XIAMEN, Sept. 7 (Xinhua) -- The Second World Investment Forum (WIF), seeking to offer insights on the balance between investment and sustainable development, opened Tuesday in Xiamen, in southeast China's Fujian Province.With the theme "Investment for Sustainable Development," the forum is organized by the United Nations Conference on Trade and Development (UNCTAD) and has attracted more than 1,500 overseas investors, policymakers and international organization representatives."International investment is high on the agenda of global policy-making," United Nations Secretary-General Ban Ki-Moon said in a video message to the forum.Despite the recovery of worldwide capital flows since the downturn in 2009, Ban said, the recovery remained fragile and the consequences of climate change were "increasingly clear.""We must work together to advance responsible investment and corporate sustainability," said Ban.He urged governments and businesses to make investments that better stimulated economic activity while promoting energy efficiency and green technology.He stressed the critical role of private investment in the spread of environment friendly practices and in reaching the UN's Millennium Development Goals (MDGs).Established in 2000, the MDGs are eight development goals to be achieved by 2015. TIANJIN, Oct. 7 (Xinhua) -- China's top climate change official Thursday called for compromise from all parties to seek the biggest common ground during the UN climate talks while developed and developing countries remained divided on many issues.Parties at the talks should rebuild mutual trust and improve sense of responsibility as climate change is a global issue affecting every country, Xie Zhenhua, vice minister of the National Development and Reform Commission, told the press on the sidelines of a new round of UN climate talks held in Tianjin from Oct. 4 to 9."The best result of the global climate talks may be a solution that dissatisfies every one but is accepted by all," he said. "To reach the result, every party needs compromise and work to find the biggest common ground. If one country refuses to do anything and ask others to do many, this is definitely not acceptable."When asked about one of the most controversial issue on how to manage the fast start fund, Xie said, as a developing country, China is fully qualified to receive funds and technical supports from developed countries."But, provided that the amount of current fast start fund is much less than what developing countries need, China would not compete with those who need the money most such as the least developing countries and island countries," he said.Jonathan Pershing, who leads the U.S. negotiators at the Tianjin meeting, said on Thursday that there should be a differentiation between offering finance for developing countries as some countries clearly have enormous capabilities, even though they are listed in the developing country list, while some countries, although in the developing country list, have virtually no capabilities.Countries like China can do a great deal, and have made very clear that they intend to do a great deal, he told reporters."It (China) has made commitment that was made on a series of actions on intensity, on renewable energy and on forests that are examples of what a really powerful country with enormous commitment can deliver," he said.Xie Zhenhua said China will also provide as much assistance to these countries as it is able to, through South-South cooperation."We are not only saying it but have also begun doing it. BEIJING, Sept. 14 (Xinhua) -- A public supervision scheme for China's prosecutors will be rolled out nationwide next month, a senior Communist Party of China (CPC) leader said Tuesday.A pilot public supervisor scheme, which started six years ago, had proved effective in supervising judicial departments, said Zhou Yongkang, a Standing Committee member of the Political Bureau of the CPC Central Committee, at a meeting in Beijing.From next month, the measure would be formally adopted nationwide, he said.More work should be done to improve the selection and management of public supervisors and to draft regulations, he said.Government departments, non-governmental organizations, state-owned enterprises and communities could nominate members of the public as supervisors to the procuratorates.The public supervisors would give opinions to procuratorates when prosecutors decided to drop corruption charges, or when a suspect in the corruption case complained about the arrest.They could also oversee the actions of prosecutors, to prevent illegal detentions, obtaining confessions through violence and torture, and illegal collection of evidence.A report by the Supreme People's Procuratorate to the National People's Congress in March 2008 said about 86 percent of procuratorates had taken part in the trial.At the meeting, Zhou admitted that the country still faced a tough task in judicial reform.The government would work out new policies to attract more prosecutors and judges to work in local judicial departments, he said.

BEIJING, Sept. 7 (Xinhuanet) -- China will "vigorously" expand its imports of key products as the nation strives to cut its trade surplus amid growing protectionism against the world's largest exporter, a senior Chinese trade official said on Monday."We will especially encourage imports of products the nation is short of, especially advanced technology and key equipment," said Chong Quan, China's deputy international trade representative.Special attention will be paid to expanding imports from countries that China has a trade surplus with, he said at the China Import Forum organized by the Ministry of Commerce.Due to their domestic economic woes and political pressure, some developed countries, in particular the US, have accused China of piling up trade surpluses through policies such as an undervalued currency. This argument conveniently ignores other factors at play, such as their own export restrictions.Nonetheless, in the first six months of this year, US exports to China increased 35.7 percent year-on-year, 13 percentage points higher than its overall export growth, according to US figures.Despite the surge of its trade surplus in July, which stood at .7 billion, China will see the surplus drop dramatically for the year to about 0 billion, compared to 0 billion in 2009 and 0 billion in 2008, trade officials said. HANOI, Oct. 29 (Xinhua) -- Chinese Premier Wen Jiabao on Friday made proposals for boosting cooperation, especially in economy and trade, at a series of ongoing summits between the Association of Southeast Asian Nations (ASEAN) and its partners including China, Japan and South Korea.He attended the China-ASEAN summit, the summit of ASEAN Plus Three, namely China, Japan and South Korea, and a meeting of the leaders of the three countries.Wen also held bilateral talks with Singaporean Prime Minister Lee Hsien Loong and Indian Prime Minister Manmohan Singh on the sidelines.CHINA-ASEAN COOPERATIONWen and other leaders at the 13th summit between China and the ASEAN voiced their commitment to further strengthening their strategic partnership and comprehensive cooperation.Wen made a six-point proposal to further enhance the strategic partnership between China and Southeast Asian nations, saying the cooperation has been "most pragmatic, most extensive and most fruitful.""We should continue to pursue peaceful development through friendly cooperation" and must work together to ensure that "the China-ASEAN cooperation stay at the forefront of East Asian cooperation," Wen said.Topping the list of priorities is the further promotion of economic and trade relations between the two sides, Wen said.Wen said China will further expand imports from and facilitate trade with ASEAN members in the coming years in the hope of bringing the annual bilateral trade value to 500 billion U.S. dollars by 2015.ASEAN PLUS THREE SUMMITAt the ASEAN Plus Three summit involving ASEAN and China, Japan and South Korea, Wen proposed that they speed up work on establishing the East Asia Free Trade Agreement (FTA) and boost cooperation in finance and other areas."Stronger ASEAN Plus Three cooperation is essential to the revitalization of East Asia," Wen said at the summit.On the East Asia FTA, Wen said China, as the lead sherpa of the ASEAN Plus Three business cooperation, has put forward the roadmap for ASEAN Plus Three trade facilitation for the next five years."China will consult with other parties and propose specific measures to further advance trade and investment liberalization and facilitation within the region," he said.With China, Japan and South Korea each having their respective FTAs with the ASEAN in place, the three countries should move faster towards the establishment of a free trade agreement, Wen said.China, Japan and South Korea have decided to sign a tripartite investment agreement as soon as possible and complete the joint FTA study involving the government, industry, and academia by 2012, he said.Wen also called for efforts to deepen financial cooperation, saying that the two sides should make the Chiang Mai Initiative Multilateralization more effective and improve its operation procedures.Meanwhile, those countries should probe ways to encourage cross-border bond transaction and settlement in the region, and intensify the capacity-building for the development of the bond market, he said.The premier also called for promoting cooperation in food security, agriculture, infrastructure construction and education.On food security, Wen said China stands ready to join efforts with all other parties to build the ASEAN Plus Three Emergency Rice Reserve.
