SAN DIEGO (CNS) - The Del Mar Thoroughbred Club announced new and enhanced safety protocols for horses and jockeys Wednesday which will be in effect for the Del Mar race track's 80th racing season which begins July 17.The initiatives include a mandate for a five-person review panel to analyze each horse's racing, medical and training history to ensure each horse is safe to race and a ban on the use of nonsteroidal anti-inflammatory medication fewer than 48 hours before a race or a workout. Gavin Newsom signed a bill last week allowing the CHRB to suspend racing licenses and race days at Santa Anita Park in Arcadia without public notice due to an unprecedented wave of horse deaths and fatal injuries at the track.A total of 30 horses died during Santa Anita's racing season, which ran from Dec. 26-June 23. The deaths led to calls for increased safety measures and an indefinite closure of the track while state officials investigate the cause of the deaths.The DMTC dealt with a similarly deadly racing season in 2016, when 17 horses died during Del Mar's racing season. After remaking its dirt track with the help of race track consultant Dennis Moore and implementing additional safety measures like adding a radiology and ultrasound facility along the track's backstretch, only five horses died during Del Mar's 2017 season and six during its 2018 season.After instituting the changes, Del Mar has been rated one of the safest horse racing venues in the U.S., tallying only 0.79 horse deaths per 1,000 starts last year, according to the Jockey Club Equine Injury Database. SAN DIEGO (CNS) - San Diego County has officially been removed from the state's COVID-19 monitoring list, a county official confirmed shortly after noon Tuesday, setting in motion a 14-day countdown that could see K-12 students back in the classroom as soon as Sept. 1, depending on the guidance of individual school districts.The announcement follows six straight days of San Diego County public health officials reporting a case rate of fewer than 100 positive COVID-19 tests per 100,000 people.Gov. Gavin Newsom said Monday that it was "very likely" the county would come off the state's monitoring list by Tuesday.The move's effect on businesses was unclear. The county was expecting some guidance from the state in that area later Tuesday.The county will be placed back on the list should it be flagged for exceeding any one of six different metrics for three consecutive days. SAN DIEGO (CNS) - The San Diego Metropolitan Transit System will begin a pilot program Tuesday to reduce fines and allow fare violators new options for clearing their citations.Passengers will still be required to have a valid fare while riding, but any citations MTS issues on or after Sept. 1 will qualify under the new program guidelines."Our goal is to be flexible in our fare enforcement efforts so that riders have an opportunity to purchase a fare or to correct their fine without a criminal process," said Nathan Fletcher, MTS board chair and San Diego County supervisor. "Bringing the citation payment process in-house to MTS rather than straight to the courts will help our passengers avoid burdensome court fees. But more importantly, it will allow MTS staff to educate passengers on what payment options are available."The MTS board approved the diversionary program on June 18 after criticism rose during the pandemic that the transit authority was saddling poorer people with unfair burdens. MTS has reported for several years that it has a fare evasion rate of 3%, but system staff estimate that MTS will lose close to million annually for every percentage point that rate goes up.The Fare Enforcement Diversion Program will offer:-- Reduced fines/more payment locations: Citations will be reduced to . SAN DIEGO (CNS) — The San Diego County Credit Union announced Wednesday it set a new Guinness world record for the most paper shredded in eight hours.The paper shredding company Shred-It shredded 239,060 pounds of paper Saturday at the credit union's 2019 Super Shred event at SDCCU Stadium.SDCCU broke the previous record for the most paper shredded in eight hours, which was set at its 2017 Super Shred event. The credit union also holds the record for the most paper collected in 24 hours."We thank everyone who came out to the SDCCU Super Shred event this past weekend and helped us achieve a new Guinness World Records title," said SDCCU President and CEO Teresa Campbell. "SDCCU is pleased to not only achieve a new record, but to provide this much-needed, free service to the community."SDCCU also collected more than ,000 for the Stuff the Bus program, which provides food to more than 22,000 homeless students around the county.
