Steven Weber and Kenesha Antoine were staying in a wooden cabin with a bedroom submerged beneath the surface of the water off the east coast of Africa when the incident occurred. According to CNN, Weber proposed Thursday by swimming underwater, holding a handwritten note against one of the bedrooms windows. "I can't hold my breath long enough to tell you everything I love about you. BUT...Everything I love about you I love more EVERY DAY,” the note read in part. Weber then failed to return to the surface, Antoine wrote in a post on Facebook. "You never emerged from those depths, so you never got to hear my answer, 'Yes! Yes! Tijuana is the most dangerous city in the world, according to a report by the Citizens’ Council for Public Security and Criminal Justice. The Los Angeles Times reports that five cities in Mexico are among the most dangerous in the world. The list includes Acapulco, Victoria, Juarez, Irapuato and Tijuana.
