SAN DIEGO (KGTV) - About two dozen businesses and houses of worship are taking advantage of a new rule that waives permit fees at San Diego County parks.According to the San Diego Parks and Rec Department, 14 fitness-related businesses and 12 houses of worship have been approved for permits to operate in county parks.RELATED: County Board Approves Plan to Allow Businesses to Operate at County ParksOn Aug. 5, San Diego County Supervisors approved a motion to waive permit fees and streamline the permit process so that businesses and houses of worship could hold events and classes in parks.Supervisor Dianne Jacob, who made the initial request, called it a "creative" way to provide flexibility and help those businesses survive the coronavirus pandemic."We're trying to make it as easy as possible for businesses to survive during this difficult time," Jacob told ABC 10News on the day the rule passed. "This is just another way to do it."Kaylee Kiff owns The Dance Spot in Chula Vista. She says she applied for the permit as soon as she heard about the program. She began holding classes at Otay Lakes Park just a few days later.Kiff says it saved her business."This was the first time I really felt supported as a business," Kiff says of the new rule. "I understand why we shut down, and I was happy to do it. But when it got to the point where I would lose my business, I'm just looking for any lifeline I could get. The county really was that lifeline."A county spokesperson didn't say how many more businesses or houses of worship have applied for the fee-free permits, but told ABC 10News other applications are in process for approval.Since the county changed its rules, several other cities have followed suit, including San Diego, El Cajon, Coronado, La Mesa, and Oceanside. Businesses looking to operate in a park are encouraged to check with local governments for specific rules. 1903

Taxpayers like Perry should have received their checks during the week of April 13th, a week which came and went for Perry."Halfway through May, I realized something is really up here," said Perry.That's when Perry started logging onto the IRS 'Check My Payment' link, over and over. Hundreds of times."I probably tried a dozen times just last night. The result is always the same," said Perry.That result was this."Got an error message. Either can't verify or don't qualify. None of those things are correct," said Perry.Perry says when he called the number designated by the IRS for 'Economic Impact Payment' questions, he got nowhere."You end up in the same loop, back in the same place where you started from. There's no one you can actually speak to," said Perry.He's written politicians, and every day, he logs onto the IRS site. And he's not alone."I know of two other people in the exact same position I am. I'm frustrated mostly with the IRS website platform, which seems broken to me," said Perry.According to the IRS, 159 million Americans have received their stimulus payments with paper checks still being mailed out in June.An IRS spokesperson told 10news they are asking for patience from the public and continue to working on getting "up to speed" with the online platform. SAN DIEGO (KGTV) - An apologetic teenage girl explained how she crashed her mother’s car into her neighbor’s garage in Encanto Friday.13-year-old Akasha Alexander had been taught how to start the BMW in the morning to help her mother. On Friday, the car was parked a big too close to the edge of a steep hill.The girl pulled the clutch and the car took off, crashing through the neighbor’s fence, clipping a water line, and ending up in the garage.“I see the fence go down and i'm like, oh no, and then all I see is boom,” said Alexander.Neighbor Melvin Glover’s daughter and grandchildren are visiting him for Easter. They said the impact shook the Glover home and frightened them all.The car was towed from the home.Alexander said she plans to bake Glover a red velvet cake. 784

  

SAN DIEGO (KGTV) -- A task force assembled by Governor Gavin Newsom wants to impose a statewide mandate requiring local governments to address homelessness, and hold jurisdictions that fail to make measurable progress accountable with lawsuits.The proposal by the 13-member Council of Regional Homeless Advisors would require an amendment to California’s constitution. If approved by voters, California would become the first state with such a mandate.“A legally-enforceable obligation will sharpen focus. It will enhance a bias towards action and it will elevate this on the list of priorities,” said San Diego County Supervisor Nathan Fletcher, a member of the task force.Although the specifics are still under negotiation, the task force outlined an example scenario where cities and counties would have one year to reduce their homeless populations by “tens of thousands.”“These plans would include specific benchmarks and timelines that jurisdictions would have to meet for moving people into permanent housing through both services offered in interim interventions and creation of housing opportunities,” the Council said in its proposal letter.“It won’t be enough to buy your way through with putting up a number of shelters to make the public think you’re taking action,” Fletcher said. “You will actually have to find a way to tackle the underlying problems.”Supporters likened the proposal to California’s renewable energy mandate. It’s still unclear how much the housing mandate would cost.“I would not be supportive of the state coming down on cities like San Diego and saying you have to change the way you do business, change the way you operate, and not give us any money to do that,” said San Diego City Councilman Chris Cate. Cate said he would prefer to address homelessness with a system of incentives rather than mandates and punishments, but said he was reserving judgment on the plan until more details are released.The Council of Regional Homeless Advisors wants to put the issue before voters on the November ballot. To do that, the California Legislature would need to vote by June 25 to send the topic to the ballot. 2150
