This elementary school in Chesterfield, South Carolina knows all about it. In the eyes of a kindergartener, school is just school, and they believe it's the same for everyone. However, their teacher, Natalie Melton, knows that's anything but true."It’s absolutely not fair,” she says. “All children deserve the same opportunity. All teachers deserve the same opportunity to use the same things to teach them.”But the way schools get their funds is part of a system that’s been in place since the mid-1970s.It’s a system superintendent Harrison Goodwin says needs to change.“It’s never going to be equal, because the resources that children are born into are never gonna be equal,” Goodwin says. “What we have to find is some way to make up for the equity of it.”Schools get their money from a mix of federal state and local sources, but nearly half their funds come from local property taxes. Chesterfield is a high-poverty, rural community. It's a problem faced by educators in states across the U.S.“At this school, we're probably about 70 to 72 percent high poverty,” Goodwin says.In South Carolina, he says there is a direct correlation between poverty and test scores.It means schools feel the need to do more with less. If Melton could send one message to the nation’s politicians, it’s this.“I would implore them to rethink some of the decisions they made to allocate things for education,” she says. “Every child deserves an opportunity to learn just like everyone else, no matter where you’re from, no matter where your parents are from or how much money your parents make. The Democratic National Committee's Rules and Bylaws Committee voted to remove "virtual caucusing" from Iowa's and Nevada's 2020 caucus plans on Friday, giving the states about two weeks to form an alternative proposal.The move leaves Iowa -- which had planned to use only the vote-by-phone method to comply with the Democratic Party's rules to expand voting access in the caucus states -- in a particularly tough position.Nevada's plans included in-person early voting, meaning the committee could find the state's plan in compliance without that element.Last week, DNC Chairman Tom Perez issued a statement with the committee's co-chairs saying the vote-by-phone method didn't meet security standards set to avoid hacking or tampering."While today's decision is not unexpected, we are still disappointed," Iowa Democratic Party Chairman Troy Price said in a statement after the vote. "We continue to have confidence in the abilities of our vendors to enact this process, but if the DNC does not believe the virtual caucus can be secure, then we cannot go forward. With less than five months to go, we are continuing to explore as quickly as possible what alternatives may exist in order to securely expand accessibility for the 2020 caucuses."Price, who's in New Hampshire for that state's Democratic Party convention, has been meeting with officials to find a way to include early voting in the caucus process.At issue is the use of paper ballots for Iowa, which is firmly opposed by New Hampshire, as that could seem too much like a primary to officials intent on keeping the New England state as the first in the nation primary. Thanks to social media and the help of people in Georgia – police say two dine and dashers have been caught – and claim they’ll make it right.“It breaks your heart,” said Lisa Ritter, the manager at Big Daddy’s Oyster Bar and Pub in Peachtree City, Georgia.Ritter says two people came in days before Christmas, spent hours at a table, racked up a huge tab, then took off.“If you can’t afford to go out and eat, it’s bad enough you don’t get tipped well enough, waitresses only make .13 an hour, and it’s really bad that they dine and dash,” Ritter added.She says this isn’t the first time this has happened, and it probably won’t be the last…but says it really hurts business.“We have to still pay for it,” Ritter said.Peachtree City police say the bill was more than 0, and they asked the community for help identifying the dine and dashers.“After we posted some photos on Facebook, we received an overwhelming response from numerous people providing identification information,” said Lt.
