SAN DIEGO (KGTV) -- People in the South Bay are still angry about a point-and-reward system for drug arrests that police say was never officially implemented.Team 10 broke the story last week, when an officer shared an email detailing the program."It's completely everything that we are against as law enforcement officers," said the whistleblower, who asked to hide his identity for fear of retaliation.READ: San Diego Police Chief launches internal investigation into "rewards for arrests" emailThe program offered points for different kinds of drug-related arrests in San Diego's South Bay. Whichever officers got the most points would be rewarded with better assignments.Activists in the South Bay say a program like that would unfairly target low-income communities, which already have large drug problems.They also say it shows there are still culture problems within the San Diego Police Department, incentivizing officers to discriminate."We don't want them here," says protest organizer Tasha Williamson. "We don't want them patrolling, we don't want them supervising, we don't want them to have any authority over people. We're all human beings and we want to be treated as such."But new Police Chief David Nisleit says the program never went into effect. He told reporters Friday that the email went out by mistake and was retracted within days."I can tell you right now this program was never authorized. Nor was it ever implemented," he said. SAN DIEGO (KGTV) -- Police are searching for a woman suspected of shooting a woman in the Southcrest area Monday morning.San Diego police said officers were called to the 900 block of South 39th Street just after 7 a.m. in response to a person injured in a shooting.Officers arrived to find a woman with a gunshot wound to her chest. She was taken to UC San Diego Medical Center, but her condition is unknown as of 10 a.m.Witnesses told police the suspected shooter, a woman, fled the scene in a silver sedan.Moments after the shooting, the California Highway Patrol received a report of a crash on Interstate 805 near state Route 54 involving the vehicle believed to be driven by the suspected shooter.CHP officials believes the suspected shooter may have been injured in the crash but left the scene.Police are checking to see if the woman sought treatment at any area hospitals. 889

Alysa Dale says the multi-million dollar mansion was the scene of a violent party packed with teenagers over the weekend. Amid the chaos, Dale says her 18-year-old daughter was brutally attacked. “Physically she’s fine, but mentally she’s broken. I have a broken child right now,” Dale said. It was a scene.” She says the party was promoted on Snapchat. Hundreds of people paid each to get in. Dale says her daughter was jumped and knocked unconscious by five girls who were stealing party-goers cell phones. Dale says at least two people brandished handguns. SAN DIEGO (KGTV) - Neighbors in Hillcrest say an abandoned church has become a campground for the homeless. The church sold the land to developer LMC North Park Holdings in 2018. They were still leasing it out until about a month ago. That's when residents say the homeless started moving in. "It's more or less the drug crowd, sex trafficking, stuff like that that winds up utilizing these areas," he said. The spot on Park Boulevard and Meade Avenue is boarded up, covered in graffiti, and littered with needles. On Tuesday, firefighters say transients smoking drugs started a fire at another vacant building a few blocks down. Passante says it's just a matter of time before that happens at the church. "It's the same people you see over and over and over again and most of them have some kind of mental illness," said Passante. "The quicker places like this can be demolished the less we'll have that problem.LMC North Park Holdings says they are aware of the problem and have hired 24/7 security. Our crews didn't see any security guards while out there for several hours gathering the story. SAN DIEGO (KGTV) - People looking to buy a new or used car may have to hurry if they want to take advantage of the Coronavirus Pandemic's best deals and discounts.Recent studies from the California New Car Dealers Association show that sales of new cars in San Diego were down by 18.6% in the first quarter of 2020 compared to the same time of 2019. That's better than the state average of 21% but still worrisome for the industry.President Paul Dyke says his dealership saw sales drop in the 10-15% range at El Cajon Ford. But he says the company did a great job of offering deals to bring people into the lots, such as low-interest financing, long term payment plans, and lower prices."Zero percent is always something that gets people moving," says Dyke. "Now for the first time in Ford's history, doing it at 84 months on quite a few of the models really kept things going."The CNDCA says the Pandemic forced the industry to readjust its outlook for the year. They now predict new car sales to reach about 1.5 million in 2020, down from 2.1 million in 2019. If sales stay slow, it could be the worst year for new car sales since the Great Recession.Meanwhile, used cars are flooding the market as rental companies upgrade their fleet.Hertz recently filed for bankruptcy. The company iSeeCars.com did a study on their prices and found that Hertz was offering sales discounts in May that were 43% greater than the discounts they offered in April."There are still plenty of deals to be had," says Amada Lasik from iSeeCars.com. "That's especially true for cars that have been lingering on lots for a while, so we invite consumers to do as much research as they can."Manheim, a company that does used car auctions across the country, says used cars have been staying on lots for longer than usual. According to their data, almost 64% of used cars sold within 30 days back in February. By March, that number had dropped to 53%. The longer a car stays on the lot, the more likely a dealer will offer it at a lower price.Manheim also found that used car sales were down 34% in April compared to 2019, while wholesale used car prices dropped more than 11%.All that being said, experts believe these numbers will bounce back over the summer as restrictions ease.Dyke says his most significant concern for the industry is inventory. Since factories were closed for several months during the Pandemic, dealerships won't have as many cars to sell in July and August.Dyke says the companies will raise prices and eliminate the deals as demand increases while supply dwindles. 2574
