SAN DIEGO (KGTV) - A former North County contractor who pleaded guilty to several charges, including grand theft, received a five-year sentence on Monday.Prosecutors said Marc Morningstar owes thousands of dollars to more than a dozen former customers. Team 10 first exposed Morningstar in early 2017 after several people contacted Team 10 about his questionable business practices. Morningstar pleaded guilty to failure to file a tax return, two counts of grand theft of personal property, and using personal identifying information of another person. He also admitted to two misdemeanors—failure to secure payment of compensation and contracting without a license.The judge sentenced him to local custody. He will receive credit for the time he has already served, which was more than 200 days. He also owes 13 victims nearly ,000, according to deputy district attorney Amy Lafer.During the hearing, Morningstar’s girlfriend Maria Meeuwisse requested to address the court. She said she is a victim of Morningstar as well.“He will not be living with me when he gets out, whenever he does get out. He has used my social security number,” she told the judge. Meeuwisse previously pleaded guilty to her role in the scheme, which included a misdemeanor of contracting without a license and failure to secure payment of compensation.Judge Timothy Walsh said that Morningstar has to “rethink the way he approaches his life.” 1430

SAN DIEGO (KGTV) - A Clairemont woman says she came home to a break-in and heartbreak.On Friday afternoon at the Balboa Arms condos, Terri Harrison's adult daughter discovered a ransacked home.The intruder likely ripped a window screen before reaching in and unlocking the window.Missing from a bedroom was her daughter's laptop. In the master bedroom, a lock box was emptied of personal documents and some six pieces of jewelry, including a set of pearls belonging to her mom.Both her mother and father passed away two year ago."You wear something that's hers, you feel like she's close to you again ... SAN DIEGO (CNS) - The U.S. Department of Defense announced Wednesday its phased plan to distribute and administer the COVID-19 vaccine from the Naval Medical Center in San Diego and the Naval Hospital in Camp Pendleton.The DOD is working with the Department of Health and Human Services and the U.S. Centers for Disease Control and Prevention on the distribution of COVID-19 vaccines.As one of the 64 jurisdictions to which the United States government has allocated vaccines, the DOD plans to administer its initial allocation of 43,875 doses of the COVID-19 vaccine to populations of uniformed service members -- both actives and reserves. That includes members of the National Guard, dependents, retirees, civilian employees and select contract personnel.The department is prioritizing DOD personnel to receive the vaccine based on CDC guidance, first focusing on those providing direct medical care, maintaining essential national security and installation functions, deploying forces, and those beneficiaries at the highest risk for developing severe illness from COVID-19 before other members of the DOD population.Distribution will be conducted in phases. Due to limited availability of initial vaccine doses, the first phase will distribute and administer vaccines at select locations.Initial distribution sites -- including the two local sites -- were selected by the DOD's COVID Task Force based on recommendations from the military services and U.S. Coast Guard, to best support several criteria:-- Anticipated supply chain requirements, such as cold and bulk storage facilities-- Local population of at least 1,000 priority personnel across the military services-- Sufficient medical personnel to administer vaccines and actively monitor vaccine recipientsThe distribution of the allocated COVID-19 vaccines will begin once the Federal Drug Administration authorizes the COVID-19 vaccine for emergency use and in accordance with Operation Warp Speed guidance.Other distribution sites in the continental United States include Fort Hood, Texas, Joint Base Lewis McChord, Washington, Fort Bragg, North Carolina, and Walter Reed National Military Medical Center in Bethesda, Maryland. 2200

  

SAN DIEGO (KGTV) - A camp in Vista is giving kids a place to cope with the loss of a loved one, along with others on the same journey.Experience Camps provide boys and girls whose parent, sibling or primary caregiver has died, with a program that helps build confidence, encourages laughter and allows them to navigate their grief through friendship, teamwork, athletics, and the common bond of loss.The nonprofit provides the experience free for families. "My mom she was really, really nice. I loved her with all my heart. When she passed, it was devastating," said 13-year-old Dylan from San Diego.Dylan's mother died of breast cancer. "It was really tough, but once I got here it was really good to know that other people had the same experience," said Dylan.This is Dylan's third year at camp. He and others are gaining coping mechanisms to navigate their grief better. "The common experience we all have is grief, and I think that's the strongest bond between all of us," said Amit Sura, a camp counselor. A typical camp day includes two activity periods, such as volleyball, tennis or arts & crafts. The third morning period is focused on different techniques in the bereavement toolkit, built to help the campers identify, express, and understand their feelings. Later in the day campers take part in a camp-wide activity, such as relay races or a hike up a nearby mountain. The camp comes together again during free swim, dinner, and an evening activity before retiring to their bunks."Today we did a mindfulness activity, talked about sitting with emotions like anger, happiness, sadness," said Sura. "When they're here, and everybody's sharing their experiences and their emotions, it's a bond that's unbreakable."Experience Camps has five locations across the country, serving boys and girls.Families can register in November.The nonprofit relies on donations to send children to camp for free, you can donate here. 1940

  

SAN DIEGO (KGTV) - A former employee of the San Diego Metropolitan Transit System is suing the agency for retaliation after he said he stood up for a co-worker.Ivan Augustino moved to the United States from Sudan and still volunteers with projects for his native country. He started working for MTS in 2015.“It was pretty good,” Augustino said.Augustino worked as a Senior Applications Developer.“I am the main guy that deals with the complicated back end computer codes,” Augustino said.In 2017, he said he made a move that changed everything. It started with a co-worker.“One morning, she walked into my office pretty much in tears,” Augustino said.He said that a co-worker confided to him the Chief Information Officer discriminated against her when she asked about a promotion. The lawsuit filed against MTS claims the CIO told Augustino’s co-worker she was “not qualified for the job because of her age, her marriage and family planning status, and her relationship to an active duty military service member.”“The other question she also asked was, how old are you? You seem like you are at an age where you would be having kids,” Augustino said. It was a shocking conversation.“You know, that is wrong,” Augustino said.After his co-worker told him what happened, he first asked advice from another co-worker who then took it to human resources. Augustino said his co-worker did not want to bring the complaint to HR.“The last thing that anyone within the IT department wants is to take an issue to HR because once you report it to HR, there is going to be retaliation,” Augustino said.And that’s what happened, according to the former MTS employee. Initially, he was concerned how MTS investigated the complaint.“I was expecting someone to at least come and talk to me, but no one spoke to me,” Augustino said.He said retaliation began by the CIO and his direct supervisor.“The way they treated me just changed,” Augustino said.He claimed management suggested they would give him recommendations if he found another job. On another occasion, Augustino said they “mocked [his] English as a second language” in an email. On top of that, he said 98 hours of paid time off promised to him for working overtime on a big project was revoked, along with a promised promotion.“Coming from where I come from, I just felt like I did not even know what to do,” Augustino said.Feeling “degraded” and “intimidated”, he submitted a letter of resignation. However, he said he gave management an option.“If you can address this issue and the executive team and bring what I view as retaliation to a stop, I will pull my resignation,” Augustino said. Instead, he said he was fired and walked out of the building by security. His termination came a little over a month after he voiced his concerns about his female co-worker.A spokesperson for MTS told Team 10: “There is absolutely no validity to any of Mr. Augustino’s claims.”When asked if he would defend his co-worker again, Augustino said “absolutely.”Attorneys Zachary Schumacher and Daniel Goularte represent Augustino."This is absolutely a David versus Goliath situation," Schumacher said.Schumacher said fear is why people don't speak up."I like to compare it to battered wives syndrome, where you essentially have this person or in this case this entity who has this major power and balance who is doing all sorts of awful things and figuratively at least, battering its employees and yet they don't leave. They feel this sense of loyalty," Schumacher said. Team 10 was not able to get in touch with his female co-worker, but the lawsuit stated that she has since been moved to a “lonely, quiet corner of the office.” 3684
