SAN DIEGO (KGTV) - The U.S. Postal Service will dedicate the Sally Ride Forever stamp to America’s first woman in space.The first-day-of-issue dedication ceremony will take place Wednesday at the University of California San Diego, where Dr. Sally Ride taught.After the ceremony, Sally Ride Science at UC San Diego will honor her with a 6:30 p.m. panel discussion on women in leadership.Ride dazzled the nation as a trailblazing astronaut, brilliant scientist, and dedicated educator.Her journey to space began in 1977 while she was finishing her Ph.D. in physics at Stanford University. She saw an article in the student newspaper saying NASA was seeking astronaut candidates, and for the first time, women were allowed to apply.Five years later, Ride became the first American woman to reach space when she launched in the Challenger for a six-day expedition.She was 32 at the time, making her the youngest American to go to space.After retiring from NASA in 1989, she took a job as a physics professor at UC San Diego and became the director of the university’s California Space Institute.Ride used her experiences in space to explain difficult physics concepts to her students.In 2001, she co-founded Sally Ride Science, a company dedicated to fostering interest in STEM fields among children, especially girls.Ride was honored for her contributions to science and space exploration with the NASA Space Flight Medal and the NCAA's Theodore Roosevelt Award. SAN DIEGO (KGTV) - The San Diego City Council unanimously voted Tuesday to give final approval to place a measure on the November ballot that would change the city's police oversight structure.The current version is the Community Review Board; the ballot measure would replace it with a Committee on Police Practices."It is so desperately what the community wants and needs, so that we can build trust between the police department and the community," said Andrea St. Julian, co-chair of San Diegans for Justice, the group that wrote the ballot measure.The new committee would be appointed by the City Council, as opposed to the old board which was appointed by the mayor. The new committee would also have an independent lawyer and oversight from city staff not associated with the mayor's office or San Diego Police Department.St. Julian said these changes will help avoid conflicts of interest that the old board dealt with, especially because the CRB's lawyer was the City Attorney, who also acted as the lawyer for the police department.The new committee would also have broader power for investigations. It would be required to investigate any police shooting, as well as any time someone died while in police custody or while interacting with police.The committee could also investigate any other complaints against an officer and review all disciplinary action taken within the department."When a full investigation can be done by community members or at the direction of community members, people feel much more comfortable with the results," said St. Julian.Mayor Kevin Faulconer and County District Attorney Summer Stephan have both said they support the measure. County spokesman Michael Workman said if the region does fall into the purple tier, the new restrictions would take effect 12:01 a.m. Saturday. This time, however, they would not be accompanied by an additional round of federal stimulus money to help small businesses make it through. "But at the end of the day, it's up to them, the individual businesses, whether to they're going to stay open or close and follow the guidelines. I think right now, there's a lot of restaurants in survival mode, and they don't have a choice but to stay open and hope for the best."The purple tier also requires a case rate of 7.0 or more and testing positivity of 8% or more. The county's testing positivity has largely sat at 3% to 3.5% for the last four weeks, which falls within the positivity metric for the orange tier of reopening.If the county falls into the purple tier, it will have to meet red tier criteria for two consecutive weeks before it can move forward, according to the state. 3008
