SAN DIEGO (KGTV) -- A San Diego-based financial investment advisor is being accused of running a Ponzi scheme targeting mostly elderly victims who planning for retirement, and taking more than million, according to bankruptcy court records.Sharon and David Vega said they started working with Christopher Dougherty about 17 years ago. A few years ago, Sharon Vega said that he recommended to take money “out of the TD Ameritrade and place it in private placement in farm subsidy accounts.”The Vegas trusted him and placed approximately ,000 in these new accounts. They said they continued to receive statements showing how their money was doing, but they started to see red flags. Sharon Vega said when checks bounced, Dougherty gave various excuses.She showed Team 10 one bounced check where Dougherty claimed “there was a mix-up at the bank.” They decided to sever ties and asked for their money back.“He said no problem, he would start on it right away,” Sharon Vega said. However, she said that did not happen. She showed Team 10 several text messages from Dougherty late August into early September promising their money. One message said the transfer was “already in motion. Should see it shortly.”“We have not received any funds back. He filed bankruptcy and he’s trying to have ours discharged with many other people’s,” Vega said. She said the ,000 was money they had been saving to try and help their grandchildren with college.In bankruptcy court documents, the United States Trustee wrote Dougherty’s “deception is the basis of a Ponzi scheme.”“[Their] practice of using new investment money to pay existing investors dividends and principal gave the false impression that the payments received by investors came from earnings and profits or from a return of their principal,” the documents said. “It’s devastating,” said Jerry, another former client of Dougherty. He and his wife declined to use their last name.Jerry and his wife Diane told Team 10 they invested more than million with Dougherty over the years. At first, it was with traditional accounts. They said he later convinced them to invest in an Alpine farm. They thought they were diversifying their retirement money, but what they know now is everything they saved for is gone and what happened to their funds is unclear. Like Sharon and David Vega, they said Dougherty kept sending them statements.“We rely upon our children now,” Jerry said. “We can’t even afford a burial plot.”In 2011, Dougherty was charged for stealing money from a youth baseball league. He was ultimately sentenced to three years summary probation, according to the District Attorney’s Office. Team 10 attempted to contact Dougherty and his wife, Nereida, who is also named in the bankruptcy documents. They did not respond. An attorney for the Doughertys also did not respond to Team 10’s inquiries. Investigator Melissa Mecija visited the Alpine ranch connected to the couple, where a tenant said his power has been shut off three times in the last several months. It was a bill he said the Doughertys were supposed to pay. Sharon Vega said she tries to stay strong as she deals with multiple setbacks, including her husband’s larynx cancer. “He was diagnosed… when all of this happened,” she said. Lt. SAN DIEGO (KGTV) – All known fires aboard the USS Bonhomme Richard at Naval Base San Diego have been put out, Navy officials announced Thursday afternoon.In a statement, Rear Adm. Philip Sobeck, the commander of Expeditionary Strike Group Three, said:“After four days of firefighting, all known fires have been extinguished aboard USS Bonhomme Richard (LHD 6).Our fire teams are investigating every space to verify the absence of fire. Until every space is checked and there are no active fires we will not be able to commence any official investigations.We did not know the origin of the fire. We do not know the extent of the damage. It is too early to make any predictions or promises of what the future of the ship will be.We cannot make any conclusions, until the investigation is complete.What we do know is that brave Sailors from commands all across San Diego worked tirelessly alongside Federal Firefighters to get this fire extinguished and I want to thank them for their efforts. This was a Navy team effort. We had support from the air and sea. Three helicopter squadrons conducted more than 1,500 water bucket drops, fighting the fire and cooling the super structure and flight deck enabling fire crews to get onboard to fight the fire. Tugs also provided firefighting support from the waterline, cooling the ship’s hull.We had 63 personnel, 40 U.S. Navy Sailors and 23 civilians, treated for minor injuries including heat exhaustion and smoke inhalation. We have no personnel hospitalized.The Navy continues to work together with regulators, county and state in protecting our environment and preparing to address the community’s concerns as we move forward to the next phase.I’d like to thank our partners from state and county, the U.S. Coast Guard, and all agencies for continued support.”Ship’s shifting leads to evacuationCrews battling the fire aboard the USS Bonhomme Richard were evacuated late Wednesday night after reported shifting of the warship.A Navy official told ABC 10News that fire teams fighting the blaze were told to clear the ship and pier shortly before 11 p.m. “out of an abundance of caution” after the vessel “naturally settled” due to the fire and water damage and was rocking slightly to one side.By 6 a.m. Thursday, Navy officials said fire crews returned to the ship to continue fighting the fire.Meanwhile, several groups are collecting supplies and other donations for those displaced by the ship fire and crews at the scene. His wife and 5-year-old daughter were waiting for him in the nearby food court."The urinals were taken so I went into the stall," said Gonzalez. Gonzalez went inside the stall at the far end."I'm finishing up my business, and I see a cell phone pop out of the stall next to me and pop back like that," said Gonzalez.He says the phone slid against the back wall just enough for the camera lens to be visible."Wow, did that actually happen?" said Gonzalez. Gonzalez' confusion quickly gave way to action."I was angry and felt violated," said Gonzalez. He told another man to get mall security before turning his attention to the stall."When you looked at the stall, he had it blocked with paper towels. You couldn't see in, top to bottom. Kicked the door a little and told him to get out," said Gonzalez.Gonzalez says the man that emerged was in his early 20s, about 5'10", 175 lbs, with curly, light brown hair. Gonzalez told him what he saw and the man denied it all."I was pushing him back, holding him in place so he couldn't leave," said Gonzalez.The shoving moved into the hallway, before the man slipped away and raced off. Gonzalez says what makes his skin crawl the most is the paper towel setup, which may mean the man had been in there awhile, taking photos. "The scariest thing is probably what if there were kids in there. You can put photos and videos online. SAN DIEGO (KGTV) -- A teen is fighting for his life at Sharp Memorial Hospital after he was hit by a Jeep while riding his bike in Clairemont.According to CHP officers, the accident happened just before 9 p.m. on Saturday. Officers say a Jeep was getting onto the freeway at the Clairemont Mesa Boulevard on-ramp to the 805-N when he hit the teen riding his bike. The driver says he never saw the teen until it was too late. According to officers, the teen was not in a designated cross walk, but near it. The driver of the Jeep stayed on scene, his passenger jumped out to perform CPR while paramedics arrived.The teen suffered life threatening injuries. Drugs or alcohol are not suspected in the crash 712
