SAN DIEGO (KGTV) — A deceased whale was found by lifeguards floating off the coast of San Diego Thursday.San Diego Fire Rescue Lifeguards at Black's Beach spotted the dead whale floating about two to three miles off Sumner Canyon.Lifeguards responded to the gray whale, found to be about 30 feet in length and show obvious sounds of bloating and decomposition, according to SDFD spokesperson Monica Mu?oz.RELATED: Humpback whale feeding frenzy off San Diego's coastSDFD lifeguards are working with the National Oceanic and Atmospheric Administration to secure samples of the whale carcass and figure out what disposal options are available.It wasn't immediately clear what led to the whale's death. Worker productivity is monitored to determine whether someone has met a specified rate or quota of items pulled.Automated systems generate warnings when too many time-off tasks occur in a worker’s shift, and accumulated warnings can result in workers being fired without a human manager even being involved.The bill would establish civil penalties for an employer of 0 per employee for an initial violation, and ,000 per employee for subsequent violations. 1355

Gavin Newsom wants California to manufacture its own generic drugs.Newsom is expected to send a proposal as part of the new state budget to the legislature Friday that would allow the state to negotiate contracts with drugmakers to manufacture selected prescriptions on behalf of California.“The cost of health care is just too damn high, and California is fighting back,” Newsom said in a statement. “These nation-leading reforms seek to put consumers back in the driver seat and lower health care costs for every Californian.”Three of the most expensive U.S. cities for medications are San Francisco, Los Angeles, and San Diego. According to a survey by Kaiser Family Foundation, six in 10 Americans take prescription drugs, and 79 percent of those surveyed say the costs are unreasonable. Prescription drug prices have gone up 38 percent since 2017. Newsom's plan would make those medications available at an affordable price for 40 million people living in California. Details on what the drug program will look like will be available when Newsom submits his full proposal Friday afternoon.If approved, California will become the first state in the U.S. to have its own generic drug label. 1315

  

SAN DIEGO (KGTV) - A father whose infant daughter was found dead outside a Los Angeles-area mortuary surrendered Monday at the U.S.-Mexico border. Alexander Echevarria, 22, of Sacramento, turned himself in to authorities at the San Ysidro Port of Entry with his attorney by his side. Echevarria was considered a person of interest in the death of 8-month-old Alexia Rose. The baby’s body was found near a trash container outside a funeral home in Bellflower last week. The infant was partially covered by a blanket and left in a car seat. Police believe the girl died in Sacramento. Her death was not due to natural causes, the Sacramento County Sheriff said Monday. Family members had reported Echeverria missing on Memorial Day. They said he suffers from depression and had made suicidal statements. Echevarria, who also had an arrest warrant on domestic violence-related charges, is being held in San Diego pending transfer to Sacramento.Associated Press contributed to this report. 993
