SAN DIEGO (KGTV) -- The San Diego Blood Bank is still dealing with a convalescent plasma shortage. The plasma can be used at local hospitals to help fight COVID-19, but donations from gay men could be turned away if they don’t meet certain requirements.The donation restrictions received national attention after talk show host Andy Cohen says he was turned away from donating the plasma for being gay.The local blood bank explained the restrictions to ABC 10News. The blood bank’s chief medical officer, Dr. Mark Edmunds, says the restrictions are in place by the FDA. He says the FDA actually eased some of the restrictions in April of this year, which was an update from a 2015 change. The FDA says the guidelines exist to protect the safety of the blood and plasma supply.In April, the FDA provided the updated guidelines to allow for a larger donor pool in response to the COVID- 19 pandemic. Before the guideline modifications, a gay man could only donate blood if he abstained from sex for a year. Now, the abstinence time frame is three months.Similar changes were made for people who recently received tattoos or piercings or for travel and residences deferrals related to malaria.Dr. Edmunds says there are studies happening right now to see if and how the donor pool can be expanded even further.The blood bank adopted the FDA’s new regulations on July 31st. SAN DIEGO (KGTV) - Three businesses were destroyed last weekend by an act of hate in Mission Hills.It happened at the 'Capello' and 'Beautiful You' salons Saturday morning. Leather chairs were slashed and destroyed. Appliances and flooring were completely flooded after the culprit left the sinks running all night. "They slashed all of the chairs, styling chairs, shampoo chairs, there was detergent everywhere, shampoo everywhere," said 'Beautiful You' manager, Shanell Cedeno.Even an architecture studio one floor down took a hit from the water that went seeping through the salon's ceiling, damaging blueprints and computers. Management thinks the culprit is a former employee of the salon. "Clearly it has to be someone who has a key," said Cedeno. "It's targeted and it was a hateful act someone who clearly dislikes what we're doing here."The damage is estimated at tens of thousands of dollars. "Karma will definitely take its place first before they find them, I'm sure," said Cedeno. "If it's not happening already, it's coming for them."An investigation is underway. SAN DIEGO (KGTV) – The San Diego Humane Society is asking for the public’s help in finding the person responsible for seriously injuring a little dog.On Aug. 5, at around 5:30 p.m., a passerby found a severely injured Chihuahua in an alley near 339 S. 39th Street in San Diego’s Mountain View area.Humane Society officials said the one-year-old dog is in critical but stable condition “with a guarded prognosis” and is being cared for at the Humane Society’s Pilar & Chuck Bahde Center for Shelter Medicine.Details on the dog's injuries were not released.San Diego Humane Society Humane Law Enforcement Chief Bill Ganley said, “We are hoping someone might recognize this dog and can help us find the person who did this. This is a helpless animal who did not stand a chance against the person who decided to hurt him. SAN DIEGO (KGTV) - The San Diego Metropolitan Transit System is joining the effort to make more affordable housing. The MTS Board of Directors recently greenlit a new 410-unit housing development at the Grantville trolley station. 156 of the units will be affordable and 254 will be market rate ‘student-oriented’ apartments. MTS is partnering with developers Affirmed Housing and Greystar on the project. It is estimated the total population housed on the planned trolley station property will be 1,049 people. The development would be built on top of the current parking lot. The developers will be making their own parking spaces on the site and MTS will be adding 96 replacement parking spots, according to transit officials. In a statement on the prospective parking concerns MTS wrote, “we average about 80 to 120 commuters per weekday that use the park and ride, so we are in the wheelhouse of demand.” MTS says it is currently looking into developing four more of its stations into similar housing in downtown, El Cajon and Chula Vista. SAN DIEGO (KGTV) - The U.S. Navy’s surgeon General is back home in San Diego talking about military healthcare reform.10News caught up with Vice Admiral Forrest Faison at after he spoke at the San Diego Military Advisory Council Breakfast in Point Loma.“We are changing how we do healthcare in the Navy to be one of the providers of choice,” he said. “Despite all the changes going on in military medicine right now, what will not change ever is our commitment to those we are privileged to serve.”Faison said there’s no greater responsibility than providing medical forces that are ready, prepared and present to save the lives of the nation’s armed forces.He said Naval Medical Center San Diego plays a big role when it comes to providing that training.Congress recently directed the Defense Health Agency (DHA) to take over the Military Health System (MHS). Meaning, all military medical centers across the national will soon be managed by DHA.Faison says this will be a smooth and transparent transition, and military families won’t be getting a big surprise.The Naval Hospital in Jacksonville transitioned from MHS to DHA last October, hospitals on the east coast are going through it now, and the west coast, including San Diego, is next.Faison said when it comes to military families having to switch healthcare providers so often, or wait a long time for appointments and referrals, the DHA is actively working to minimize changes and alleviate wait times.“The defense health agency is responsible for managing the Tricare network to ensure there are sufficient providers to be able to meet the needs and monitor access and wait times, so we rely very heavily on them to do that,” said Faison. “I know they’re working very closely with the Tricare contractors to be able to do that in all the different locations where we have service members and their families and we ask them to be stationed to do our nation’s business.”The transition in San Diego is expected to happen no later than October 2020. 2016
