SAN DIEGO (KGTV) — San Diego County public health officials said Friday that the region is dangerously close to being placed in the state's most restrictive reopening tier.The county's coronavirus case rate over the last 48 hours was alarming, according to Supervisor Nathan Fletcher."We've been living for most of the last month on the precipice of tiers," Fletcher said. "We now are concerned about the trends and we're concerned about the likelihood that we can tip back into purple."Fletcher says over the last six days, San Diego County's daily unadjusted case rates continue to increase.County Public Health Officer Dr. Wilma Wooten said since the start of this week, the county has seen its unadjusted case rate increase from 7.2 cases per 100,000 residents (7-day daily average from the previous week) on Sunday to 7.8 on Friday. The county's adjusted case rate has increased from 6.8 to 7.0 during the same time span.The last week reported for the county, San Diego reported an unadjusted case rate of 7.2 and an adjusted case rate of 6.8.Fletcher says the unadjusted case rate more closely represents the actual public spread of the coronavirus."The overwhelming majority of San Diegans are doing everything right. But we just have to go that extra mile in order to protect our status in our tier," Fletcher said.According to the state's reopening tier system, counties with a case rate of more than 7.0 and/or testing positivity percentage of 8% or greater for two consecutive weeks are placed in the purple tier, the state's most restrictive.Next Tuesday, Oct. 20, the state will report metrics for Oct. 4-10. Then on Oct. 27, the state will report results from Oct. 11-17.Officials say that's why they're sounding the alarm now, to encourage residents to double down on efforts around slowing the spread. Officials pointed to being more vigilant in facial coverings, avoiding indoor gatherings, and employers allowing more employees to telework.If San Diego County is pushed into the state's purple tier, several business sectors would need to conduct operations outdoors or adjust indoor capacity:Retail stores will have to lower to 25% capacity indoors,Restaurants must move to outdoor dining only,Shopping centers will move to 25% capacity with closed common areas and a closed food court,Personal care businesses must move to outdoor operations,Museums, zoos and aquariums will go to outdoors only,Places of worship and movie theaters will be held outdoors only,Gyms and fitness centers will also have to go outdoors only,"We're here to sound the alarm," said County Public Health Officer Dr. Wilma Wooten. SAN DIEGO (KGTV) — San Diego Police have identified the man killed in an officer-involved shooting this week in Mountain View.Police said 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Monday over reports of a violent disturbance involving a weapon.According to SDPD, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.RELATED: San Diego Police shoot, kill vandalism suspect in Mountain ViewWhen police arrived, they saw Castro-Gutierrez in the front window and could hear him breaking objects and yelling inside.SDPD says officers gave directions in English and Spanish to try and communicate with Castro-Gutierrez but got no response. Eventually, Castro-Gutierrez crawled out of a broken window and made his way to the front of the property where officers were.Police said Castro-Gutierrez began to run at full speed toward them with the metal pole, prompting three officers to fire their weapons at him: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Castro-Gutierrez was hit by at least one round and fell to the ground. Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital.The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.SDPD's homicide unit is currently investigating the shooting, after which the San Diego County District Attorney's Office will review the case to determine if the officers bear any criminal liability. SAN DIEGO (KGTV) — San Diego County's economy is estimated to lose about .4 billion this year due to the pandemic.The new estimates according to SANDAG say the region saw about .8 billion in estimated wages in the first six months of the pandemic. About 176,000 workers were left unemployed because of COVID-19.Of those who lost their job, one in five female employees who lost their job worked in the education sector, and two in three workers ages 16 to 24 who list their jobs were in the tourism sector.About 50% of Hispanic workers who have lost their job worked in the tourism sector, as well. The tourism sector has been hit especially hard by pandemic-related closures, with many of San Diego's hotels and attractions closed much of the summer.But tourism is just one of the industries suffering during the pandemic. SANDAG says about 80% of job loss due to COVID-19 was either in the tourism, retail, or education industries.Ray Major, Chief Economist for SANDAG, said people from neighboring cities are still coming to the area for short trips, but the loss of large conventions and weddings is the aspect of tourism that has the most detrimental impact."You have people flying in from all over the world to go to conventions and they spend a lot of money here in the region at our local restaurants, at our local attractions and that has almost completely dried up," said Major.Major added that even when the economy does recover, conventions may never look the same."The technology is such that it has enabled these conventions to go virtual and they’re doing a pretty good job. So now you really have to question is a business going to undertake the expense of sending their people across the country," said Major.Before COVID-19, SANDAG estimated the region's economy to grow about 2% higher than 2019's Gross Regional Product. Now, the agency estimates the economy to contract about 4.7%, or .4 billion.SANDAG estimated that the economy may grow by about 4.2% in 2021, which could bring the economy back up to 2019 levels. Major said predictions are showing a slower complete recovery, adding it could take until 2023 or 2024 for a full economic recovery, assuming a vaccine is available around early 2021.Major also said some of the industries that aren't hurting as badly are innovation, government and construction. He said the focus moving forward should be on helping people in failing industries shift to jobs that are more successful."What we’re going to have to do is really find those and focus on re-training programs to help people change careers. Gray whale season typically takes places from mid-December to April, while blue whale season is around mid-June to September.So naturally, many residents and tourists will flock to the sea and coastline as whales flock to our waters for food. Biagini recommends checking on what a company has seen already before booking a trip."If they’ve been seeing a lot of animals that’s your best bet to have a good experience, and if the company isn’t posting their sightings they’re either not a serious company, or not seeing anything," Biagini said. "Honestly, just for companies that publish their daily sightings."Most whale watching companies will update their websites to reflect what they're seeing on the waters, some daily. San Diego's Tourism Board provides a list of companies to research if you plan to hit our coastal waters.And, of course, if you plan to take in some whale watching on the waters, read up on the Marine Mammal Protection Act beforehand so as not to put whales, dolphins, and other life at risk. 2827
