Medical Center in Hillcrest, his broken leg in a cast from above the knee to his toes.  "The pain I have is in my right leg.  Once I move it, it's a crazy pain, really bad. My right rib, one is broken and when I raise my voice, it hurts really bad."It was Sunday night about midnight in Ocean Beach. He had pulled over to assist a stranded couple on the shoulder of Sunset Cliffs Blvd.  The Ocean Beach man was trying to help start their white Lexus when another car slammed into them. The impact peeled back the door of the Lexus and propelled Julio into the air, over his own car, and into the ditch.Paramedics were soon on-scene; as his wife and two young children watched.Vazquez was doing a good deed; and paying a price for it.  "Stuff happens. Doesn't make me feel bad. It's just something I do when I see somebody needs help."Now he needs help; could be off work for several months and people are responding.  A GoFundMe page was set up to help offset costs; asking ,000.    "It feels great! Never thought so many people were gonna be helping me: people texting, social media, something surprising."As for the driver who took off, he said,   "If I was in his position, I'd go to the police."Despite the pain and his uncertain future.  "I don't have anger at nobody. SAN DIEGO (KGTV) -- The San Diego County Treasurer-Tax Collector’s downtown San Diego office reopened Monday for in-person services.The office at 1600 Pacific Hwy., Room 162, was closed in mid-March due to the COVID-19 pandemic. Public health and safety measures are now in place at the office, allowing for business to resume.“The health of our employees and customers is our top priority, so we have made some changes to how we do business face-to-face. We are pleased to reopen our downtown branch and will be reviewing further possible branch openings under a phased and cautious approach to ensure everyone’s safety,” said County Treasurer-Tax Collector Dan McAllister.Some of the measures implemented at the office include:Protective barriers on countersCashiers placed at least six feet away from each otherFloor markers for customers to maintain social distancingPublic counters being cleaned throughout the dayDespite the reopening, McAllister said customers can still complete business via the SDTTC.com website or without even visiting the office at all. SAN DIEGO (KGTV) - The San Diego County Sheriff’s Department is investigating a threat phoned in Thursday to a Spring Valley elementary school. A male, possibly underage, called Bancroft Elementary on Tyler Street about 2:45 p.m. to say there would be a shooting at the school, deputies said. The caller also said the school should go on lockdown. School officials initiated the lockdown and alerted the Sheriff’s Department, which sent deputies to the scene. California Highway Patrol officers also responded to the school. No other threats were made, and no other information substantiated the caller’s threat. Bancroft Elementary released students without incident under the watch of law enforcement officers, Sheriff’s Sergeant Michael Hettinger reported. 767

SAN DIEGO (KGTV) - The San Diego City Council will look into creating "Bus-Only" lanes along a 2.7 mile stretch of El Cajon Boulevard.The lanes would go from Park Avenue to Fairmount Street, an area commonly known as "The Boulevard." MTS Route 1 and the 215 Rapid Route are the most frequent buses along that stretch. Route 1 runs along El Cajon Boulevard from La Mesa to Fashion Valley. The Rapid 215, which launched in 2014, goes from Downtown to San Diego State University, offering fewer stops than traditional bus lines."When it was originally designed, it did have these exclusive lanes," says MTS Spokesperson Rob Schupp. "That's really what makes Bus Rapid Transit work, is when you can zip by all the cars."Combined, the 215 and 1 carry more than 10,000 passengers per day along El Cajon Boulevard. That makes it the second busiest stretch of road in the MTS system.Schupp says dedicated bus lanes would take up to 5 minutes off the trip, which could lead to more passengers."We're hoping this pilot will show us that a dedicated lane along a long stretch of road can build ridership and get people out of cars," he says. "The buses come faster, you get another 5 minutes from the dedicated lanes, and now your trip is competitive with a car."A recent study by the city's Transportation Engineering Operations office details three options for a bus-only lane. One option would separate the right lanes of traffic from the other lanes with a solid white line and markings that say "Bus Only." Another option would paint the entire right lane red and designate it for buses. A third option would make "pass by zones" in the most congested parts of the street, painting them red and allowing buses to bypass cars at intersections.Business leaders along "The Boulevard" say adding bus-only lanes would make the area safer, providing a buffer between the sidewalk and traffic. They also feel the change would lead to more people spending more time in the area."There's definitely a sentiment of wanting to make El Cajon Blvd a safer business district," says Beryl Foreman from the Boulevard Business Improvement Association.Foreman also says it will help with parking problems in North Park and City Heights, as better bus service will lead to fewer people driving in the area.City Council President Georgette Gomez and Council Member Chris Ward both sent a letter supporting the idea. The full Council will have to approve the project if they decide on the entire red lane option. That's unlikely since the Federal Highway Administration prohibits red Lanes without a special experimental exemption. The other two options do not need City Council approval. 2671
