SAN DIEGO (CNS and KGTV) - A former Team USA figure skater has filed suit against the U.S. Figure Skating Association and skating coach Richard Callaghan for allegedly sexually abusing the skater between 1999 and 2001, including at a skating competition held in San Diego.The suit, filed this week in San Diego County Superior Court, alleges that Callaghan sexually abused Adam Schmidt starting at the age of 14, even after reports surfaced alleging he had abused another skater.Callaghan -- perhaps best known for coaching Tara Lipinski to an Olympic gold medal in 1998 -- was accused of molesting another former skater, then-15-year-old Craig Maurizi, in a 1999 New York Times article.RELATED: Figure skater Ashley Wagner says she was sexually assaulted by a former coachSchmidt alleges that figure skating officials brought the article's allegations up for an internal review, but then dismissed the allegation "as it claimed the victim had not filed a formal written grievance within 60 days of the sexual misconduct perpetrated by (Callaghan)."Schmidt claims this system "made it nearly impossible for sexual abuse claimants to bring effective complaints forward against perpetrators of sexual abuse and misconduct."As he remained in good standing with skating officials, Schmidt alleges that Callaghan was able to continue abusing him over the course of three years, including at the 2001 Master of Figure Skating competition held in San Diego, when Schmidt was 16.Schmidt says the abuse has left him suffering from "psychological injuries and illnesses" as an adult, including a "psychological breakdown" and hospitalization in early 2017.Schmidt's attorney, John Manly, said "Our client is an extremely talented young athlete who dreamed of nothing more than to stand on an Olympic podium and hear our National Anthem. Instead, he had to stop competing in the sport he loved because of the sexual, physical and emotional damage done to him by his coach, Richard Callaghan."It started getting weird when he would leave his jacket, tie, and shirt on, but then take his suitepants and his underwear off," Schmidt told ABC News.The U.S. Figure Skating Association and the ice rinks where Callaghan worked ignored complaints around him for years. SAN CARLOS, Calif. (KGTV) -- Police are searching for a suspect caught on video stealing a bike from a San Carlos garage in late October. According to police, the theft happened on the 6600 block of Bell Bluff Avenue on October 25 around 2 p.m. Police say the suspect backed his truck into the victim’s garage before using bolt cutters to cut a lock and steal a M80 mountain bike. According to police, the theft wasn’t the first time mountain bikes were stolen from the same home. On October 13 and 15, the victim had two other mountain bikes stolen from the garage. The total value of the three bikes is ,000, police say. At this time, it’s unknown if the same suspect is responsible for all three thefts. The suspect is described as a white male in his 30s or 40s with short, blonde hair and a full beard. At the border, it's only part of the story.Border authorities are struggling with outdated facilities ill-equipped to handle the growing increase in family migrants, resulting in immigrants being released onto the streets every day. The immigration court system is so clogged that some wait years for their cases to be resolved, and lacks funding to pay for basic things like in-person translators. An increase in sick children arriving at the border is putting a strain on medical resources.But the Washington debate has focused almost exclusively on the billion in wall spending that President Donald Trump wants. Other proposals being discussed keep the rest of the Homeland Security department funding at existing levels."The wall is a tool. Unfortunately even if it's implemented across the border it isn't a solution to all the problems," said Victor M. Manjarrez, a former Border Patrol chief with more than 20 years of experience, now a professor at the University of Texas-El Paso.Trump has suggested migrants won't bother to come if he gets his way, making other immigration issues less problematic. Walls and fencing currently blankets about one-third of the border — mostly built under President George W. Bush — and the president wants to extend and fortify them. But contracting, designing and building new wall systems complete with updated technology could take years.Trump met Friday with Congressional leaders who said the president threatened the shutdown could go on for "years." Trump later said he'd considered using executive authority to get a wall built on the border."You can call it a barrier, you can call it whatever you want," Trump said a day earlier, flanked by immigration union heads. And if that’s not enough, wildfires could nearly double in size by 2100, according to the California Natural Resources Agency.In a quote on the report, Governor Jerry Brown took a swipe at President Trump saying, “In California, facts and science still matter,” seemingly referring to the Trump administration’s stance on environmental issues. Brown went on to label the finding an “apocalyptic threat” in a dramatic response to the assessment.The report isn’t all doom and gloom, however, and offers a glimmer of hope as to how the state hopes to respond to the threat.Since the release of the third climate change assessment in 2012, the Golden State has experienced several history-making natural events, which include a five-year drought, flooding and increasingly-destructive wildfires.The report suggests that the extreme events will only continue to worsen in the future. 1201

SAN DIEGO (CNS) - A 22-year-old man was wounded in a shooting outside an El Cerrito smoke shop, police said Monday.The shooting happened shortly before 5:30 p.m. Sunday outside Aztec Smoke Shop, in a strip mall near the corner of 60th Street and El Cajon Boulevard, San Diego police Officer John Buttle said.The victim, a 22-year-old man, was confronted by two men as he was getting into his car after exiting the smoke shop, Buttle said.The two men shot the victim four times, then fled the scene eastbound on El Cajon Boulevard in a gray VW Jetta, the officer said.The victim was taken to a hospital for treatment of gunshot wounds to his chest and leg, Buttle said, adding that the injuries were not believed to be life-threatening.Both suspects were described as 5-foot-11 Black men in their early 20s with thin builds.
