BEIJING, Jan. 8 (Xinhua) -- China canceled over one-third of all official ceremonies, seminars and forums last year in a bid to avoid extravagance or corruption in the use of public resources.Some 2,549 such activities proposed by governments or public institutions, or 37.7 percent of the total applications, which were deemed "ceremonial" and "unnecessary," were cut, saving 1.22 billion yuan (about 193.39 million U.S. dollars), said an official statement released Sunday.The statement was issued by the State Council's Office for Rectifying Malpractices, a ministry-level inter-agency supervisory body dedicated to eliminating administrative irregularities and abuse of power in government agencies, public institutions and major service sectors.Last year's inspections focused on activities co-funded by ministries and local governments, the statement said.The Chinese government agreed with the public that the soaring number of official celebrations, seminars and forums would cost plenty of money and manpower and exacerbate corrupt behaviors.In March, the State Council, or China's Cabinet, ordered 98 ministries and ministry-level government organs to make public their budgets and expenditures on official overseas visits, public vehicles and official receptions -- the "three public consumptions" that had triggered widespread public concern.Premier Wen Jiabao also repeatedly urged the country's government agencies to reduce administrative expenses, including cutting the number of meetings and documents printed.Official figures indicate that the country's crackdown on various forms of extravagant spending by officials saved the country 5.7 billion yuan in 2010.A blue book on China's conferences published in November estimated that the total output of the country's conference industry had reached nearly 1 trillion yuan. Companies made up half of this total, while a considerable portion came from the government and public institutions compared to other social organizations.

JIUQUAN, Oct. 26 (Xinhua) -- China will launch the spacecraft Shenzhou-8 in early November at the Jiuquan Satellite Launch Center in northwest deseart area.The unmanned spacecraft is expected to perform China's first space docking with Tiangong-1, or Heavenly Palace-1, a space lab module that was launched in September from the same launch center.The spacecraft and its carrier rocket, an upgraded Long March-2F, were transferred on Wednesday morning on a 20-meter-wide railway to the launch pad.The launch pad is 1,500 meters away from the assembling and testing center. It took nearly two hours to complete the transfer.Technicians completed testing on the assembling of Shenzhou-8 and the rocket after they were delivered to the launch center at the end of August, said Lu Jinrong, the launch center's chief engineer.In the next few days, the launch center will continue testing the spacecraft and the rocket, and inject propellent before the final launch in early November, Lu said.The assembling, testing and transferring of the spacecraft and rocket were all conducted while they were vertical.Shenzhou-8 is capable of docking with the spacecraft Tiangong-1 in both manual and automatic modes.The Tiangong-1 space lab module is functioning smoothly in the orbit, and all equipment and experiments are going well, according to Lu. The module is ready for the docking task, Lu said.

BEIJING, Dec. 16 (Xinhua) -- China issued rules for pilot programs of RMB Qualified Foreign Institutional Investors (RQFII) on Friday, formally giving a green light to investment of overseas RMB funds in mainland securities markets.The move is expected to widen the investment channel of overseas RMB funds and add new momentum to the country's bid to make the RMB an international currency.Hong Kong subsidiaries of fund management companies and securities firms can use RMB funds raised in Hong Kong to invest in mainland securities within a permitted quota, according to the rules jointly released by the China Securities Regulatory Commission (CSRC), the People's Bank of China and the State Administration of Foreign Exchange.The total investment quota of RQFII pilot programs is set at around 20 billion yuan (3.15 billion U.S. dollars), according to the rules.To control risks, qualified investors should invest no less than 80 percent of the RMB funds they raised in fixed-income securities, while investment in stocks and equity funds should account for no more than 20 percent.The CSRC will join other related departments to study the possibility of further expanding the trial program after its launch, said a CSRC official who declined to be identified.The launch of the RQFII will open another significant channel for overseas RMB funds to flow back into the country, said the CSRC official.It will also help diversify investment products for overseas RMB funds and facilitate off-shore RMB business, the official said.The RMB is not fully convertible under the capital account but China has stepped up efforts to make the currency more international over the past few years.The government has encouraged the use of the RMB in cross-border trade and investment settlement and approved foreign direct investment in overseas RMB funds obtained overseas.It also allowed Hong Kong to establish an offshore yuan market and has expanded trade settlement agreements and currency swaps to create more channels for the yuan to circulate outside the mainland.

HAIKOU, Dec. 16 (Xinhua) -- China will actively push forward maritime cooperation with the 10 members of the Association of Southeast Asian Nations (ASEAN) in light of the guidelines on conduct in the South China Sea, a Foreign Ministry official has said.Assistant Foreign Minister Liu Zhenmin made the remarks during an international seminar on implementing the Declaration on Conduct of Parties in the South China Sea (DOC) and maintaining the navigational freedom and security of the waterway.Early next year, China will hold a senior officials' meeting and working group meeting with ASEAN countries on the implementation of the 2002 Declaration on the Conduct of Parties in the South China Sea (DOC), Liu said in an interview with Xinhua on the sideliens of the seminar held in Haikou, Hainan Province, from Dec. 14-15..The senior officials' meeting is a guiding mechanism for implementing the DOC at governmental level. KUNMING, Nov. 30 (Xinhua) -- More than 10,000 new HIV infections were reported in southwest China's Yunnan province during the first 10 months of this year, bringing the total number of HIV carriers and AIDS patients in the province to more than 90,000, local AIDS prevention authorities said Wednesday.As of Oct. 31, a total of 93,567 HIV infections had been reported in the province, with the disease claiming 14,340 lives, according to statistics from the Yunnan AIDS Prevention Bureau.The number of HIV infections contracted through sexual contact has been rising and sexual contact is now the main cause of the disease's proliferation, said Xu Heping, director of the bureau.Of the province's infected population, 45.8 percent contracted the disease through sexual contact, while 37.3 percent contracted the disease through intravenous drug abuse, according to the bureau.Sexually transmitted infections accounted for 77.3 percent of new infections during the January-October period, up from 71.3 percent during the same period last year, according to the statistics.Xu said this year's new infections mainly occurred in people between the ages of 20 and 39, accounting for 60.8 percent of the total.Infections among rural residents and unemployed people accounted for 55.3 percent and 18.6 percent, respectively, of this year's total, according to Xu.Lu Lin, director of the Yunnan disease control and prevention center, said migrant workers are particularly vulnerable to the disease due to their nomadic nature and lack of knowledge about the disease.China currently has 346,000 registered HIV carriers and AIDS patients, although the actual number is predicted to hit 780,000 by the end of this year, according to an expert panel consisting of members of China's Ministry of Health (MOH), the World Health Organization and UNAIDS.
