NASHVILLE, Tenn. — The man accused of killing four people and injuring others at a Waffle House in Antioch, Tennessee is not competent to stand trial, a judge ruled. Medical experts previously deemed Travis Reinking to be mentally unstable and unfit to stand trial. He appeared in court Wednesday where a judge ordered him to be placed in a mental health facility until he is competent to stand trial. He's expected to be moved this afternoon. Prosecutor Roger Moore said this hearing was to determine Reinking’s current state of mind – not his mental state during the shooting. Psychologist Rena Isen spoke with Reinking prior to the hearing and testified that he's not competent to stand trial, saying he's shown signs of schizophrenia.  782

He said even his wife went home early. But the Republican stayed neck in neck with the incumbent all evening."Then the polls and stuff actually went down. So they stopped reporting for about 10 minutes and we were stuck on the last four counties. I was losing within half a point. Then they all came in at the same time and I went up and won by 350 votes," Phillips said.Phillips said he spoke with a couple other lawmakers and put a few posts on social media. That was the extent of his campaign."Straight party voting was huge for the Republican party. They came out and they wanted the Republicans in and I was the Republican. That accounted for 50-something percent of my votes," Phillips said.The representative-elect is a teacher at Tulsa Community College. His father, sister and stepmother are also educators. More than small 190 earthquakes have hit parts of Alaska since Friday, when a 7.0-magnitude tremor knocked out power, ripped open roads and splintered buildings near Anchorage.Since Friday, Alaska has experienced at least smaller 194 earthquakes, the US Geological Survey said early Saturday."These numbers can change by the minute, people can be expected to feel aftershocks for some time," Seismologist Randy Baldwin told CNN. (KGTV) - The city of National City set a record in the 2019 Fiscal Year for the amount of grant money they received to pay for road upgrade projects.According to information provided to 10News, National City got around million for what they call "Active Transportation" projects."If we don't get these grants, we're basically just doing roadway maintenance for the next year," says City Engineer Steve Manganiello.The grants will pay for a long list of projects focused on improving bike lanes and pedestrian walkways throughout National City. This comes as cities all across San Diego work to reduce greenhouse gas emissions by emphasizing alternative forms of transporation over driving."We need to give people that don't have acces to vehicles a safe network to bike, to walk and to use transit," says Manganiello. "I think we're well on our way."The city won 14 competitive grants in fiscal year 2018-19, which ends July 1. City Manager Brad Raulston says a unique combination of cooperation, need and preparation made it happen."We're the right size in terms of being small enough that we collaborate well," says Raulston. "We all work closely together. MIRAMAR, Calif. (KGTV) - A Marine was honored Thursday after disarming a gunman in the Chesterton neighborhood the week prior.Sgt. Jake McClung received the Navy Commendation Medal at Marine Corps Air Station Miramar. According to the Navy and Marines Awards Manual, "It may be awarded to any service member who distinguishes themselves by heroic or meritorious achievement."San Diego Police got a call at 6:18 p.m. on June 4 of a man armed with a rifle, pointing it at families and hitting cars with the gun near Linda Vista Rd. and Wheatley St.McClung was driving through his neighborhood when he saw the man, identified as a Navy sailor in the police report, holding a rifle and threw a firecracker at his vehicle.Sgt. McClung said he parked in his driveway and watched the man walk into the street and point his rifle at cars. McClung said the man's wife and toddler came out to try and talk with him and were crying. McClung said the man pointed the rifle at his family and that's when McClung stepped between the gunman and the family to try and de-escalate the situation.He said the man was acting erratically and that gave the man's wife and child a chance to get inside. McClung said he teamed up with the neighborhood security guard and walked up to the man, trying to calm him.McClung said when he saw an opening he reached for the rifle and was able to disarm him, but he took a couple punches to the face, breaking his nose. McClung said he and the security guard wrestled the sailor to the ground and handcuffed him before police arrived."I don't know if he had PTSD of not, but if he was suicidal I also wanted to protect him, because he had a gun, he was in the middle of the street. The security guard later told me he was about to shoot him, so if that would have happened, it would have cost his life too. Even though he was obviously in the wrong, we have to take care of our own and sometimes taking care of our own means protecting them from themselves," McClung said.The man was arrested on several felony charges, including felony vandalism, assault with a deadly weapon, possession of an illegal assault weapon, possession of a large capacity magazine. He has since bailed out, according to police.The struggle between McClung and the man happened steps away from a childcare facility and an elementary school that were set to open the next day. 2378
