SAN DIEGO (KGTV) - A Point Loma grandmother put up Christmas lights to spread cheer during California's stay-home order. It started when Johnene Smith saw Italians singing in solidarity amid a lock down due to the Coronavirus pandemic. She then heard about people putting up Christmas lights to brighten neighbors spirits and something clicked."I'm like I can do that! I don't have to leave my house and people can walk by and see the heart and [spread] just a little joy," Smith said.So she put up a glowing heart in her living room window. "I went and found a piece of cardboard, made a heart and poked little holes and put the lights in it, so they could see my heart is out there for everyone." Smith hoped it would bring some much needed joy during the stay-at-home order which is keeping her from her seven grandchildren. "The youngest is going to be a year old in two weeks and we're not going to be able to go to her birthday party," She said sadly.She took this time to focus instead on what she can control, which is her happiness. Particularly, that means reminiscing about Christmastime, "it was really the last time we had joy before everything started was at Christmastime so why not bring back a little joy in a time where we can't control it."Her display went up Friday sparking her neighbors to light up their own homes.Neighbor Jojo Peters was thrilled at the idea. "When Johnene says let's do lights, I said okay! And I went and dug them out as fast as I could and threw them up!"Both want to spread love and calm.'I just want them to see the hope that's there, and that we're all there for each other,' she said.Smith hopes more San Diegans join in spreading cheer in this time of uncertainty. 1721

SAN DIEGO (KGTV) -- A person is back in ICE custody and in isolation after they were taken to Sharp Chula Vista Medical Center to be evaluated for possible coronavirus symptoms.The individual was in the custody of U.S. Immigration and Customs Enforcement when officials determined the person needed to be taken to Sharp Chula Vista, the county said. Medical professionals at ICE detention facilities medically screen all new ICE detainees within 24 hours of their arrival to ensure that contagious diseases are not spread throughout the facility, and elsewhere. As an additional measure of defense, ICE detainees suspected of exposure or infection of certain diseases are medically 'cohorted,' in line with CDC guidelines and ICE detention standards." 1713

SAN DIEGO (KGTV) — A new SANDAG report found that when it compared to the region's Caucasian population, Black and Hispanic communities are more than four times as likely to live in an area impacted by COVID-19 and unemployment.The report says more than two-thirds of the county's Black (67%) and Hispanic (70%) populations live in zip codes with higher than average unemployment rates. About half of Black (52%) and Hispanic (49%) San Diegans live in zip codes with higher than average COVID-19 cases as well.In comparison, the study says Caucasian (14%) and Asian (24%) populations are less impacted in both cases."As regional elected officials and leaders, it is important for us to think strategically about how to coordinate with the Black and Hispanic communities – and all communities in need – to determine which programs and policies can put in place to guide an equitable recovery as businesses begin to reopen and as people return to work or look for new jobs," said SANDAG Chair and Poway Mayor Steve Vaus.SANDAG says the most affected areas reside in the southern part of the county. SAN DIEGO (KGTV) -- A man was arrested Tuesday night following a chase that injured one woman.According to San Diego Police, officers noticed that the man’s headlights were out and tried to pull him over near Nimitz Boulevard and Rosecrans Street around 8:22 p.m.The man then reportedly took off, striking two cars along the way. The pursuit then led officers onto Interstate 5 where the suspect struck the back of an SUV, injuring a woman inside.Officers were able to take the man into custody after he tried to cross I-5 and run down a steep embankment.The severity of the woman’s injuries are unclear. 612
