New video appears to show workers for Caltrans handing out campaign materials defending the state's recent gas tax increase while on the job. The video, shot Tuesday, was released by the Yes on 6 campaign, which is pushing to repeal the recent 12-cent-per-gallon hike on the November ballot. The video shows Yes on 6 campaign manager Matt Stockton in the drivers seat of a car. He is apparently stopped at a Caltrans contractor's site along the 78 near Ramona. The video shows a man in a hard hat approaching the window, handing Stockton what appears to be a No on 6 campaign flier defending the gas-tax increase.Stockton in the video asks the man if he is with Caltrans, and the man answers that yes, his crew is working with Caltrans. Other images released by the campaign appear to show the workers were with Pico Rivera-based Manhole Adjusting Inc., and that a Caltrans supervisor was on site. "The misuse, the abuse of taxpayer funds being used in a political campaign, it is shameful, it is outrageous, and it needs to stop right now," said Carl DeMaio, who is chair of the Yes on 6 campaign. Caltrans, a state agency, said in a statement that it is looking into the matter, and has contacted its contractors to say it does not condone political advocacy on project sites. The No on 6 campaign, fighting to keep the gas tax increase, says it was unaware of the incident and that it denounces any inappropriate use of public resources or venues for campaign purposes."The No on 6 campaign very carefully follows all rules prohibiting the use of public resources for campaigning and often reinforces those rules to anyone involved with the campaign," the campaign said in a statement. Calls to the on-site Caltrans supervisor and Manhole Adjusting Inc were not immediately returned."If this is happening on more than one occasion, it's egregious," said Seth Kaplowitz, a finance lecturer at San Diego State University. "It's egregious because they know they're not supposed to be doing it."Last year, Gov. Jerry Brown and the state legislature raised the gas tax by 12 cents-per-gallon with future increases planned. NEW YORK — Free parking, free gym memberships, even free rent for three months — Manhattan rents have hit their lowest levels in nearly a decade.Nicole Beauchamp, a real estate agent with Engel & Volkers, said the current housing market in New York City is unprecedented."I have never seen this amount of landlord concessions, and they have actually increased from the summer," she said. "There is a great amount of opportunity right now to snag a good deal on an apartment in Manhattan."The latest report from realtor Douglass Elliman found that the median price of a Manhattan apartment last month was ,100, down from ,500 last October.The savings are even steeper for smaller apartments."We've seen a 19% decrease in the prices of studios," Beauchamp said.Landlords are hoping to lure renters back to Manhattan after thousands moved out during the peak of the pandemic."The vacancy rate, last month I think was just under 6% and this month, we're over 6%," Beauchamp said.That adds up to 16,000 empty apartments in Manhattan, and the greatest share of those vacant apartments are downtown."I saw some incredible deals down in Tribeca over the summer that are still persisting right now," Beauchamp said.More than 5,000 new leases were signed in Manhattan last month, up 12% after a September slump.Many renters are finding more room across the East River."I think there is stronger demand in Brooklyn than the rest of the city," real estate agent Akil Rossi said.The Elliman report found Brooklyn leases surged in October to the second-highest October total in 12 years. New studies confirm that multiple types of steroids improve survival for severely ill COVID-19 patients, cementing the cheap drugs as a standard of care.An analysis of pooled results from seven studies found that steroids reduced the risk of death in the first month by about one-third compared to placebo treatment or usual care alone in these seriously ill patients who needed extra oxygen.The work was led by the World Health Organization and published Wednesday by the Journal of the American Medical Association.Based on the results of the studies, the WHO has made two recommendations. The first, it says a strong corticosteroid therapy for 7 to 10 days should be used in patients with severe or critical COVID-19. The second, this therapy should not be used in patients with non-severe COVID-19, because it may increase the risk of death.“In contrast, in patients with non-severe COVID-19, based on data from 1,535 patients in one study, systemic corticosteroids may increase the risk of 28-day mortality,” researchers wrote.Compared to other treatments for COVID-19, these types of steroids are generally low cost, easy to administer and readily available across the globe.“Dexamethasone and prednisolone are among the most commonly listed medicines in national essential medicines lists; listed by 95% of countries. Dexamethasone was first listed by WHO as an essential medicine in 1977, while prednisolone was listed 2 years later,” the WHO wrote.The WHO added that clinicians should exercise caution in use of corticosteroids in patients with diabetes or those who are immunocompromised and could become severely ill do to COVID-19. 1651
