BEIJING, Dec. 22 (Xinhua) -- China on Tuesday said the proper handling of sensitive issues was crucial to stronger Sino-French ties, and proposed deeper political trust and wider pragmatic cooperation.     "Both countries should properly deal with sensitive issues, enhance political trust, expand pragmatic cooperation in an effort to bring bilateral relationship to a new high," Chinese President Hu Jintao told visiting French Prime Minister Francois Fillon Tuesday afternoon. BEIJING, Oct. 27 (Xinhua) -- China's anti-graft chief He Guoqiang on Tuesday urged discipline and supervision authorities to press ahead with the building of a clean government and strengthened efforts in corruption prevention.     He, secretary of the Central Commission for Discipline Inspection of the Communist Party of China (CPC), said in a meeting that efforts should be made to handle people's complaints and embrace innovation in the establishment of anti-corruption mechanism.     He asked discipline and supervision authorities to combat extravagance, intensify crackdown on the practice of "small coffer", which refers to fund, securities and assets that should be but fail to be listed into the account books of CPC and government organizations in accordance with relevant laws and regulations.     He also called for authorities to make public Party affairs, especially at grassroots organizations, and investigate and prosecute corruption cases.     Efforts should be made to expand channels for the general public to be involved in anti-corruption endeavor, said He, who is a member of the Standing Committee of the Political Bureau of the CPC Central Committee.

BEIJING, Nov. 21 (Xinhua) -- An earthquake measuring 4.3 on the Richter Scale hit a border area between northwest China's Ningxia Hui Autonomous Region and the northern Inner Mongolia Autonomous Region Saturday afternoon, according to the China Earthquake Networks Center.     The epicenter was at 38.2 degrees north latitude and 106.6 degrees east longitude.     Xinhua reporters in Yinchuan, capital of Ningxia, said tremor was felt in the downtown area.     No casualties have been reported.

COPENHAGEN, Dec. 14 (Xinhua) -- In order to deal with climate change, efforts should be made simultaneously in fields of politics, economy, society, culture and ecology, a senior Chinese official told Xinhua.     Only through this comprehensive approach can lead to the forming of a systematic framework against climate change and push forward the harmonious and sustainable development between human and nature," said Zhao Baige, vice minister of China's National Population and Family Planning Commission.     With the efforts of all countries in recent years, great progress has been made in fighting climate change. But obvious shortcomings existed, Zhao said.     In the past, much attention was paid to carbon dioxide emissions, but little was given to their correlation with population development, she said. In addition, the roles of politics, culture and society have often been neglected, she added.     Zhao said it is a complicated and huge systematic project to deal with climate change, involving different sectors.     With regard to politics, she said all governments must attach great importance to climate change and honor their commitments. A body should be established to coordinate departments involved, while a long-term plan and a legal framework for climate change should be established.     On economy, Zhao said, "it is impossible to deal with climate change without economic support." She suggested developing countries follow a path of sustainable development when they push forward economic development.     At present, China is on its way of adjusting its industrial structure, setting carbon emission cut targets, strengthening technical innovation, raising energy efficiency and rapidly developing renewable energy.     In the social sector, Zhao said a comprehensive review over the impact of climate change is needed. The principle of equity and fairness should be introduced and a low-carbon consumption mode should be encouraged.     Zhao said a lot of efforts are needed in the sector of culture.     Thousands of years ago, Chinese started to believe that mankind should live in harmony with the nature, said Zhao, adding that China's traditional culture emphasizes the unity of personal rights and responsibilities.     However, she pointed out that in Western countries, personal rights are "over emphasized" while collective responsibilities are neglected.     In fact, China has formed a long-term low-carbon consumption behavior, while over consumption and luxury consumption widely exist in the West, said the Chinese official.     As for the sector of ecology, Zhao said climate change and ecology are interrelated. In recent years, China has adopted a series of measures including developing ecological agriculture, raising land utilization efficiency, saving water resources and reducing pollution.     Zhao stressed the importance of the interrelationship between the five above-mentioned fields, saying that only with a clear political direction, correct strategy and policy measures, can a country put carbon reduction targets into practice and adopt a low-carbon path.

ADDIS ABABA, Jan. 11 (Xinhua) -- China views Ethiopia as its major economic and trading partner in Africa, says Minister of Commerce Chen Deming on Monday.     The bilateral trade volume reached a historical high of 1.376 billion U.S. dollars during the first 11 months of last year, up 12.4 percent over the same period of the previous year, said Chen, adding that China's imports from Ethiopia during that period rose 202 percent to over 200 million dollars.     During his talks with Sufian Ahmed, Ethiopia's minister of finance and economic development, the Chinese minister said China's investment in Ethiopia had accumulated to 138 million dollars in areas like textile, daily necessities, machinery, glass, building materials and leather.     By the end of November last year, Chinese firms in Ethiopia had accumulated a turnover of engineering contracts with nearly 4 billion dollars, said Chen, who arrived here on Monday for a two-day visit.     Chen put forward a four-point proposal on further development of bilateral trade and economic cooperation: First, further expanding its imports from Ethiopia through the use of tariff-free policies; Second, strengthening cooperation in investment and engineering contracts and continuing to encourage strong Chinese firms to invest in Ethiopia; Third, fully implementing the eight new measures to enhance cooperation with Africa; Fourth, further promoting cooperation in official development assistance to support Ethiopia's infrastructure, and projects aimed to improve people's well-being.     For his part, Sufian expressed his thanks for China's long-term official development aid to Ethiopia.     The Ethiopian minister said trade deficit with China has improved significantly and China has become Ethiopia's biggest trading partner.     Sufian spoke highly of China's eight new measures to enhance cooperation with Africa, saying that Ethiopia would work together with China to fully implement the measures.
