SAN DIEGO (KGTV) -- Friday, small businesses throughout San Diego came together against a proposed ban of Styrofoam and single-use plastics while proponents are holding their ground, citing environmental impacts.Some San Diego County cities voted to ban the Styrofoam containers at restaurants as part of an effort to clean up the environment.Those in favor of the ban say it will help keep debris out of the ocean. SAN DIEGO (KGTV) -- Hours after Navy officials said all fires aboard the USS Bonhomme Richard were extinguished, smoke was visible coming from the vessel at Naval Base San Diego early Friday morning.Radio scanner traffic obtained by ABC 10News indicated crews at the scene reported at least two fires onboard the ship and called for evacuations at around 1 a.m. Friday. The 10News Breaking News Tracker observed smoke coming from the ship’s front end.At around 5 a.m., a Navy spokesperson confirmed to ABC 10News that no evacuations were ordered and all fires were out. The spokesperson said investigators were looking into the matter.On Thursday afternoon, Navy officials said all known fires aboard the USS Bonhomme Richard were declared out. The blaze on the ship erupted on the morning of July 12, and the firefighting efforts involving hundreds of crew members and thousands of aerial water drops took four full days.Navy officials said they will not know the exact cause of the fire until the ship can be inspected fully.ABC 10News learned Chief of Naval Operations Adm. Mike Gilday will be at Naval Base San Diego on Friday to inspect the USS Bonhomme Richard.During a Thursday afternoon press briefing, Rear Adm. Philip Sobeck described the 22-year-old ship as ravaged -- its melted aluminum superstructure bent at a 45-degree angle -- but not dead in the water."The ship can be repaired," he said. The county may something a little extra for your wallet.The San Diego County Treasurer-Tax Collector's Office says they currently have 3,000 in unclaimed county refunds waiting to be reunited with their rightful owners.About 1,928 refunds sit on the countywide unclaimed money and unclaimed property tax refunds lists, according to the office. If the county thinks you're owed a refund, you may receive a postcard in the mail, according to San Diego County Treasurer-Tax Collector Dan McAllister.“Most of the time, we’re collecting money from San Diegans,” said McAllister. “We love summer when we can give it back and put a little extra vacation cash in people’s pockets. The average price for a gallon of regular gas dropped for the 11th day Tuesday, decreasing three-tenths of a cent to .34. The average price has fallen 7.6 cents during the streak, according to figures from AAA. The average price is 4.7 cents less than a week ago and 20.4 cents less than a month ago. Despite the drop in prices, regular gasoline is 21.4 cents more than a year ago. The sharp increase in the cost of gas was felt around California after Governor Jerry Brown signed a gas tax increase that went into effect in 2017. In November of 2018, California voters turned down Proposition 6. The measure would have repealed the most recent gas tax hike and ensured that no new gas taxes get passed without voter approval. 876
