SAN DIEGO (KGTV) -- In an effort to lower costs in one the country's most expensive states for medications, Gov. Gavin Newsom wants California to manufacture its own generic drugs.Newsom is expected to send a proposal as part of the new state budget to the legislature Friday that would allow the state to negotiate contracts with drugmakers to manufacture selected prescriptions on behalf of California.“The cost of health care is just too damn high, and California is fighting back,” Newsom said in a statement. “These nation-leading reforms seek to put consumers back in the driver seat and lower health care costs for every Californian.”Three of the most expensive U.S. cities for medications are San Francisco, Los Angeles, and San Diego. According to a survey by Kaiser Family Foundation, six in 10 Americans take prescription drugs, and 79 percent of those surveyed say the costs are unreasonable. Prescription drug prices have gone up 38 percent since 2017. Newsom's plan would make those medications available at an affordable price for 40 million people living in California. Details on what the drug program will look like will be available when Newsom submits his full proposal Friday afternoon.If approved, California will become the first state in the U.S. to have its own generic drug label. 1315

SAN DIEGO (KGTV) - "81 percent of people get a mild form of this disease; I'm one of them," says Dr. Eileen Natuzzi. The Encinitas surgeon is still a bit weary after 16 days of self-quarantine from coronavirus symptoms. She retired in November after 25 years as an acute care surgeon but spends her time now in the Solomon Islands volunteering her services in undeserved communities. It was just over two weeks ago when she felt her symptoms coming on. "When I was returning from the Solomon Islands, I started to experience some chills, a little bit of a fever, and just a slight cough," says Dr. Natuzzi. She flew home a day early and got progressively sicker, with nausea, and intestinal issues. She spoke with a friend who's an infectious disease specialist and two ER doctors. "They said, 'Well, it sounds like you have it, but you're probably not sick enough to be tested at this point in time.'"Dr. Natuzzi was never able to get the test. But as of this week, she's back on her feet and recovering. When she's healthy enough, she'll answer Governor Newsom's call for retired health care workers to return to the job in the fight against coronavirus. For now, she's helping some friends in Hollywood with their cause. "So, please, please, please, donate as much or as little as you can. Everything helps," says actress Alicia Silverstone on her Instagram video.Dr. Natuzzi's and Silverstone have been trying to drum up support for donations to a GoFundMe page created by fellow actor Edward Norton. It's already raised close to 5-million dollars to get critical supplies to medical professionals. "To donate money, to cover the cost of moving PPE supplies to locations that need it," says Dr. Natuzzi. Places like New York, where supplies are desperately low. Dr. Natuzzi has a family member who works in one of those New York hospitals where mask supplies are so short; they use the same one all day. SAN DIEGO (KGTV) - A grand jury indicted two San Diego men Thursday on suspicion of blowing up ATM’s in Kearny Mesa and Miramar.Chad Engel, 46, and Scott Petri, 47, were charged with five counts including using explosives for the crimes and conspiracy to commit bank robbery.The first robbery happened July 4, 2017, at the California Coast Credit Union branch ATM on Ruffin Rd. The explosives went off but the ATM was not breached.RELATED: Explosives used in ATM robberiesThe second robbery was on August 13, 2017, at the Chevron gas station on Miramar Rd. Investigators said Engel and Petri drilled a hole in the ATM, filled it with gas, and ignited a fuse. The resulting explosion damaged the ATM and allowed the men to steal ,000, said investigators.Surveillance videos of both crimes were released to find the suspects. 833

SAN DIEGO (KGTV) -- San Diego leaders returned from their trip to Mexico City on Wednesday night. The three-day trip focused on building stronger border relations. The trip comes a week after President Trump threatened to close the border if congress didn't come up with an immigration deal or if Mexico didn't stop migrants heading north. The delegation included San Diego and Imperial Beach mayors, Kevin Faulconer and Serge Dedina and former mayor Jerry Sanders. Several city council members from various cities also attended meeting with top Mexican officials. A big topic of conversation was the ongoing Tijuana sewage issue. Impeiral Beach Mayor, Dedina, says the conversations were positive and promising. Dedina says plans to fix the issue include reapairing the water plant that's currently spilling the sewage, taking all of the water out of the Tijuana River Valley and putting an earth-fill dam on the Mexican side to stop the sewage from getting to the beaches. San Diego leaders say the trip was productive and explained that the end goal was to find solutions to enhance the region for the benefit of both countries. 1142

SAN DIEGO (KGTV) - 10 years ago, a Poway teen disappeared during a jog, and a collective sense of security was never the same. What followed were massive searches and an outpouring of support from the community. The investigation led to the arrest of the man who killed teenagers Chelsea King, 17, and Amber Dubois, 14. Carrie Cave's daughter Amber vanished in 2009 while walking to Escondido High. She planned to purchase a lamb that day and raise it as part of a school program. Her fate was revealed a year later after Poway High School senior Chelsea King went missing during a jog near Lake Hodges."I remember not being able to breathe. Your whole body is shaking," said Brent King, Chelsea's father.The evidence trail led to convicted sex offender John Gardner, who was ultimately convicted for a series of crimes, including the rape and murder of the two girls. Their bodies were recovered. After an emotional confrontation with Gardner in prison, Cave decided to forgive Gardner before he was sentenced."I got the answers about her last moments that I wanted ... I forgave him because I had another daughter to raise, and if I didn't, I wouldn't be able to live," said Cave.Cave started a search and rescue group. Her dog Amber discovered the remains of missing San Diego native and nursing student Michelle Le in the Bay Area in 2011."It was a lot to take in. I sat under a tree for two hours and cried," said Cave.That emotion is something the King family also knows well. The family channeled their grief and helped pass Chelsea's Law, a state law which enhanced sentences, parole terms and monitoring for violent sex offenders who commit crimes against children. To date, more than 2,500 offenders have been charged under Chelsea's Law."Because of Chelsea's Law, our children are safer, but that doesn't mean they're safe," said King.Besides advocating for laws, the King family's nonprofit Chelsea's Light Foundation has handed out over 0,000 in scholarships to local children. A run celebrating Chelsea's memory was held for eight years, before coming to an end.In 2014, Chelsea’s brother Tyler King directed a documentary he called “Chelsea’s Light: A Brother’s Journey.” "She is with us. That's the best I can tell you. She drives us every day to smile, to see life in a really beautiful way," said King.For Cave, a decade after the arrest of her daughter's killer, her grief is still complicated."It gets easier, but it still hurts ... I do good sometimes and then my emotions get all screwed up," said Cave.Cave says her she's still forging her daughter's legacy. She plans to start fostering children in the probation system."Not many people are willing to take in the kids. I just want to help kids. That would be a good legacy," said Cave. 2773
