BEIJING, April 27 (Xinhua) -- Suspected criminals found innocent or those whose cases prosecutors drop after excessive long periods of detention should be compensated by the state, according to a law amendment discussed by lawmakers Monday. The draft amendments to the State Compensation Law were submitted for their fourth reading to a four-day session of the National People's Congress (NPC) Standing Committee, or the top legislature.According to the Criminal Procedure Law, police can detain those committing crimes or suspected of crimes. The first plenary of the 14th session of the Standing Committee of the 11th National People's Congress (NPC), is held in Beijing, capital of China, on April 26, 2010.The Criminal Procedure Law says police should limit detention to three days and bring cases to prosecutors within those three days. The period could be prolonged by one to four days "in special cases," and to a maximum of 30 days for extremely serious crimes.Members of the NPC Standing Committee say the draft amendments should explicitly stipulate that those who have been detained illegally are entitled to compensation. Those who have been detained beyond the legally permitted period should be entitled to state compensation, the members said.Hong Hu, vice chairman of the NPC Law Committee, briefed lawmakers on the draft amendments.According to the NPC, the amendments aim to better defend people's rights from being violated by the State. It is hoped the amendments will enhance protection of detainees' rights. The current law took effect in 1995.State laws or amendments usually go through at least three readings before being adopted by China's top legislature.Top legislator Wu Bangguo presided over the session which opened Monday.

BEIJING, April 16 (Xinhua) -- China's top legislature will convene its bimonthly session from April 26-29 and review draft amendments to the State Secrets Law and the State Compensation Law.The decision was made Friday at a meeting of the Council of Chairmen of the National People's Congress Standing Committee, presided over by top legislator Wu Bangguo. The draft amendment to the State Secrets Law, which will undergo its third reading during the upcoming legislative meeting, aims to boost citizens' awareness of the importance of safeguarding state secrets. The draft amendment to the State Compensation Law, which will be submitted for its fourth reading, aims to better defend people's rights from being violated by the state. It is also hoped to cover the protection of detainees' rights following a series of deaths in the country's detention houses. The session will also deliberate, for the second time, on a draft law on protection of oil and natural gas pipelines, according to a statement issued by the council. The statement said a treaty on explosives left over from war and a Sino-Indonesian extradition treaty, both submitted by the State Council, or Cabinet, are expected to be ratified at the session.Lawmakers will also discuss Cabinet reports on protection of migrant workers' rights, the development of the cultural industry, strengthening road safety management, the implementation of a law protecting Taiwan compatriots' investment, as well as a motion regarding appointments and dismissals. At Friday's meeting, members of the Council of Chairmen expressed their condolences to victims of a deadly earthquake that hit Yushu Tibetan Autonomous Prefecture in northwest China's Qinghai Province early Wednesday. They also paid tribute to rescuers from the People's Liberation Army, armed police, among others at the forefront of quake relief.

PORT-AU-PRINCE, March 27 (Xinhua) -- Edmund Mulet, head of the UN Stabilization Mission in Haiti (MINUSTAH), on Saturday extended his gratitude to the Chinese peacekeepers and riot police in the quake-ravaged country."I am here to show my respect to the Chinese riot police team and our sincere gratitude for your outstanding performance on behalf of the United Nations," said Mulet during an inspection tour of their campsite. He noted the United Nations was satisfied with the high efficiency of the eighth contingent of Chinese riot police, which was sent to Haiti for the second time. Though there have been several rotations, their dedication and commitment to the peacekeeping mission remain unchanged. When they lost eight members in the 7.3-magnitude earthquake, the Chinese squad did everything they can to tackle the challenges and support MINUSTAH's operation. They had won wide acclaim by the local people, he said."I feel gratified to work with such an excellent police team like you," Mulet added.During the inspection, he also watched and spoke highly of the fighting performance of the Chinese police.Mulet is a Guatemalan diplomat and had previously served as the UN Secretary General's Special Representative to Haiti. He succeeded Hedi Annabi as head of the MINUSTAH after Annabi died in the Haiti earthquake.

GUANGZHOU, May 27 (Xinhua) -- Thirteen fishermen were confirmed missing Thursday after a fishing boat on the sea near Shantou City of south China's Guangdong Province went missing, a spokesman of the Nanhai Rescue Bureau under the Ministry of Transport said. The spokesman said the boat "Yueyangxi96160" along with several other boats, were being used for fishing on Wednesday afternoon, but was discovered missing when the others returned to port. The bureau sent a search team out at about 4:15 p.m. Thursday after it received an emergency call from the other boats, the spokesman said. The rescue work is ongoing.

BEIJING, April 18 (Xinhua) -- The international community is continuously voicing support for China's relief efforts and praising the government's quick response to the strong quake which hit the country's Qinghai province on Wednesday.Condolences kept on pouring in on Saturday and Sunday from leaders of foreign countries and international, regional organizations, who sent messages of support to the Chinese government and people via phone calls, letters and other ways of communications with the Chinese leaders.Expressing his sympathy, Emperor of Japan Akihito said he was deeply saddened by the heavy casualties and property losses in the quake and wished people in quake zones could quickly rebuild their homeland.Irish President Mary McAleese expressed condolences to the Chinese people, and believed that the unity of the Chinese people would render the most powerful support to the recovery of the affected region.Dutch Prime Minister Jan Peter Balkenende said he appreciated the Chinese government's all-out efforts to carry out relief work under extremely difficult circumstances and hoped people in disaster areas could turn grief into strength, and overcome the disaster as soon as possible.Macedonian President Gjorge Ivanov said he believed that with solidarity and unity, the Chinese people would overcome this disaster.
