IMPERIAL BEACH, Calif. (KGTV) — Key improvements are on the way to the iconic Imperial Beach pier.The Port of San Diego is reallocating .8 million to make the changes to the city's biggest attraction. The shift comes after the city dropped a plan to build public bathrooms about a half-mile down the beach.Nearby residents had raised safety concerns. The pier, built in 1989, replaced its predecessors that had been unable to withstand large waves brought by storms. By next year, the pier should get more benches, beach-themed art, improved railings with beach-themed messages, more infrastructure for fishers, and a marker at the spot that is the most southwesterly point in the continental U.S. In 2022, the pier could get shade structures and a cantilevered extension lounge."People love to come and walk on the pier," Dedina said. "It's the town plaza for Imperial Beach."A spokeswoman for the port said the minor improvements don't need any further approval, but the shade structures and extension lounges will need to go through environmental review. 1378

If you watch the Republican National Convention this week, you will hear claims from Republicans that Joe Biden, if elected, would hurt suburban living. So what are Republicans talking about? THE POLICYRepublicans are talking about the Affirmatively Furthering Fair Housing Rule, which President Barack Obama and Biden updated in 2015. Biden has signaled he'd support even further updating of the rule. The rule basically says that if a town takes federal money, they should examine whether they engage in housing discrimination. Nothing is mandated, but it generally encourages an examination of whether zoning laws encourage developers to build large, family homes as opposed to more affordable options like an apartment or a condo. Trump disagrees with that policy and is against the rule. BATTLE FOR THE SUBURBSThe issue is being brought up by Republicans because for them, the election will be decided by the suburbs. Cities will generally vote for Biden, rural America will vote for Trump. How large suburbs vote will determine who is in the White House. Kim Stewart is an undecided voter living in a suburban community an hour outside of Washington D.C. "I love having the space, having a yard," Stewart said, talking about why she and her husband moved to the suburbs. When asked what she thought of more apartments being built in suburbs like hers, Stewart, admitted she didn't like it. "It would make me feel a little uncomfortable. We enjoy the quiet," Stewart said. THE OTHER SIDEThe Biden campaign says what Trump is saying about Joe Biden and the suburbs is a smear campaign, contending the rule is not "abolishing the suburbs" as Trump has said. There is also another side. Shantai High is a resident in a D.C. low income housing community. She's lived in her apartment for nearly 19 years. She says everyone in a low income housing would like more affordable options, in cities and in suburbs. "It’s tough everywhere. The WHO says 19% of its budget goes toward crisis and outbreak response.But this has been an area of scrutiny for the WHO. In a fleeting moment, life can change dramatically. Two summers ago, Fred Quin was celebrating the 4th of July at his family’s lake cottage near Grand Rapids, Michigan. They loaded up the boat and headed to the sand bar.“I decided to go off the front of the boat, and that’s when it gets fuzzy,” Quin siad.Quin's girlfriend, Meghan Anderson, noticed Fred was acting strangely. She walked over to him and grabbed his shoulder.  He didn’t move.The group grabbed a raft, put it under Fred, called 911 and floated him to shore.  They were met by an ambulance.Within four hours, Fred was in surgery.  He'd shattered his C-6 vertebrae, causing his body to become motionless. "The surgery was to remove those pieces, put a donor bone in, put a plate in the front side, and on the back side put two rods going down my spine. And they fused my C-5 to C-7 vertebras," Quin said.The trauma doctor told Fred he would never walk again, and he would be in a wheelchair for the rest of his life.“It was devastating,” Anderson said.Quin wasn't giving up on his hope to walk someday, so he spent every day in therapy. With Anderson always by his side and after months of rehab, there was a sign of progress. Eventually, he began to regain feeling in his leg.“My first moment was my big toe on my left foot,” Quin said.Quin moved back home and started intense workouts at Detroit Medical Center's Rehabilitation Institute of Michigan (RIM).“Fred’s determination is what makes you make it enjoyable to come to work,” RIM Physical Therapist Kyle Weishaupt said.They have been putting Fred in a wearable motorized machine that helps increase strength and endurance during workouts.“With the robot, the Exoskeleton, and me, we can get him up, and we can do over 1,000 steps in one session,” Weishaupt said.As the steps progressed, so did Quin and Anderson’s relationship. On their eight-year dating anniversary, they returned to the water for a pontoon ride, and Quin proposed.“The next goal is to walk down the aisle with Meghan with just with one crutch,” he said.On May 12, Meghan became Fred’s bride, and he accomplished his biggest goal.He walked down the aisle on his wedding day — fulfilling his dream and sharing his special day with family and friends. “Whether it’s exactly how we wanted it to happen or not, that’s not what matters. It's that we’re doing it together, and we’re happy," Meghan Quin said. After the honeymoon, the Quins plan on getting back to their life and setting new goals for their future. His next big challenge is to master walking in the grocery store.  2673
