SAN DIEGO (KGTV) — San Diego Police have released bodycam footage of an officer-involved shooting that ended with one man dead in City Heights on Thursday.The video shows SDPD officers responding to the 4200 block of Menlo Ave. at about 4 p.m. SDPD said officers were called after reports of a man with a handgun confronting two women."The man manipulated the slide of the gun as if he were loading it and pointed the gun towards the women," according to an SDPD news release. The women drove away and then called 911.The video, which includes bodycam video from two officers and witness video, shows officers arrive to the scene and begin to yell to the man to drop the gun and step away. Matt Dobbs said Thursday.Police say the man picked the gun back up and pointed it at officers. That's when several officers shot at the man, according to Dobbs. The man was hit at least once. SDPD said the man was still moving and in control of the gun, and pointed it in officers' direction, prompting police to fire again.Police continued to yell to the man to get away from the gun, before SDPD says officers used a combination of non-lethal options, including a bean bag round and canine, to take him into custody.SDPD says the man was given medical aid, but he was pronounced dead at the scene. His name has not been released, but police say he appears to be a Hispanic or light-skinned African-American man in this 30s or 40s.A weapon was recovered at the scene, according to police, but it isn't known if the weapon was real or operational. SDPD said a witness provided cell phone video showing the man picking the gun back up and pointing it at officers.SDPD says seven officers fired shots. They are not being identified. As with all officer-involved shootings, the officers will be placed on administrative duty. No officers were reportedly injured.After the department's Homicide Unit completes its investigation, the San Diego County District Attorney’s Office will look at the incident to determine if the officers bear any criminal liability for their actions.The Internal Affairs Unit will also conduct an investigation, and the Shooting Review Board will evaluate the tactics used by the officers.The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. SAN DIEGO (KGTV) - San Diegans should get their flu shots before the flu season typically starts, county health officials said Wednesday.Most flu cases are reported between the end of October and April or May, according to the County Health and Human Services Agency.It takes about two weeks after receiving the flu shot to develop immunity to the virus, said officials.“People should get vaccinated before the worst of the flu season gets here,” said Wilma Wooten, M.D., M.P.H., County public health officer. “The vaccine is safe and effective and is available across the region.”342 people in San Diego County died of the virus during the last flu season, officials said. Most of the deaths were among those over 65, with underlying medical conditions. SAN DIEGO (KGTV) - San Diego Congresswoman Susan Davis wants the Navy to analyze whether there is a national security threat related to sewage spills along the US-Mexico border.The military is set to build a billion Navy SEAL training facility near Imperial Beach. The area has experienced 160 days of sewage spill closures to parts of its shoreline over the past three years, Davis reports.Davis wants a Navy assessment of how construction and future training at the site could be affected by the spills. “We need a whole of government solution to the sewage spills,” said Davis. “We know the environmental and economic impact these spills have. What we don’t know, with the Navy planning to stage training operations in potentially contaminated waters, are the national security concerns. The Navy should take a look at this and coordinate with relevant agencies to assess what can be done to prevent future spills.”Davis, a senior member of the House Armed Services Committee, wants to include language in this year’s defense bill to get a report from the Navy on the matter.“The Navy’s coastal campus will be vital for national security,” Davis said. “The last thing we want is our elite Navy SEALs training in water contaminated with sewage. SAN DIEGO (KGTV) — San Diego Police have released officer bodycam footage of a fatal shooting involving a man in Mountain View earlier this month.San Diego Police say 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Oct. 19 over reports of a violent disturbance involving a weapon.According to police, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.Video shows Castro-Gutierrez crawl through a window in the front of the home and run toward police, before officers fired their weapons and fatally struck him. A metal pole was found near him.Three officers fired at Castro-Gutierrez: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital. The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.Gene Iredale, the attorney who represents Castro’s family, says they are planning to file a wrongful death action. He says the lethal force was not warranted.“This was a tragic combination of negligence and callousness that led to a needless death,” Iredale said.Iredale says his client leaves behind a wife and a one-year-old child. He says Castro is a Mexican citizen and a legal resident of the U.S. His wife lives in Mexicali, but Castro has been working and renting locally.He says Castro also has a history of mental illness.“This was a person in a mental health crisis and was paranoid,” Iredale said. “His last word as he rushed towards the officers was ‘ayuda,’ ‘help me’”In a recorded video statement provided to ABC 10News by Iredale, Castro’s wife was emotional, saying the family is shocked at what happened, calling her husband’s death an injustice.
