URUMQI, June 28 (Xinhua) -- China sent two chartered aircraft carrying 26 tonnes of new relief materials to Kyrgyzstan early Monday to help refugees who suffered shortages of supplies after violent ethnic clashes this month.The two China Southern Airlines Boeing 757 cargo aircraft brought the materials to the southern Kyrgyzstan city of Osh from Urumqi, capital of northwest China's Xinjiang Uygur Autonomous Region, a spokesman with the carrier's Xinjiang Branch said.The aid materials worth 3 million yuan (440,000 U.S. dollars) include rice, oil, biscuits, black tea, milk powder, blankets, clothes, stationary and sanitary materials, said Chinese Foreign Ministry spokesman Qin Gang in a press release."China hopes the aid will help Kyrgyz authorities to resettle the refugees," Qin said.China Southern Airlines, one of the country's leading carriers, has been heavily involved in the evacuation of Chinese nationals and transportation of relief supplies after clashes broke out between Kyrgyz and ethnic Uzbeks in Osh in mid-June.The clashes later spread to the region of Jalalabad, leaving 210 people dead and 2,100 injured.Since June 15, China has sent charter planes to ship altogether 80 tonnes of relief supplies, worth 11 million yuan, to Kyrgyzstan and neighboring Uzbekistan which was flooded with Kyrgyz refugees after the clashes, according to China Southern Airlines.

BEIJING, July 10 (Xinhua) -- More than 50 people have been killed and 15 are missing following floods, landslides and mud flows that hit parts of central and southern China following days of torrential rains, the Ministry of Civil Affairs said Saturday.Nearly 17.2 million residents in nine provinces were affected by flood-related disasters and 597,000 people were relocated from July 1 to 12 a.m. of July 10, the ministry said in its latest disaster relief update.About 946,500 hectares of farmland were damaged, including 133,900 hectares that were completely destroyed. Further, more than 42,000 houses collapsed and another 121,000 were damaged, the ministry said, estimating that direct economic losses could reach 8.9 billion yuan (1.3 billion U.S. dollars).The ministry sent 6,000 tents to the hardest-hit Hubei Province in central China and Chongqing Municipality in southwest China on Saturday.In June, torrential rains had resulted in 260 deaths and left 211 missing in 11 southern provinces.The latest round of storms began to pound large swaths of central and southern China on July 8.In Hubei, the local weather forecast bureau said storms or thunder storms could hit the province again from July 11 to 13. It warned that rainfall would exceed 300 millimeters in some worst-hit areas, which was likely to trigger another round of heavy floods.The Three Gorges Dam, sitting in the middle reach of the Yangtze River in Hubei, on Saturday released water for the first time this year.Engineers opened three sluice gates to discharge some 32,000 cubic meters of water per second and another sluice gate to release floating objects.The flood from the upper stream reaching the dam was measured at 36,000 cubic meters of water per second and could increase to 39,000 cubic meters per second by Sunday, dam officials said.Authorities said water levels in many branches of the 6,397-meter-long Yangtze River that runs from west to east, had gone above the warning lines. At Wulong monitoring station in Chongqing the water level was three meters above the warning line.In southwest China's Guizhou Province, several counties and villages were submerged in more than one meter deep water. About 7,500 residents were evacuated from the flooded zones.Also, four miners were killed in a gas explosion after heavy rain cut off electricity and stopped ventilation equipment at a coal mine in Xishui County of Guizhou's Zunyi City early Saturday morning. Seven of the 25 miners who were working underground managed to escape when the explosion occurred. Rescuers later saved 14 other miners.

  

SHENYANG, Aug. 22 (Xinhua) -- Some 253,500 residents have been safely evacuated in northeast China's Liaoning Province after torrential rains caused waters to rise to the highest level in more than a decade along a major river bordering China and the Democratic People's Republic of Korea (DPRK), local officials said Sunday.The hundreds of thousands of residents, mostly in Dandong City, were relocated in less than 24 hours from late Saturday to Sunday, provincial flood control authorities said. Among those rescued was a 23-year-old woman who gave birth to a healthy baby just hours after she was air-lifted out of the flood zone.No new casualties were reported on Sunday. Previously, authorities said four people were killed and one remains missing following floods in Dandong, a border city facing Sin'uiju City in the DPRK.Heavy rainfalls that began Thursday have swelled the Yalu River, which marks the border of China and the DPRK. On Saturday night, the water level at one monitoring station in Dandong rose to 2.35 meters above the warning line, the highest in a decade and the second highest since records began being kept in 1934.However, water levels began to dip late Sunday as rains stopped, though provincial authorities warned that the danger has not yet passed.Workers are racing to build sand bag flood barriers along part of the river where the water has overflowed. Over two thousand soldiers and crews have been mobilized to rescue stranded residents. About 70 vehicles, 38 speed boats and six helicopters were used in the rescue operations, local officials said.BABY BORNOn Sunday, a healthy baby weighing 3.9 kilograms was born in the Women and Children's Hospital of Dandong. Hours before, her mother, 23-year-old Liu Li, was stranded at home in rural Kuandian County waiting for mid-wives to come amid heavy flooding.After learning of Liu, Liaoning Governor Chen Zhenggao first ordered helicopters to send experienced doctors to Liu and later had Liu air-lifted to Dandong. Liu was immediately admitted to the hospital as she arrived."I never thought my daughter could be born in this way. If not for the emergency rescue, we both could have died," she told reporters.She was still unable to tell her family the good news as traffic and telecommunication services have not been fully restored. But doctors at the hospital said Liu and her daughter were being well taken care of and most of her hospital fees had been waived.

  

BEIJING, June 21 (Xinhua) -- China's announcement that it would allow more flexibility in its yuan exchange rate meant an end to the crisis-mode policy the government took to cushion the blow from the global financial crisis, experts interviewed by Xinhua said Monday.The People's Bank of China, also known as the central bank, said Saturday that it decided to proceed even further with the reform of the Renminbi exchange rate to add flexibility to the RMB exchange rate.The decision was made in view of the recent economic situation and financial market developments at home and abroad, as well as due to the balance of payments situation in China, the central bank said. However, it ruled out a one-off revaluation of the yuan as there was no basis for large changes in its value.Experts noted it was the correct time for the exchange rate policy to return to its normal state, given the consolidated economic recovery, large decline in trade surplus and more balanced international payments.Zhao Xijun, deputy dean of the School of Finance with the Renmin University of China, said the normalization of China's exchange rate policy would intensify China's economic connection to the global economy and help promote the country's economic restructuring and adjustments of its development mode.China moved to a managed floating exchange rate regime in July 2005 which was based on market supply and demand and referencing a basket of currencies. The reform of the RMB exchange rate has made continuous progress since then, producing the anticipated results and playing a positive role.The financial crisis which broke out in the United States in 2008 shook the global financial markets and dented investment confidence. To counter fallout from the economic turmoil, nations rolled out their crisis-mode measures.Zhou Xiaochuan, governor of the central bank, said in March that the exchange rate policy China took amid the crisis was part of the government's stimulus packages, and would exit "sooner or later" along with other crisis-measures.China's economy expanded at 11.9 percent year on year in the first quarter of this year and exports surged 48.5 percent in May, government data showed.Zhao said China narrowed fluctuation of the RMB exchange rate to stabilize market sentiment and stimulate economic growth amid crisis, which was in the interests of China and contributed to the country's economic recovery.During the worst of the global crisis, exchange rates of a number of sovereign currencies to the U.S. dollar depreciated by large margins while the yuan kept stable. Against these depreciating currencies, the value of the yuan has been rising."Undoubtedly, it improved the trade environment for these countries and helped them through hard times," Zhao said, noting the policy contributed significantly to the Asian and global recovery."Narrowing the fluctuation of the yuan's value was the best exchange rate policy China could take during the crisis period, which gave export businesses a stable expectation of the yuan's value and reduced costs caused by a volatile currency," said Xiang Songzuo, Deputy Director of the Center for International Monetary Research at Renmin University of China.The central bank's move also intended to increase competitiveness of export businesses and accelerate economic restructuring.Zhao said when the RMB exchange rate regime becomes more market-oriented, China's export businesses should take more responsibilities and become more self-reliant.The central bank said Sunday that the management and adjustment of the yuan exchange rate would occur gradually, which was necessary to give export businesses time to adjust their business structures and create more jobs in the service sector.Cao Honghui, senior researcher with the Institute of Finance and Banking under the Chinese Academy of Social Sciences, said the further proceeding meant China would rely more on domestic demands for economic growth, which would push forward adjustments of the global economic structure.The central parity of the Renminbi against the U.S. dollar remained at 6.8275 Monday, unchanged from the previous trading day, according to the China foreign Exchange Trading System.
