is in custody, Sampson County Sheriff Jimmy Thornton told reporters. The explosives had been found in a car Tyndall was driving and at his residence, Thornton said.Agents Timothy Luper and Brian Joy had been called in to help after Sampson County deputies found homemade bombs and bomb-making materials in a search after a traffic stop Thursday afternoon. The explosion happened as the agents were working to dispose of the material, the SBI said in a statement.Deputies on Thursday stopped Tyndall's vehicle and found pipe bombs during a search, Thornton said. The sheriff said he thought the driver had been stopped for speeding, but then the officers noticed the explosives."Once they began looking, the devices were readily seen," Thornton said. "At that point, then everybody backed away and did nothing else until the SBI bomb squad arrived."Two bombs were found in the vehicle. That led to a search of Tyndall's residence, where three more were found, according to Thornton."I don't think his (Tyndall's) intention was to blow anything up," Thornton said. "I think it was just one of those things he got off on."Joy was airlifted to a burn center in Chapel Hill for treatment and is in critical condition, the SBI said.Officials on Friday said state and federal agents were at the residence to investigate and dispose of any bomb-making materials.
