WASHINGTON, Dec. 2 (Xinhua) -- China's rapid economic growth is good for the U.S. workers, and the U.S. government is committed to improving bilateral economic relations with China, said U.S. Commerce Secretary Gary Locke on Thursday."China has lifted almost 200 million people out of poverty (in the past two decades). And in the years ahead, hundreds of millions more Chinese will ascend into the middle class," Locke said at a U.S.-China commercial relations forum, which was held in Washington ahead of the U.S.-China Joint Commission on Commerce and Trade (JCCT) session scheduled for Dec. 14-15."The United States welcomes this growth because this is good for the people of China ... it's good for the global economy, and good for U.S. business and ultimately, U.S. workers," said Locke.He noted that as recently as 40 years ago, the commercial relationship between the United States and China barely existed. But in the recent decades, "we have seen our countries grow progressively closer."In 2009, the bilateral trade volume reached some 365 billion dollars. China was the largest supplier of U.S. goods imports in 2009 and was the third-largest market for U.S. exports, only after Canada and Mexico.Locke mentioned that as U.S. Commerce Secretary, he has visited China for four times."Each time I visit China, I'm absolutely amazed by the transformation and the progress within China," he said.Locke noted that although there are disagreements between the two sides, there are more opportunities for cooperation."In many areas, especially in emerging industries, like clean energy and biotechnology, the interests of China and the United States are tied together. And the reform as good for the U.S. will be good for China as well," he added.Locke also revealed that during the upcoming 21st session of the JCCT in Washington D.C., the two countries will seek to further "nurture and improve the most highly-scrutinized bilateral economic relationship on Earth.""This is our most important bilateral dialogue or mechanism for resolving trade and investment issues between our two countries," he stressed.The session will be co-chaired by Locke and U.S. Trade Representative Ron Kirk with Chinese Vice Premier Wang Qishan. U.S. Secretary of Agriculture Tom Vilsack will also join the dialogue.

SHANGHAI, Jan. 16 (Xinhua) -- The Shanghai municipal government bore unshirkable responsibility for a high-rise fire that took 58 lives two months ago, Mayor Han Zheng said Sunday at the city's parliamentary session.Though the final investigation report on the fire has not been released, the accident exposed chaos and a lack of safety supervision in the construction market, for which the government was responsible, Han said in a report to the annual session of the Shanghai Municipal People's Congress, the local legislature.Han said his government would draw lessons from the incident and strengthen management and supervision to ensure work safety.The fire on Nov. 15, 2010 engulfed a 28-story residential building in Shanghai after welding sparks set nylon netting and scaffolding on fire.Officials blamed the fire, that killed 58 people, on unlicensed welders, illegal sub-contracting and poor management.On Jan. 11, the Shanghai municipal government issued new regulations to tighten supervision of the city's construction industry.The 22-article regulations covered eight aspects, such as construction processes, risk control, contractor management and government supervision.

As of 8.p.m., most of the stranded passengers had been relocated to the nearby Xinhuang County.According to Guizhou's transportation department, the highway is unlikely to open until Monday and the transportation conditions in the next few days will not be optimistic as more cold fronts are forecast to hit the province from Wednesday to Saturday.Snow and freezing rain have also hit Hunan Province. SEOUL, Nov. 11 (Xinhua) -- China is willing to deepen economic and trade cooperation and strengthen bilateral ties with the United States in a "constructive manner", a senior official from China's Ministry of Commerce said here Thursday.At a press conference held Thursday evening, Yu Jianhua, director general of the International Trade and Economic Affairs Department of Ministry of Commerce, said China does not want to get into confrontation with the United States in trade and exchange rate issues, though its second round of quantitative easing will have great impact on China and other emerging economies."On the contrary, we are willing to deepen economic and trade cooperation with the United States in a constructive manner," said Yu, who is also a member of the Chinese delegation to the G20 Seoul Summit which opened Thursday evening.He said Chinese Premier Wen Jiabao also proposed to deepen the bilateral economic and trade cooperation during a meeting with U.S. President Barak Obama in New York last September."Therefore, much common ground can be found in the China-U.S. cooperation.
