LOS ANGELES (CNS) - A member of a downtown Los Angeles street gang caught with thousands of dollars worth of methamphetamine packaged to resemble 14 foil-wrapped burritos was sentenced Monday to 15 years behind bars for federal drug and gun crimes.Ricardo ``Flaco'' Renteria, 48, of Colton, was also ordered to serve five years of supervised release following prison and pay a mandatory special assessment of 0.``He has a very long criminal history,'' Chief U.S. District Judge Virginia A. Phillips said from the bench. ``This was a large amount of methamphetamine -- and the way it was packaged, it was clearly for sale.''According to evidence presented at trial, Los Angeles police officers pulled Renteria over on Feb. 3, 2018, in the Angelino Heights neighborhood of Los Angeles after they witnessed him erratically and evasively driving a white Chevrolet Tahoe.Renteria consented to a search of the SUV and law enforcement found a black garbage bag on the floor behind the driver's seat. Inside the bag were 14 foil-wrapped, burrito-shaped packages containing 13.7 pounds of methamphetamine with a street value ranging from ,000 to ,000.A subsequent search revealed a fully loaded Smith & Wesson .38 Special handgun and more than 0 in cash, evidence showed. LOS ANGELES (AP) -- California Gov. Gavin Newsom announced a new process for reopening businesses that is slower and more gradual than what the state tried earlier this summer.The new rules create a four-tier, color-coded system that counties will move through based on their number of cases and percentage of positive tests.It will rely on two metrics to determine which tier a county is in: case rates and the percentage of positive tests.The state's website says:"Every county in California is assigned to a tier based on its rate of new cases and positivity. At a minimum, counties must remain in a tier for at least 3 weeks before moving forward. Data is reviewed weekly and tiers are updated on Tuesdays. To move forward, a county must meet the next tier’s criteria for two consecutive weeks. If a county’s metrics worsen for two consecutive weeks, it will be assigned a more restrictive tier. Public health officials are constantly monitoring data and can step in if necessary."Based on the state’s new tool, San Diego County is in the red Substantial tier, and while the system allows certain businesses to reopen, individual counties can issue more stringent restrictions that could keep those businesses closed or restricted to outdoor operations.As of Aug. 28, the tool shows San Diego County businesses such as nail salons, hair salons/barbershops, and gyms/fitness centers are able to reopen indoor operations -- with modifications under industry guidance -- by Aug. 31.Restaurants can reopen for indoor dine-in service with modifications and capacity limits, the state’s tool shows.Breweries and bars/pubs that do not serve food remain closed under the new guidelines.When it comes to schools in San Diego County, in-person learning is still prohibited. LOS ANGELES (AP) — A judge has ordered the release of a Southern California man who spent 19 years in prison for a gang-related shooting. The judge on Friday approved a re-sentencing request from prosecutors for Emon Barnes. The 34-year-old Compton man is expected to be freed next week. Barnes was 15 when he was arrested for a Compton shooting. He was sentenced to 40 years to life for attempted murder. Barnes says he was home with his mother at the time of the shooting. A victim who identified him has since recanted. His attorneys say they will try to have his conviction vacated. 594
