BEIJING, June 20 (Xinhua) -- The Ministry of Finance said late Friday it allocated another 3.78 billion yuan (548 million U.S. dollars) in subsidies to help low-income families against the latest fuel price hikes announced a day earlier.     Of the total, 1.85 billion yuan will go to urban low-income families, and the rest will be offered to such families in rural areas, the ministry said.     Low-income families in cities would get an extra 15 yuan for each person every month starting from July, 10 yuan for rural families, according to the announcement on Thursday. CHENGDU, June 21 (Xinhua) -- Jiang Xiaojuan, a policewoman who was well-known to the Chinese public for feeding infants with breast milk after the May 12 quake, has been officially promoted to a ranking post at a local police bureau, despite a nationwide controversy about the promotion.     Jiang was appointed a member of the Communist Party of China (CPC) Committee of the Jiangyou Public Security Bureau and the bureau's vice commissar on Thursday, an official surnamed Su from the organization department of the Jiangyou CPC Committee, Sichuan Province, told Xinhua on Saturday.     Jiang was currently on a speaking tour and would assume office as soon as she returned to Jiangyou, said the official.     Su denied media reports that the promotion had been suspended because of controversy. BEIJING, May 22 -- The State Council yesterday ordered government departments to cut spending by 5 percent this year to free up money for quake reconstruction.    The money will help to finance a 70 billion yuan (10 billion U.S. dollars) fund for rebuilding after the May 12 quake, which killed tens of thousands, the Cabinet said on its website. Sichuan is a major source of coal, natural gas and some farm goods but has little industry.     The quake destroyed thousands of buildings, knocked out power and phone services and damaged factories, mines and other facilities. State-owned and private companies suffered 67 billion yuan (9.5 billion U.S. dollars) in quake losses, according to the government's preliminary estimates.     Yesterday's Cabinet statement gave no details of how much money the spending cuts were expected to raise.
