WASHINGTON (AP) — A new report shows how warming temperatures in the Arctic transform the region's geography and ecosystems. The National Oceanic and Atmospheric Administration's annual Arctic Report Card was published Tuesday.The report shows that the past year - from October 2019 to September 2020 - was the second warmest on record in the Arctic, the report said.The extent of snow on the ground in June across the Eurasian Arctic was the lowest recorded in 54 years.Satellites recorded the second-lowest end of summer sea ice extent in the ocean since record-keeping began 42 years ago, the report stated.According to the report - from September 2019 to August 2020 - the Greenland ice sheet experienced an ice loss higher than the 1981-2010 average but substantially lower than the 2018-19 record."Abnormal cyclonic atmospheric circulation centered over Greenland promoted normal or colder-than-average conditions for the interior and east, with higher air temperatures in the north, southwest, and many coastal regions," researchers who contributed to the report stated.The report also added that extreme wildfires in the Sakha Republic of northern Russia this year "coincided with unparalleled warm air temperatures and record snow loss in the region."According to the Associated Press, the report from last year included for the first time essays and research contributed by the Arctic's Indigenous communities. WASHINGTON — The federal government has restored access to Trusted Traveler Programs for New York state residents, the Department of Homeland Security announced Thursday.New Yorkers were banned from enrolling or re-enrolling in Global Entry and several other Trusted Traveler Programs in February in response to New York's "Green Light Law." The law allowed undocumented citizens the ability to get drivers' licenses and restricted federal immigration agencies from accessing Department of Motor Vehicle data.Trusted Traveler Programs affected included Global Entry, SENTRI, NEXUS and FAST, which facilitate the entry of pre-approved travelers into the U.S. using expedited lanes at airports and international borders. The ban did not affect the domestic TSA Pre-check.The statement from DHS released Thursday said the department will lift its ban on TTPs for New York residents because Gov. Andrew Cuomo and state legislators amended the law, allowing for the sharing of DMV records “as necessary for an individual seeking acceptance into a trusted traveler program, or to facilitate vehicle imports and/or exports,” according to DHS.The statement said New York continues to restrict sharing DMV records and information with U.S. Customs and Border Patrol and ICE "for other enforcement efforts."DHS said it is working with the Department of Justice to take further legal action against New York over those restrictions, as well as new criminal penalties for sharing info with CBP and ICE.“We appreciate the information sharing to CBP for the trusted travel program, which enables DHS to move forward and begin once again processing New York residents under the Trusted Travel Program," Acting DHS Secretary Chad Wolf said in a statement. "Nonetheless, local New York law continues to maintain provisions that undermine the security of the American people and purport to criminalize information sharing between law enforcement entities."Cuomo said Thursday the change to the law's verbiage was made back in April."After the Department of Homeland Security announced the ban on the Trusted Traveler Program for New York residents in February, I immediately met with President Trump at the White House to discuss what — to the extent that there were bonafide concerns — needed to be done to address the issue while still protecting the privacy of all New Yorkers. Subsequently the matter was dealt with in the state budget passed in April," Cuomo said. WASHINGTON — President Donald Trump traveled to Kenosha, Wisconsin, on Tuesday -- a city still reeling from social unrest following the shooting of Jacob Blake. Democratic Nominee Joe Biden has not visited yet although he said he was looking into it on Monday. Trump's visit to Kenosha comes days after the president stopped in Louisiana following the landfall of Hurricane Laura. But do presidential visits during a crisis help or hurt the community? "If I was doing his security, I would advise against it," Grant Whitus, a retired SWAT team leader in Colorado said. Whitus has protected presidents in the past and is a Trump supporter. Whitus says when a president comes to town, hundreds of officers need to be reassigned. "Their resources are already stretched to the max trying to deal with this," Whitus added. Many Wisconsin leaders feel the same way. Gov. Tony Evers (D) of Wisconsin wrote to the president unsuccessfully asking him to cancel his trip. Visits to areas in crisis have been a signature of Trump's since taking office. During his 2016 campaign, Trump visited Louisiana and their flood devastation a full four days before siting President Barack Obama made the trip. When asked if Trump was visiting Kenosha for political reasons, White House Press Secretary Kayleigh McEnany said no. "The president is showing up to see hurting Americans," McEnany said. WASHINGTON (AP) — More police officers have died in the line of duty this year in the United States than in 2017, according to data released Thursday. Most were killed by gunfire, and vehicular accidents claimed nearly as many officers' lives.The National Law Enforcement Officers Memorial Fund said in a report that 144 federal, state and local officers have died so far in 2018. That figure represents roughly a 12 percent increase from the 129 who died in 2017.The majority of the officers who died were either shot — 52 this year, up from 46 in 2017 — or fatally injured in car or motorcycle crashes, which accounted for 50 deaths. Other fatalities involved heart attacks, strokes, drownings and cancer and other illnesses among those who responded to the 9/11 World Trade Center attack.Of the officers who were shot, eight were killed during investigative activity and six were killed while responding to calls of a domestic or public disturbance, according to the report. Two were shot while serving warrants, two died while handling or transporting prisoners and two others were inadvertently shot by other officers.Craig Floyd, the fund's chief executive officer, called the increase in deaths disappointing after a decline in 2017."Sadly this reminds us that public safety is a dangerous job and can come at a very steep price," Floyd said in a statement. "We must never take the service and sacrifice of law enforcement officers for granted, and we must remember the families of the fallen who are left behind."Of the officers who died in traffic-related incidents, 32 were killed in crashes involving another vehicle and 14 were struck while outside their vehicle. An additional four were killed in a motorcycle accident.The officers who died in 2018 include a sheriff's deputy in Sacramento County, California, killed in a shootout at an auto parts store; a Greensboro, North Carolina, police officer killed in a car crash while responding to a call for a robbery; and a Greene County, Missouri, sheriff's deputy who drowned when his car was swept away by water.The states that experienced the highest number of officer fatalities were Texas, California, Florida and New York, where eight died. 2214
