CHULA VISTA, Calif. (KGTV) – Chula Vista’s first commercial cannabis business is now ready to serve customers.According to a news release from the city, Grasshopper Delivery is the first of 12 cannabis businesses approved to operate in Chula Vista.Mayor Mary Casillas Salas said, “We welcome Grasshopper Delivery to the City of Chula Vista. Since voters approved commercial cannabis operations in 2018, we have been working to establish a quality program that attracts businesses like Grasshopper that are committed to running top-notch operations in our community.”Measure Q, an initiative approved by voters in 2018, allows for “commercial cannabis retail, delivery, testing, cultivation and manufacturing” in Chula Vista.Under Measure Q, the city said: “A total of 12 cannabis retail operations are allowed in the City of Chula Vista. Each council district may have a maximum of three retail locations to include two storefront locations or a combination of storefront and delivery operations, not to exceed three per council district.Grasshopper Delivery is Chula Vista owned and operated. Dedicated to sustainable green business practices, Grasshopper uses lows-emission vehicles for delivery and offers biodegradable packaged cannabis products at affordable prices.”Due to COVID-19 pandemic restrictions, Grasshopper Delivery is operating by contactless delivery only.Grasshopper Delivery founding president Andres Camberos said, “We recognize the need for access to licensed legal cannabis in the City of Chula Vista and look forward to serving South County communities. (KGTV) -- As a plume of smoke from a 350-acre blaze spiraled over the South Bay on Thursday night, Chula Vista’s City Council leaders met to review a report that signals a potentially dark cloud in its future.Members of the city’s Growth Management Oversight Commission presented its 2018 compliance scorecard that assesses how well Chula Vista is prepared to face the anticipated rapid growth trend across the county's second-largest city.According to the GMOC’s report for 2018, four service topics are considered “not in compliance” with the city’s threshold and at risk of continuing to be non-compliant in the future: Libraries, Police [Priority 1], Police [Priority 2], and Traffic.GMOC chair Duaine Hooker emphasized that police staffing levels is a major concern.The report shows there is not enough police staffing to adequately respond to both emergency calls and urgent calls, as well as the volume of calls, thus leading to slower response times.“It’s been twenty-two years in a row,” Hooker said about the police department’s failure to meet the threshold. Hooker also warned that he isn’t very optimistic about its 5- to 12-year plan.“They [police staff] did not think they could [accommodate] the growth of the city, it’s not there yet," Hooker said. Hooker and members of the GMOC toured the police department and surveyed officers.Councilmember Stephen C. Padilla, representing District 3, offered the most critical commentary on the rapid growth issues the city is facing."We know we're going to grow, and we know that we're constrained financially," said Padilla."We also know a scary statistic, and that is even with all the money from Measure A and even with reasonable growth we are a long ways off from getting even close to staffing up our public safety to the level, particularly on the police side, that it's going to make an impact," said Padilla."I just think we need to acknowledge that out loud," he added. Measure A is the half-cent tax approved by voters in 2018 to secure funding for additional officers and firefighters, provide faster responses to 9-1-1 emergency calls, and increase police patrols. A plan is in place to hire 43 officers over the next 10 years. So far, nine officers have been sworn in this year. 12 more "sworn and civilian staff" are budgeted in 2020. The current pace falls short of the GMOC's threshold and is way off of the county average. To get to the county average of 1.29 police officers per 1,000 residents by 2023, Chula Vista will have to hire 148 more officers.Padilla recommended to adopt a qualitative method of measuring the city's progress alongside the current GMOC standards.Mayor Mary Casillas Salas followed up Padilla's comments by highlighting Chula Vista's public safety record -- Chula Vista is listed among the safest cities in the state."A look back at the way we have been measuring things, I think an important component of that is outcomes, not just throwing numbers out there but the actual outcomes and what it means to the quality of life for our community," Salas said.The city's "rate of growth is projected to continue or increase over the next five years," the GMOC reported, citing Chula Vista’s 2018 Residential Growth Forecast. CHULA VISTA, Calif. (KGTV) - A Chula Vista homeowner's association (HOA) is dealing with claims of embezzlement, corrupted financial records and a police investigation.Team 10 investigative reporter Jennifer Kastner tracked down the former HOA manager who's at the center of the accusations, who says he did nothing wrong. However, the HOA claims that he was writing thousands of dollars in reimbursement checks every month to himself for alleged maintenance, but didn't provide basic documentation like store invoices or receipts.Unlike the idyllic, legendary city of Camelot, the local Camelot at Eastlake Shores is in turmoil. "It's not the wonderful place that it used to be," says homeowner Connie Patrick. She and other homeowners at the Chula Vista HOA are grappling with the news.Homeowner Griselda Palma tells us, "I was very startled when I read the letter…it was very disturbing."10News has a copy of a letter that was sent out to more than 400 homeowners by the HOA's Board of Directors this past spring. The letter accuses the former manager, Howard Gatbonton, of possible financial abuse. Gatbonton was directly employed by the HOA, which also contracted with an outside management company called Summit Property Management. Summit's main office is located overlooking Mission Valley. In the letter, the HOA wrote that a “Review of the Association's finances uncovered many discrepancies." The HOA letter also adds, "as of the date of this letter, no records have been provided or discovered that detail or explain over 0,000.00 of reimbursement expenses to Gatbonton."A police investigation is underway. In an interview with 10News, Gatbonton denied any wrongdoing. Gatbonton says he was forced to pay for maintenance expenses using his own money because the HOA Board wouldn't give him a credit card. He told 10News he spent about 0,000. This station asked if the money was from his own pocket. "Yes, ma'am," he told 10News. 10News asked Gatbonton if he would write reimbursement checks to himself."Yes, ma'am," he says. When this station asked if the board was aware he was doing that, he replied: "Yes, ma'am, because I was the manager to give them a copy of every single check that I [wrote]."After the investigation into the HOA's financial records and reimbursements to Gatbonton began, he stepped down, claiming he no longer wanted to deal with the Board.Summit Property Management was terminated.To make matters more complicated, according to the Board, it was discovered that, "all of the Association's electronic records stored in the Association's onsite computer had been deleted and the computer's hard drive corrupted."According to the letter, the records are "unsalvageable."We ask Gatbonton, "[Did you] destroy or corrupt any files?" He replies, "It's impossible to corrupt because it's in the cloud! How can I corrupt [them]? Even the emails are in the cloud! How can I corrupt that?"Gatbonton says that discrepancies with the HOA's financial records existed long before he hired, and when he alerted the Board, they dismissed the problems. "They turned a blind eye," Gatbonton says.Gatbonton told us he's got the records to vindicate himself, but he wouldn't share them. "I've been advised not to," he told us.The HOA declined an interview with 10News, but the law firm representing the HOA sent a statement claiming, in part, "Since quitting, Gatbonton has waged war against the Association, spreading false information…"The firm reports that "Gatbonton provided only copies of some of the checks he had written to himself as 'proof' of the validity of the expenditures. The Association had accounts at Home Depot, Office Max and other companies for supplies. It is not clear why Gatbonton did not use these accounts for maintenance supplies or why he did not simply write checks to these companies for the alleged supplies."According to the firm, "Over the months following his resignation more evidence of gross mismanagement and financial abuse by Gatbonton was discovered. The Association's pool and two children's playgrounds had to be closed for critical failure of safety inspections despite the 0,000.00+ that Gatbonton reimbursed himself for alleged maintenance."The firm writes, "When pushed for missing documents, Gatbonton claimed he had already turned over all existing records" and made no mention of nor provided any access to any alleged 'cloud' based documentation."Summit Property Management's Jennifer Rimer tells 10News that Summit was only in-charge of the Board's meeting minutes. It was never responsible for finances for the HOA and its members. CHULA VISTA, Calif. (KGTV) -- Police are investigating after a Christopher Columbus statue was vandalized in Chula Vista Sunday. According to police, officers were called to Discovery Park around noon after neighbors reported that someone poured red paint over the statue. When officers arrived they also found the words “genocide” and “FU” spray painted onto the figure. A brass plaque that used to be attached to the statue was also missing. Police say they believe the vandalism happened overnight Saturday. Crews from the city responded quickly to clean the statue.As of Sunday afternoon, police say they don't have a suspect description, but added that the investigation is ongoing. 696
