SAN DIEGO (KGTV) — The Filipino community in San Diego numbers around 200,000, second only to Latinos.This election the effort to get out the vote among that group has stepped up.Jo Ann Fields is among those getting out the word. She's been manning a phone bank nearly every day for the past few weeks. "It's important for us to get out the vote so we can grab the attention of our decision-makers and get things done," Fields said.Fields is the Government and Public Relations Director for the Asian Pacific Islander Initiative. The group does many things to support and advance its community, including civic engagement."We are the second largest ethnic group after Latinos we are the largest segment among Asian Pacific Islanders," says Fields.According to the San Diego County Registrar of Voters, more than 46,000 special language ballots have been requested in Filipino this year.Fields says there are several factors she thinks will encourage people to vote in record numbers, including having a Filipino candidate on the ballot, such as Todd Gloria, who is running for San Diego mayor."This is the first time someone from our community would be the leader of a city with 1 million-plus residents so that's really exciting," Fields said.The effort to get out the vote has been impacted by COVID-19, but the outreach is all done virtually this year."Phone banking is one way, text banking is another, virtual town hall like we will have Friday," Fields recalls.That town hall is designed to answer questions about how and when to vote. SAN DIEGO (KGTV) - The holiday shopping season is here and you probably have a long list of presents to buy that will set you back hundreds, even thousands of dollars. But you might think twice about overspending on Black Friday or Cyber Monday when you take a closer look at the FIRE movement to help you make it in San Diego. Amon Browning and his wife Christina were recently featured on ABC News. The San Francisco couple just retired, and they’re only 40 years old. “I was making ,000 a year, and Christina was making about ,000 a year,” says Amon Browning. In just eight years, they managed to save million by investing 70 percent of their income through a method called FIRE, which is short for Financial Independence, Retire Early. Mah is the Community Liaison for a local FIRE Chapter in San Diego called Choose FI, as in Financial Independence. They gathered to learn what it takes, mostly significant financial sacrifices, to retire early. “The American Dream is getting a college degree, and this job, and this white picket fence. But all of that has this huge debt behind it,” claims a woman interviewed for the documentary.The goal of the film is to get people thinking about where they spend their money. “The consumerism culture is harmful. It really hurts people,” says another man as video of a massive Black Friday rush appears on the big screen.Ultimately, the documentary portrays how consumerism and marketing place so many Americans on the edge of bankruptcy. “We are spending money we don’t have to buy things we don’t need to impress people we don’t know,” says another man in the documentary in an ominous tone. Nearly half, 44 percent, have credit card debt, and only 38 percent have an emergency fund. Those in the Choose FI community are the opposite. “People in the FI Community have a savings rates upwards of 40 percent,” says Mah. Meaning nearly half of their income is going into savings. Everyone in the movement is different in their quest to save and retire early; there’s no one specific way to do it. “Some things that most people cut: really expensive cable, really expensive phone bills, streaming services,” adds Mah. For others, it’s more drastic, like downsizing a house or giving up an expensive car for a used one. Everything is always going to be out of your control.”“Even if I don’t reach financial independence, retire early, I think I will be better for trying than not to try at all,” says Mah. The FIRE movement takes a great deal of sacrifice. To be successful like the Brownings, you must reduce spending, pay off your debts, and maximize your savings by setting aside 40 to 60 percent of your income. Finally, you must have 25 times the amount you plan to spend annually in retirement. 3809

SAN DIEGO (KGTV) — The city could be heading back to square one in its quest to regulate short-term vacation rentals.On Monday, the San Diego City Council will decide whether to send its recently approved short-term rental regulations to a public vote, or scratch them altogether.In the summer, the council voted 6-3 to limit Airbnb-type rentals to primary residences. That essentially banned investors and owners of second homes from renting them out short-term.Airbnb launched a referendum that obtained enough signatures to send the decision back to the council, leaving the city those two options. "The people who own short-term rentals - they're San Diegans like you and me," said Jeff MacGurn, who owns a short-term rental in the Hillcrest area with his husband and signed the petition. "When it comes right down to it, what we want is a fair and reasonable compromise."But Ronan Gray, who heads Save San Diego Neighborhoods, said something has to be done to curtail short-term rentals in residential areas. He pointed to a City Attorney memo that says short-term rentals aren't allowed by municipal code and said the city should just enforce that code. "They're advertising houses in Pacific Beach as the ideal location for bachelor and bachelorette parties, so they're marketing it as a hotel," he said. The council meets at 12 p.m. Monday at City Hall.  1405

SAN DIEGO (KGTV) — The City of Poway Friday honored the memory of Lori Lynn Gilbert-Kaye, who was killed last April in a shooting at a local synagogue, by renaming a street after her.Many gathered Friday for the unveiling of Lori Lynn Lane (formerly Eva Drive). It's located in the Green Valley Neighborhood, off Stone Canyon Drive. Lori Kaye lived at that intersection. “To be able to dedicate this street to her memory means a lot to us in Poway,” says Poway Mayor Steve Vaus.RELATED: Family discovers synagogue shooting victim's random act of kindnessNeighbors and friends came together and petitioned for the change. Vaus says it's rare for the city to rename a street after someone. The last one dates back to the 1980s. But Vaus says the city had no hesitation with this renaming. The Poway City Council unanimously approved the honor in November. Gilbert-Kaye lost her life in that tragic synagogue shooting back in April. Many say she was a light in this community. SAN DIEGO (KGTV) -- The Carlsbad Police Department released body camera footage Saturday night in response to public concerns over officer misconduct during an incident involving a 27-year-old black man.The June 11 incident gained attention after cell phone video surfaced showing officers using a Taser on the man and pressing his head into the pavement in an attempt to subdue him."A video is circulating showing a police use of force incident from Thursday night. Open lines of communication between the Police Department and the community are more important now than ever," Carlsbad police said in a statement."As with all uses of force, we fully investigate incidents to ensure the officers’ conduct is consistent with the Police Department’s policies," police said.The cell phone video doesn't show the start of the incident. The witness video begins with the man on the ground surrounded by paramedics and two officers lying on top of him.The newly released six-minute body cam video starts from the moment two officers respond to the scene. According to the department's timeline of the incident, officers and paramedics responded to a call at 8:48 p.m. about a man found face down on a sidewalk at Ponto Road and Carlsbad Boulevard."Two officers arrived and found the firefighters evaluating the man, who was now standing," police said.Bodycam footage shows the man talking with paramedics, and the group appears to disperse. With the officers approaching, the paramedics step away from the man. The man tells the paramedics, "I'm not complaining about anything else."The man appears to hear something from the group of paramedics and screams out, "are you mocking me?"A paramedic tells the man, "No, I'm not mocking you at all."One officer says, "Hey, they're just here to help you, man."The man stands face to face with the paramedic telling him, "the way he said it is different from how you said it. Because I understand how the f--- you say it. But what do you mean when you say it?"According to the police timeline, "The man walked quickly toward the medics while continuing to yell profanities. Officers, fearing for the safety of the medics, interceded."The report says, "Officers reached out to the man and told him to stop."A struggle ensues and the body cameras are knocked to the ground leaving only an audio recording of the incident for about two minutes. The officers pick up the cameras and resume video recording the scene about two minutes later.The department juxtaposed three camera angles of the confrontation with the man -- two from officer body cameras, and one that was recorded by an unidentified "resident." The witness video fills in a section of lost body cam footage.Carlsbad police said the investigation is still ongoing and are asking the public who may have witnessed the incident to contact the department at their non-emergency line at 760-931-2197.The man in the video, Marcel Cox-Harshaw, 27, of San Diego, was cited and released for resisting arrest. Police also charged him with being drunk in public. He was not injured, but he continued to shout angrily. Officers asked him to calm down, but he refused to comply and continued shouting.At 9:03 p.m. Officers considered the man detained.A mesh bag called a spit mask was placed on the man’s head to protect the officers and paramedics from coming into contact with droplets coming from the man’s nose and mouth This bag is porous and does not restrict breathing.At this time, paramedics were able to place the man on a gurney, where he continued to yell and struggle.At 9:07 p.m. Paramedics transported the man to a local hospital where he was sedated, assessed and released.The man, 27-year-old Marcel Cox-Harshaw of San Diego, was cited and released for resisting arrest. An additional charge of drunk in public has been presented to the District Attorney's Office. The initial investigation indicates that drugs and or alcohol played a role in the incident.The investigation is still ongoing. We are asking any community members who may have witnessed the incident to call the non-emergency police number at 760-931-2197 to share their accounts.Here are some of the department’s policy that pertain to the incidentOfficers shall use only that amount of force that reasonably appears necessary given the facts and totality of the circumstances known to or perceived by the officer at the time of the event to accomplish a legitimate law enforcement purpose.When determining whether to apply force and evaluating whether an officer has used reasonable force, a number of factors should be taken into consideration, as time and circumstances permit. These factors include but are not limited to:o The apparent immediacy and severity of the threat to officers or others – Mr. Harshaw charged unarmed fire personnel while yelling profanities.o The individual’s apparent ability to understand and comply with officer commands – Mr. Harshaw would not comply with officer commands.o The conduct of the individual being confronted, as reasonably perceived by the officer. Mr. Harshaw was yelling and behaving aggressively toward fire personnel.o Proximity of weapons or dangerous improvised devices. – Officers had no way of knowing what was in Mr. Harshaw’s backpack or baggy pants.o The effects of drugs or alcohol. Mr. Harshaw appeared to be under the influence of drugs and or alcohol.o Whether the person appears to be resisting, attempting to evade arrest by flight, or is attacking the officer. Mr. Harshaw was at no time compliant.The TASER device may be used in any of the following circumstances, when the circumstances perceived by the officer at the time indicate that such application is reasonably necessary to control a person:o The subject is violent or is physically resisting. Mr. Harshaw was physically resistant and behaved aggressively toward fire personnel.o The subject has demonstrated, by words or action, an intention to be violent or to physically resist, and reasonably appears to present the potential to harm officers, him/herself or others. – Mr. Harshaw charged fire personnel, while yelling profanities and he was not compliant with officer commands.Supervisory notification shall be made as soon as practicable following the application of force. A supervisor was immediately called to the scene and an investigation was opened. The investigation includedo Obtaining the basic facts.o Collect evidence at the sceneo Ensure that all needing medical treatment are treated. Mr. Harshaw was transported to the hospital and released. An officer also received minor injuries.o The scene was canvased for additional witnesses.o Complete a Supervisor’s Compliant Summary Report and forward it to the Professional Standards Unit.o Prepare Supervisor’s Use of Force Report 8374
