RIVERSIDE, Calif. – Authorities in California believe they’ve solved a 25-year-old cold case rape.The Riverside Police Department announced Friday that officers had apprehended 49-year-old Ralph Leslie Kroll in connection with the sexual assault of an 18-year-old woman in October 1995.Police say the victim was walking when she was attacked by a stranger, forced into a nearby apartment complex and assaulted.Investigative leads were exhausted and it remained a cold case until police say DNA evidence was able to identify Kroll as a suspect.After obtaining an arrest warrant for Kroll, police teamed up with the U.S. Marshals Service to locate and arrest him at his Eastvale home on Thursday. Kroll was then booked into the Robert Presley Detention Center on charges of rape by force, kidnapping, and the use of a deadly weapon by a sex offender. SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom has signed a law giving tax breaks to more immigrants. In June, California expanded its earned income tax credit to apply to immigrants who have jobs and pay taxes but don't have a Social Security number. But the credit only applied to immigrants who had a child under 6. The law Newsom signed Friday eliminates that requirement, making the tax credit available to more people. It's one of several laws California has enacted in recent years to offer more government services to people living in the country illegally. Newsom said the law will help stimulate the economy. 634

(AP) — Advocates looking for California to secede from the United States can begin collecting signatures for a longshot initiative asking voters to weigh in, Secretary of State Alex Padilla said Monday.The proposed initiative is the third so-called Calexit proposal since President Donald Trump's election. Previous efforts were withdrawn or failed to gather the required signatures.The latest would ask voters about secession in 2020. (AP) — The California Assembly has approved new rules for electric bikes and scooters.Businesses like Bird and Spin have deployed scooters to cities across California and the country in recent years. Often local governments have not set up permits or regulations for the devices.A bill passed by the Assembly on Monday would require electric bike and scooter companies to get permits from cities. It would also require them to agree to rules for parking, maintenance and safety.Democratic Assemblyman Al Muratsuchi, the bill's author, says while electric bikes are a fun and eco-friendly mode of transportation.
