SAN DIEGO (KGTV) San Diego real estate icon Doug Manchester lost his nomination to be the ambassador to the Bahamas after a series of emails that may have implied pay for play proposition, according to a new report.The report, from CBS News, uncovered an email exchange between Manchester and Republican National Committee Chair Ronna McDaniel. The exchange came just days after Manchester returned from a humanitarian trip to the Bahamas to provide post Hurricane Dorian aid. President Trump nominated Manchester to the ambassadorship in 2017. RELATED: White House withdraws Doug Manchester ambassador nominationUpon Manchester's return from the Bahamas in September 2019, Trump tweeted a thank you to Manchester and called him "hopefully the next ambassador to the Bahamas."Three days later, CBS News reports that McDaniel emailed Manchester asking for a 0,000 contribution. Manchester replied that he could not make a contribution now because of his nomination, but noted his wife had just made a large contribution."As you know I am not supposed to do any, but my wife is sending a contribution for 0,000," said the email, obtained by CBS News. "Assuming I get voted out of the [Foreign Relations Committee] on Wednesday to the floor we need you to have the majority leader bring it to a majority vote … Once confirmed, I our [sic] family will respond!" His staff contacted the White House with concerns, leading to the nomination being withdrawn, according to CBS News. Stephanie Brown, a spokeswoman for Manchester, said there was absolutely no pay-to-play. She said Manchester sought legal opinions, which concluded he did nothing wrong. Brown said Manchester withdrew the nomination after an arson attack on his family in April. It is common for political donors to receive ambassadorships. In fact, Manchester contributed million to Trump's inaugural committee.Political analyst John Dadian noted, however, that the contributions cannot be made with anything in return expected. "The first part of his quote should have stopped there: 'I cannot contribute because I'm here,'" Dadian said. "The minute he says after the fact, then there's a problem."Manchester told CBS News that his email was not a pay for play offer. He told the network getting confirmed is a politcal process with numerous steps, and that his wife made the 0,000 contribution because she loves President Trump.The R.N.C also told CBS News it was not seeking money to speed up Manchester's nomination, and took aim at Manchester for tying the two together.A spokeswoman for the Federal Election Commission said the agency cannot comment on pending or potential enforcement matters. 2838

San Diego (KGTV)- Family members of a man shot and killed by police in El Cerrito are demanding answers. Witnesses told police they saw the man swinging a shovel at officers before shots were fired. The family says the man had a mental illness. The aunt who called police Saturday night tells 10News she called 911 so officers could help get her nephew to a mental health facility. “We all call police for help,” says Grace Carolino. She says she’s still in disbelief that her cousin was shot and killed over the weekend. “It’s really bothering our family what happened because he’s not a threat.”Police said when they arrived at the home on Adelaide Avenue the man resisted arrest. Officers used a taser on the man. Witnesses say the man was swinging a shovel at police. Then another officer fired shots. “I can not imagine how the police officer used deadly force,” says brother Anthony Carolino. According to the District Attorney’s office, between 1993 and 2017, 79 percent of officer-involved shootings had some evidence of drug use or mental health concerns. Just last week, Governor Newsom signed a new law requiring officers to use every non-lethal option. But the Carolino family says that wasn’t the case over the weekend. “We have the taser; we have the pepper spray, we have the canine unit, we have a police negotiation team. Those things are not here.”The family says they are hoping this doesn’t happen to another family. 10News reached out to the San Diego Police Department to ask if they were aware of the man’s mental illness, the time frame of when the taser and gun were fired and how long officers were there before the shooting. Gentlemen, Marines have officially taken Davy Jones Locker.”The post exploded online and as of Sept. 11, had been shared more than 13,000 times. Family of the nine people killed even commented, thanking the divers for their tribute.“From the brotherhood of the Marines to the families extended by the Marine Corps, it’s all the same. SAN DIEGO (KGTV) - Patients were reunited with the men and women who care for them on Saturday at The Heart Institute at Rady Children's Hospital-San Diego. The event marked the 34th annual Heart Party. Hundreds of young heart patients and their families showed up for games, gifts and fun. Upstairs, doctors and nurses were caring for a couple newborns who had received heart transplants. For one baby to receive a heart, another has to give it. At just four months old, Zoey has taken part in the Lifesharing program.  553

  

SAN FRANCISCO (AP and KGTV) — California's state auditor says the California State University system kept .5 billion in discretionary reserves while raising tuition at its 23 campuses and lobbying the Legislature for more funds.Auditor Elaine Howle says in a report released Thursday that CSU put the money, which came primarily from student tuition, in outside accounts rather than in the state treasury.It says CSU accumulated the surplus from 2008 to 2018. That is during the same time it nearly doubled student tuition. CSU did not fully inform legislators and students about its surplus.CSU Chancellor Timothy White said in a statement the report is misleading.
