OAKLAND, Calif. — Twitter says it will label or remove misleading claims that try to undermine public confidence in elections.This includes attempts at undermining people's faith in the process itself, such as false claims about election rigging or ballot tampering.It also includes misleading claims about the results of elections, like claiming victory before results have been certified, or inciting unlawful conduct to prevent a peaceful transfer of power or orderly succession.“The goal is to further protect against content that could suppress the vote and help stop the spread of harmful misinformation that could compromise the integrity of an election or other civic process,” wrote Twitter in a blog post.The policy goes into effect Sept. 17. It applies globally, not just to the U.S., which is holding presidential elections Nov. 3.Many people are expected to vote by mail, which is likely to delay election results.Twitter says its policy of labeling, rather than removing violating tweets from world leaders, will still apply.“We will not permit our service to be abused around civic processes, most importantly elections,” Twitter wrote. “Any attempt to do so — both foreign and domestic — will be met with strict enforcement of our rules, which are applied equally and judiciously for everyone.” 1318

(KGTV) - Parents in one North County school district are reacting to new numbers that show a sharp increase in the number of failing grades during virtual learning.Scotti Taylor has two children attending Mission Vista High: her son, a freshman, and her daughter, a junior. She says since the school year started in early September with virtual learning, both her children have struggled."Both of my kids normally have a 4.0 across the board. Now they're slipping down to low B's," said Taylor.Taylor says her daughter is struggling the most with virtual learning."I do think she's not as engaged. She's really struggling with focus. They don't have the same peer relationships or teacher relationships ... During class, she's mentioned many times that it's difficult to figure out what's going on. Sometimes she can't read the data on the screen," said Taylor.Taylor's children are not alone in their struggles. Vista Unified just released its six-week progress report for all of its high schools. During that time frame, it was all virtual learning.The number of F's that stand as the current class grade total more than 6,000. Last year at the same time, the number was more than 2,000, an increase of more than 200%. The number of students receiving F's in at least half of their classes increased from 3.9% in 2019 to 20.7% this year.In late October, Carlsbad Unified School District released an eight-week progress report and a similar finding, with F grades increasing by more than 300%.Taylor's kids are about to resume in-person learning Monday. If that option gets shut down again, she's worried about how her daughter's distance learning grades will affect her future."100% we are worried about how this is affecting college ... OCEANSIDE, Calif. (KGTV) - The United States Department of Veterans Affairs is being sued in federal court over an Oceanside doctor who is accused of sexually assaulting multiple patients. According to the lawsuit filed this week, the VA is being sued for alleged negligence. Dr. Edgar Manzanera is criminally accused of sexually assaulting five female patients but has pleaded not guilty. One of his accusers who is a veteran is a plaintiff in the new federal suit. According to the complaint, she claims that the Oceanside clinic failed to warn her that several patients had already complained about the doctor's alleged inappropriate sexual contact. According to the court documents, the "…VA did not investigate these prior complaints, or suspend Manzanera from evaluating women for VA."In an email to 10News, a VA spokesperson wrote, “VA does not typically comment on pending litigation.”Dr. Manzanera’s criminal trial starts in September. 952

  

On Wednesday, Facebook announced that it launched a million grant program to support Black-owned businesses.Back in June, the social media giant committed a 0 million investment that was aimed at helping U.S. Black-owned businesses, creators, and nonprofits.On Wednesday, the company began accepting applications for the grants.To apply for a grant, the company must be a majority Black-owned for-profit business, have less than 50 employees, been in business for over a year, and experienced challenges from COVID-19, Facebook said.The grants comprise of ,500 in cash and ,500 in optional advertising credits to use on Facebook. The deadline to apply is Aug. 31. 682
