The Gwinnett County Police Department says it has fired an officer for violating policy in a now-viral arrest in which he used a stun gun on a Black woman.In a press release, the department said that it had fired Officer Michael Oxford on Friday, adding that he "violated our policy and did not meet our core values."The video, which has been viewed thousands of times on TikTok, showed Oxford using the stun gun on the woman as he attempted to take her into custody.According to a police report, the incident occurred on Aug. 18, when Oxford responded to a 911 call in Loganville, Georgia. The caller claimed that a woman had thrown a bottle at their home and threatened a 9-year-old child.Oxford then went to the suspect's residence and encountered a woman he recognized from surveillance footage.The Gwinnett Police Department says that people at the home immediately began yelling at Oxford when he approached. According to a police statement, Oxford "attempted to speak with her about the incident but was unable to do so because the defendant in this case, Kyndesia Smith, began yelling at him."That's when the now-viral video begins. It shows Oxford threaten to arrest Smith, 22, if she doesn't stop interrupting. He then attempted to place Smith under arrest and tried to grab her by the shoulders.Eventually, Oxford ordered Smith on the ground. After she didn't immediately comply, he used his stun gun on her. Oxford also claimed in his police report that Smith later tried to kick him as he placed her in a police cruiser.According to NBC News, Smith was charged with "simple battery against an officer and willful obstruction of law enforcement." The growing list of sexual harassment allegations against well-known powerful men has Congress taking steps to protect against misconduct in its own offices.Both the House and Senate have now agreed to require anti-harassment training for lawmakers and staff. That’s in addition to legislation just introduced that aims to provide more protections and resources for congressional staff members who file complaints."I think we're at a tipping point culturally in this country," said Rep. Jackie Speier, D-Calif. "I want to make sure Congress turns over a new leaf."The new effort to combat sexual abuse on Capitol Hill responds to staffers who say Congress has long been a breeding ground for misconduct.Aides have reported being sexually harassed by at least two unnamed sitting members of Congress, according to Speier, who recently revealed she was sexually assaulted in the 1970s when she was a Capitol Hill staffer.More than 1,500 former Capitol Hill staffers signed a petition this week urging the House and Senate to update decades-old sexual harassment policies they called “inadequate and in need of reform.”Speier introduced a bill Wednesday that would dramatically overhaul procedures for how sexual harassment claims are handled at the Office of Compliance, which is responsible for carrying out the unique procedures lawmakers established in 1995 to resolve sexual misconduct claims.Unlike most workplaces, employees in Congress who file harassment claims must first go through a months-long process. It includes up to 30 days of counseling, then a month of mediation where workers discuss their complaints with their employers, sometimes the same people accused of wrongdoing. Much of the system is blanketed in secrecy, with victims signing non-disclosure agreements and no reporting of which congressional offices eventually pay out settlements.The Office of Compliance won’t even say how many sexual harassment complaints it receives. The most recent numbers from the office showed only eight claims filed relating to any workplace issue last year out of 15,000 House and Senate employees. Speier said it's a sign employees are not comfortable reporting sexual misconduct."It's really no wonder staffers don't use this system," Speier said.Her bill would shorten how long employees must wait for resolution, allowing them to waive the requirement for counseling and mediation and go straight to court or to an administrative hearing at the Office of Compliance. It also would eliminate the requirement of a non-disclosure agreement up front and identify which lawmaker offices have complaints and settlements.The legislation would set up a victims’ counsel office to represent people who file claims. Right now, lawmakers have their own in-house lawyers able to represent them with staffers left to find their own advocates.Employees who file claims also would be allowed to work remotely, if requested, during the complaint process, rather than having to work in the offices where they allege wrongdoing occurred.It also would require a report every two years looking at sexual harassment on Capitol Hill.The protections would for the first time extend to interns, fellows and congressional pages.Similar legislation is being introduced in the Senate. Republican leaders who control the fate of legislation have not yet commented on Speier’s bill.House Administration Committee Chairman Gregg Harper, R-Miss., held a hearing Tuesday on sexual harassment in Congress. He called it a first step toward making sure staffers are protected from misconduct."We're talking thousands and thousands of staffers that are impacted by this, so we're going to do whatever we've got to do to make sure this doesn't happen," Harper said.On Tuesday, House Speaker Paul Ryan announced that anti-harassment and anti-discrimination training would become mandatory for all House members and staff.The Senate passed its own bill to require similar in-person training last week. 3981
The NFL is further limiting player access to team facilities as it attempts to enhance safety measures during the pandemic.In a memo sent to the 32 clubs and obtained by The Associated Press, teams must close their facilities for two days after games, with some exceptions.Beginning Monday, all teams playing on a Sunday must close those facilities for the next two days.Only players needing medical attention for injuries or in rehab programs may enter the team complex.Coaches can access the facility but must work in their own offices and can't conduct meetings except virtually.The Associated Press reported that players that play on Monday couldn't access their facilities until Thursday, and facilities must remain closed until Sunday to players who play Thursday.According to USA Today, who was the first to report the memo, the league is also lifting its 62-player road game limit for teams, which will allow teams to fill its 48-man gameday roster with practice squad players in case issues arise with the coronavirus. The IRS added a new question to the top of the 1040 tax form, aimed at identifying people who make money on cryptocurrency transactions. Cryptocurrency, or virtual currency, includes things like Bitcoin and is a digital representation of value that functions as a medium of exchange, according to the IRS.The question asks: “At any time during 2020, did you receive, sell, send, exchange, or otherwise acquire any financial interest in any virtual currency?” The only options to answer are yes or no.The question is similar to one that was added to the form for 2019 tax filings. At the time the question was on a section used to report certain additional income or adjustments, called Schedule 1. However, not a lot of people file Schedule 1 forms with their return. In 2014, the IRS issued a notice that virtual currency should be treated as property for tax purposes. Tax experts say the move, putting the question on the main form, may signal that the IRS is serious about going after virtual currency investors who under-report their holdings.“In my view, the IRS is treating omitted virtual currency transactions in the same manner it pursues foreign bank accounts of U.S. taxpayers,” Lewis Taub, a certified public accountant and director of tax services at Berkowitz Pollack Brant Advisors + CPAs told Yahoo Finance. “By asking the question on the top of the first page of the return, the IRS is making it clear that any income from gains or losses from virtual currency must be reported on the return.”The question will appear at the top of the 1040 form, right below a person’s name and address.The IRS has increased their investigations into cryptocurrency investments, getting digital currency exchanges to release information about investors activity.Among recent high-profile cases was software mogul John McAfee, who was accused of tax evasion using cryptocurrency in October, according to FOX News. 1922
The mother of a 14-year-old boy with autism, who was traumatized after a run-in with a Buckeye, Arizona officer, says she never expected that what happened to her son would spark a national discussion. Diane Leibel also said see police body camera video was also one of the hardest things she’s ever had to do. “It was excruciating honestly,” she said. “I’ve never heard my son scream like that before. I don’t understand how it even got there.” On July 19, a Buckeye Officer named David Grossman mistook Connor Leibel for a drug user. As he drove by a quiet neighborhood park, Grossman claimed he saw Connor putting his hand up to his face, giving him reasonable suspicion to handcuff and detain the boy. It turned out Connor was using a small string to “stim” – a coping mechanism common for people with autism. Phoenix-based KNXV broke the story about the video on Monday afternoon. Since, reports about the incident have appeared on every local Phoenix station, some national shows, and it’s even been picked up by the New York Times. The reason: It’s sparking a debate about how officers deal and confront individuals with mental illness, other disabilities, and autism. “We were afraid that our child would be ridiculed or that something would happen somewhere along the line,” Danielle Leibel said. "I didn’t think it would be from a police officer.” COMPLAINT DISMISSEDThe day after the incident, Leibel filed a citizen’s complaint with the police department against Grossman, a “drug-recognition expert.” Weeks later, officials up and down Grossman’s chain of command cleared him of using unreasonable force and that he had reasonable suspicion to detain the boy. After the final decision, no one from Buckeye police notified Leibel, she said. “I’m every emotion I can think of. That’s my baby who was manhandled like that,” Leibel said. “I do see that would be reasonable to approach him if he saw him putting something to his face….But after he showed him what he had, that should have diffused the situation. It should end there.” Parents of other children with autism have told KNXV they are horrified by what happened and how the incident was handled by the officer. However, some people are also blaming Leibel’s parents and his caregiver for leaving him alone. His mother’s response: “He’s a 14-year-old. He’s higher functioning. He’s not a danger to himself or others…He plays in that park every week, and we’ve never had an issue.“I’ve never, in his 14 years, had an issue or have anybody suspect he was on drugs,” Leibel said. After the incident, Buckeye Police announced they are working on creating a voluntary register for people with disabilities, mental illness, and autism. They also proposed that those individuals wear bracelets. The registry would allow officer to look up specific information on people the come into contact with. Leibel and other parents of children with autism told KNXV they were disgusted by the idea. “I think it’s disgusting that you have to label someone with a disability with a special mark so they don’t have to live in fear of being hurt by police,” she said. “How would that have changed (the situation with my son) at all.” A parent of another child with autism who lives in Buckeye told KNXV the idea reminded him of the "Holocaust." 3418
