SAN DIEGO (KGTV) — San Diego's City Council head Friday called for a temporary stop on dockless scooters in San Diego until a new plan is developed.President Pro Tem Barbara Bry has called for a moratorium on electric scooters, saying, "enough is enough – scooter companies have had their opportunity." "In May, the City Council approved a permitting and regulatory program that went into effect on July 1. We believed these rules could help reestablish order on our sidewalks," Bry said in a statement. "Instead, we are left with companies willfully ignoring staging restrictions and geofencing requirements."The City Council voted unanimously, in fact, for those regulations, which include:Speed limit drop from 15 mph to 8 mph on the Boardwalk or 3 mph in other high-traffic areas;Bans users from parking scooters near school, hospitals, and Petco Park;Creation of designated scooter corrals so the vehicles do not congest sidewalks; andRequire scooter companies to pay a permit fee of a little more than ,000 every six months, as well as a 0 per device fee.San Diego law enforcement has since been tasked with enforcing the new policy.Even still, Bry says the situation has worsen for residents."Emergency rooms and urgent care centers are filling up with severe injuries. City resources are being wasted to collect and store inappropriately parked devices, and we don’t even know if the fines cover our costs," Bry said, adding a "scooter graveyard" now poses an environmental hazard.Just this last week, scooter companies were left scrambling to recover more than 2,500 dockless scooters and bicycles seized during Comic-Con weekend. SAN DIEGO (KGTV) - Students at the Art Institute of California in San Diego say they feel betrayed by the institution after learning it's likely shutting down. They were notified Wednesday that if the school isn't squired by a buyer it will shut down on Friday, March 8.“We could see the cracks in the walls when a lot of the department heads were let go and they had one person running all the programs," said Tom Aleo, who studies game art and design. Aleo had just one quarter left before graduation. He says despite problems in the last year they were hoping for the best. "The emotions here are all over the place; shocked, confused, depressed," said Aleo. In July the Art Institute in Mission Valley stopped enrolling new students. And this week court documents revealed the company which operates the school, Argosy University, is accused of misusing millions of federal dollars.Students are frustrated they only got two days of warning that the school was closing, and are now scrambling to figure out their options. SAN DIEGO (KGTV) - San Diego-based U.S. Border Patrol agents arrested a sex offender and stopped smuggling at sea over the holiday weekend, Customs and Border Patrol officials announced Thursday. Agents spotted a man in East San Diego County about six miles north of the U.S.-Mexico border at 12:30 a.m. on July 6. The 53-year-old Honduran national did not have any documents verifying his residency, officials said. Agents took the unidentified Honduran man to a station for processing. They discovered he had been convicted of sexually assaulting a child and sentenced to prison in New Hampshire in 2008, according to the CBP. The man will be processed for illegal re-entry after removal, officials said. A U.S. Coast Guard cutter made the second significant arrest of the holiday weekend, officials said. The crew intercepted a boat off Point Loma the evening of July 7. Although it appeared to have one person on board, Coast Guard crew members found an additional 12 people suspected of trying to enter the U.S. illegally, officials reported. The group taken into custody included nine men and two women from Mexico, and a Salvadoran man and woman. Border Patrol Agents also arrested 530 people who tried to cross the border illegally over the long weekend. 1270
