BEIJING, Sept. 27 (Xinhua) -- Russian President Dmitry Medvedev Monday signed a series of political and commercial deals on his second state visit to China, a sign of closer strategic ties between the two world powers.Medvedev held talks with his Chinese counterpart Hu Jintao Monday in Beijing. They celebrated the completion of a long-awaited China-Russia oil pipeline, the largest bilateral project between the two countries.The 999-km pipeline runs from Angarsk in Russia to Daqing in northeast China. It is part of a bilateral loan-for-oil deal that was reached in 2009. Under it, China makes a 25-billion-U.S.-dollar long-term loan to Russia while Russia supplies China with 300 million tonnes of oil through pipelines from 2011 until 2030."The smooth completion of the pipeline project is a model for the two countries' mutually beneficial win-win cooperation and a milestone for China-Russia energy cooperation," said Hu at the completion ceremony.The two countries also signed 15 deals on cooperation covering coal, gas supply, energy efficiency, renewable energy, nuclear power, power grids and banking.Medvedev arrived in northeast China's port city of Dalian Sunday to start his state visit. There, he met with veteran Chinese and Russian soldiers who participated in China's War of Resistance against Japanese Aggression (1937-1945), part of WWII, underscoring the "deep bonds" between the Russian and Chinese peoples.

BEIJING, Sept. 14 (Xinhua) -- A public supervision scheme for China's prosecutors will be rolled out nationwide next month, a senior Communist Party of China (CPC) leader said Tuesday.A pilot public supervisor scheme, which started six years ago, had proved effective in supervising judicial departments, said Zhou Yongkang, a Standing Committee member of the Political Bureau of the CPC Central Committee, at a meeting in Beijing.From next month, the measure would be formally adopted nationwide, he said.More work should be done to improve the selection and management of public supervisors and to draft regulations, he said.Government departments, non-governmental organizations, state-owned enterprises and communities could nominate members of the public as supervisors to the procuratorates.The public supervisors would give opinions to procuratorates when prosecutors decided to drop corruption charges, or when a suspect in the corruption case complained about the arrest.They could also oversee the actions of prosecutors, to prevent illegal detentions, obtaining confessions through violence and torture, and illegal collection of evidence.A report by the Supreme People's Procuratorate to the National People's Congress in March 2008 said about 86 percent of procuratorates had taken part in the trial.At the meeting, Zhou admitted that the country still faced a tough task in judicial reform.The government would work out new policies to attract more prosecutors and judges to work in local judicial departments, he said.

GUANGZHOU, Sept. 25 (Xinhua) -- Devastating mud-slides triggered by historic rainfalls were blamed for the heavy casualty toll -- 70 dead and 65 missing -- in south China's Guangdong Province when typhoon Fanapi battered the region earlier this week, a government report said Saturday.The loss caused by mud-flows and landslides in Guangdong's mountainous western region is "very serious", said a disaster assessment report conducted by provincial disaster relief authorities. HANGZHOU, Sept. 11 (Xinhua) -- Nearly 1,000 graves were damaged in a mud flow that hit east China's Zhejiang Province Saturday after torrential rains, caused by tropical storm Meranti, triggered landslides, a debris flow and delayed flights.However, no causalities have been reported as of 11 p.m. after Hangzhou, capital of Zhejiang, was hit by nine landslides and a debris flow, said Zhejiang flood control officials.After the mud flow damaged 952 graves at the Meinushan Cemetery in Binjiang District, the district government ordered work crews to relocate exposed remains to safe places and reinforce existing graves, said officials.Torrential rains have been pounding the city since 4 a.m. Officials reported that by 7 a.m. the rainfall has reached 232 mm, a rarely seen accumulation in only three hours.In Shanghai, more than 300 outgoing flights, both domestic and international, were delayed for more than 30 minutes as of 5 p.m. at Shanghai Pudong International Airport.However, no flights have yet been canceled, according to airport security staff.Also, inbound flights have not been seriously affected, with fewer than 10 flights being delayed prior to landing, they said.Additionally, flights were not affected at the other civilian airport, Shanghai Hongqiao International Airport.
