VIENNA, Oct. 7 (Xinhua) -- A sculpture of late Soviet cosmonaut Yuri Gagarin was presented to the UN Office in Vienna (UNOV) Friday to celebrate "50 Years of Human Spaceflight," the theme of the World Space Week 2011.In 1961, Gagarin completed an orbit around the Earth aboard the Vostok 1 spacecraft, serving as a pioneer of human spaceflight.The sculpture is a gift from the Russian government and would be placed at the Permanent Exhibit of the United Nations Office for Outer Space Affairs (UNOOSA).Attendants of the ceremony include UNOV Director-General Yury Fedotov, UNOOSA Director Mazlan Othman and Head of the Russian Permanent Mission Vladimir Voronkov."Outer space is one of the most exciting and challenging topics, and perhaps of all the important topics on the agenda of the United Nations, none quite captures our imagination like outer space," Othman said in her statement.Meanwhile, speaking highly of Gagarin's achievement 50 years ago, Fedotov stressed that the purpose of the development and utilization of outer space must be to the benefit of all mankind.The UN official said that relevant UN agencies would provide technical assistance to all countries to develop outer space and ensure the benefits in peaceful purpose.On Dec. 6, 1999, the 55th United Nations General Assembly declared the World Space Week to be held every year during Oct. 4-10.

SYDNEY, Nov. 10 (Xinhua) -- Children with fat fathers are more likely to be obese by age of eight or nine than those with healthy weight fathers, a new study by researchers at Australia's University of Newcastle found on Thursday.Researchers at the University of Newcastle found that children who had an overweight or obese dad were four times more likely to follow in their father's footsteps than those with a dad in the healthy weight range.They also found in the study that only having an obese or overweight mum in the family did not have the same effect.Lead researcher Emily Freeman said it was still unknown why overweight dads had such a significant effect on their children's weights.The researchers conducted their study using data collected from 3000 Australian families between 2004 and 2008 for a longitudinal study.They looked at the weights of children when they were aged four to five and then again when they turned eight and nine years old.According to Freeman, around 25 percent of Australian children are overweight or obese.She said helping fat dads lose weight could make a difference to the youngsters.

BEIJING, Nov. 1 (Xinhua) -- The ministers of Brazil, South Africa, India and China (BASIC) in a Tuesday joint statement urged developed nations to fulfill their commitments and provide funds and technology to help developing nations tackle climate change.Developed nations should honor their commitments, made at the Copenhagen climate change conference in 2009, to provide 100 billion U.S. dollars annually by 2020 and ensure that there will be no funding gaps from 2013 to 2020, according to the statement.Developed nations should also fulfill their pledge to offer 30 billion U.S. dollars in "fast-start funding" to developing nations in order to help them address climate change, the statement said.The ministers agreed that the coming Durban climate change conference should achieve a "comprehensive, fair and balanced outcome" under the principle of common but differentiated responsibility.They called on the conference to clearly establish the second commitment period under the Kyoto Protocol, during which developed country parties to the Kyoto Protocol should undertake quantified emission reduction commitments.The Kyoto Protocol is the cornerstone of climate change and its second commitment period is an essential priority for the success of the Durban conference, according to the statement.H The joint statement was issued following a two-day meeting of ministers from the four nations, also known as the ninth BASIC Ministerial Meeting on Climate Change, a mechanism through which the four countries and other developing countries coordinate their efforts in climate change.Representatives of Group 77 countries, island countries and the Arab League also attended the meeting.The Durban conference is scheduled for November. The focus of the conference is expected to be the extension of the Kyoto Protocol and acquiring a commitment from developed countries for the protocol's next period.The Kyoto Protocol, an international agreement linked to the United Nations Framework Convention on Climate Change, sets binding targets for 37 industrialized countries and the European community for reducing greenhouse gas emissions from 2008 to 2012.

CAPE TOWN, Dec. 15 (Xinhua) -- More people voluntarily get HIV tests in the Western Cape province, an indication of people's rising awareness of the epidemic, authorities said on Thursday.Nearly 11,000 people in the province have been tested over the past 10 days as authorities stepped efforts to halve the number of HIV transmissions over the next few years, according to official figures.Authorities expect more people to be tested when the monthly campaign ends by the end of December.In December last year, 67,111 people were tested.This year's figure is expected to be higher than that of last year, said Western Cape Premier Helen Zille.The campaign, known as Know Your Status and Win, may become a regular feature in the province, said Zille.To encourage more people to take part in the campaign, the province offers awards to several winners by drawing, ranging from 10,000 rand (about 1,250 U. S. dollars) to 50,000 rand (about 6, 250 dollars)."The bottom line is that people respond to incentives," said Zille, who hailed the campaign a success.She said the reality was that those who stubbornly did not want to get tested, were those crucially in need of doing so.While the data still had to be audited, preliminary results indicated a spike in the number of people who were tested.There was also a significant increase at routine testing center that were not part of the campaign, said Zille. BEIJING, Oct. 26 (Xinhua) -- The State Council, or China's cabinet, has decided to create a food allowance for about 26 million needy students nationwide, according to a statement issued on Wednesday.Each student will receive an average of three yuan (47 cents) daily from the central budget, said a statement issued after a State Council meeting presided over by Premier Wen Jiabao.The policy will be implemented on a trial basis in 680 less-developed counties, the statement said.Authorities will have to allocate a total of 16 billion yuan annually from the central budget to meet the policy's requirements, it said.The money will be given to schools instead of directly to the students' families, allowing the schools to provide more and better food in their canteens, the statement said.Efforts will be made to build better canteens in rural primary and middle schools, the statement said.The statement added that daily allowances for needy students at primary boarding schools will also be increased from three to four yuan, while those for students at middle boarding schools will rise from four to five yuan.
