ESCONDIDO, Calif. (KGTV) -- Neighbors in an Escondido neighborhood are worried after they say dozens of tires were slashed overnight Saturday.The incidents reportedly happened on 4th Avenue and 2nd Avenue between Date and Elm Streets.Residents on 4th Avenue reported waking up Sunday morning to find that at least 11 vehicles had their tires slashed.Similarly, residents on 2nd avenue reported that nearly 30 vehicles had slashed tires.Police said they have been made aware of the incidents but it’s unclear if they have a suspect or will be investigating.Imagine waking up and finding your tires slashed, then finding out it happened to DOZENS more on your block. ENCINITAS, Calif. (KGTV) - A 13-year-old boy suffered burns to his face after a science experiment at Capri Elementary School in Encinitas went awry.Priest Rivera, a 6th-grade student, said a teacher was attempting to show a group of students an experiment known as the “black snake” or “carbon snake” when it exploded in his face.The experiment involves mixing sugar and baking soda with a flammable liquid and lighting it on fire to create a snake-like reaction.Rivera said the teacher told them to stand in a semi-circle around her on the field as she lit the experiment on fire.“The teacher kept on pouring more rubbing alcohol onto the flame itself because the flame wasn’t building up,” said Rivera.That’s about all he remembers before waking up in an ambulance with a sharp pain all over his face.“My face was constantly burning and burning,” he said. “I still feel it right now.”He spent six days in the hospital and underwent four surgeries, according to his mom Gina Rivera.“It was just hell,” she said about the experience. “He kept saying, ‘mom am I going to go blind?’”Priest kept his eyesight but two weeks after the accident, still had bandages around his face to protect the burn areas.Gina said it’s still unclear how bad the injuries will end up being though she said the effects will be long-lasting. “It has halted his life. It’s changed his life,” she said.The outgoing superintendent of the Encinitas Union School District, Timothy Baird, told 10News they could not comment on any specifics because the incident involved a student. Though, he did say the district is investigating what happened.The Rivera family has hired a lawyer and plans to sue the district. 1692

(KGTV) -- Firefighters responded to the scene of a half-acre brush fire in Escondido Monday afternoon. Cal Fire said the brush fire broke out near Del Dios Highway and Mount Israel Road.Firefighters wer able to extinguish the flames quickly but will remain on scene for several hours. Del Dios Highway appears to have reopened in both directions after the fire prompted the closure, causing traffic to back up for miles during rush hour. .@CALFIRESANDIEGO and cooperators are at scene of a half-acre vegetation fire near DelDios Hwy and Mount Israel Rd. ESCONDIDO, Calif. (KGTV) - The recent birth of a southern white rhino calf marks a major success milestone in the project to save the species' close genetic cousin, the northern white rhino. Only two northern whites are left in the world. Both are females incapable of reproducing.Edward, the calf born in late July, was conveived through in vitro fertilization using frozen sperm samples. "It was so exciting for everyone who worked on this project, the culmination of a very long time and a lot of work," said Dr. Barbara Durrant, a scientist who has worked on the in vitro aspect of the project.Still, Durrant says this milestone still comes during the early stage of the audacious plan. Scientists eventually hope to create northern white embryos with stem cells. Those embryos would then be transferred into female southern white rhinos, who would deliver and raise the calves. The Safari Park brought six females to its facility to act as surrogates, including Victoria, the female who gave birth to Edward.Durrant is excited to move to the next step."We're turning our efforts more toward the lab, toward figuring out how to do the in vitro fertilization and the embryo development.Durrant estimates as long as ten years until the project finally leads to a living northern white rhino calf.Edward is currently being kept in a part of the Safari Park to which the public does not have access. But zookeepers anticipate he'll be ready for public viewing by the end of August. 1489

Employers may soon be able to require workers who make tips to share that money with other staff. It's part of a new regulation from the Department of Labor.The agency says the rule could help increase pay for back of house staff, like cooks and dishwashers who have historically been excluded from tip pools.The rule says pooling is only allowed if the tipped employee makes the full federal minimum wage.Federal law allows tipped workers to make .13 an hour, as long as they earn enough tips to match the minimum. State laws vary on that point, though.The rule also gets rid of a guideline that said tipped workers must spend at least 80% of their time doing tasks that earn them gratuity.The National Restaurant Association has praised the rule, calling it a win for the industry because it clarifies laws under the Fair Labor Standards Act.“Today’s Department of Labor (DOL) final rule revising tipping regulations under the Fair Labor Standards Act (FLSA) is a year-end victory for the restaurant industry and its workers after years of litigation," said the National Restaurant Association in a statement. "The changes in this rule bring much needed regulatory clarification for the small business owners and their employees about what the law allows and requires. At a time when the restaurant industry is faced with instability, this rule provides renewed sensible regulations on tip-pooling and tip-credit standards.”We spoke to an employment attorney named Louis Pechman who founded WaiterPay.com. He said there may be some clarification in the rule, but that's not the big issue.“Tips traditionally have been viewed by management as kryptonite. Don't touch the tips, servers' tips, stay away. That's my money. Now you have a whole situation where servers, it's my money. The tip was left for me. Why am I paying a cook in the kitchen?” said Pechman.The Economic Policy Institute has estimated the rule would let employers take 0 million from tipped workers each year. That's based on numbers before the industry suffered under the pandemic.As Pechman points out, some local laws are very protective of employee tips and will supersede federal regulations.“So, it's important if you're analyzing the issue, is there a state regulation, is there a city regulation which gives more protection to workers than the FLSA does?” asked Pechman.The rule is set to go into effect in 60 days.
