EL CAJON, Calif. (KGTV) -- An El Cajon police officer responding to a traffic-related call was hospitalized Monday morning after being dragged by an SUV and then struck by another vehicle. Police have identified the suspect as 41-year-old David Francis Cepeda Pangilinan. He is a 5'6" Guamanian male with short brown hair and brown eyes. El Cajon police said officers were called to the 100 block of Washington Avenue at around 8:30 a.m. in response to a vehicle blocking the street with the driver “asleep or unresponsive behind the wheel.”Officers arrived to find the driver and a female passenger asleep inside a black 2019 Volkswagen SUV with California license plate 8LCE117.According to El Cajon police: “When officers woke the occupants, the driver provided identification for someone other than himself and officers began to investigate.During this contact, the driver suddenly started the vehicle and began to put it into gear. One of the officers attempted to detain the driver and keep him from fleeing the scene.In doing so, the officer was trapped in the vehicle and dragged for a distance as the driver fled.As the driver fled with the officer still partially inside the vehicle, the officer was struck by another vehicle that was traveling in the roadway.The officer was ejected from the vehicle and sustained significant injuries.”According to police, the injured officer was taken to the hospital and is in critical but stable condition. No other injuries were reported.A neighbor was doing yard work when the incident happened and watched it unfold."I heard my son scream and crying so I turn around and I see officer down. I run to the officer but the other police man came. The guy was out, completely out. Blood was coming out of his nose, his mouth and his head. And his eyes were rolled in the back of his head. The other officer came and put his hand on his head. I start praying for the guy, the next thing we know we see him move. El Cajon Police continue to search for a wanted suspect while an officer recovers from being dragged down a road by a car. The suspect has been identified as 41-year-old David Pangilinan of Guam. He found a sleeping man and woman inside the car that was later determined to be a rental.The male driver of the car first tried to give false identification then started to put it into gear, so the officer tried to stop him. The officer got trapped in the car and was dragged down the road, then hit by another car. The SUV drove away and was deserted nearby, with the man and woman nowhere to be found. They are still on the loose and El Cajon police are asking for the public to report any information on their whereabouts.The officer is in critical condition as of Monday.A police officer in Guam said they’re on high alert and would know if he tried to return to the island because everyone who lands at the airport in Guam is required to go to a mandatory quarantine facility for six days. EL CAJON, Calif. (KGTV) - A former El Cajon high school teacher is in custody on suspicion of sexually assaulting five young victims and attempting to lure a sixth, including two students, the San Diego County Sheriff's Department said Friday.38-year-old Dustin Sniff, also known as Dustin Stevens, is suspected of multiple counts of assaulting a minor, deputies said. Charges include rape by force/fear and oral copulation by force.The alleged victims were between 16 and 22 years old. Sniff is a former teacher at Christian High School, a private evangelical school in El Cajon. None of the assaults happened on campus, according to investigators.A student told 10News Sniff taught Film and Bible classes, and was well liked. The student said Sniff abruptly left the school about two years ago, around the time of the last reported incident.Some of the victims knew Sniff from a website called Model Mayhem, deputies said in a news release.Deputies said anyone who may be a victim of a similar crime or has information about the cases should call the Sheriff's Sex Assault Unit at 858-285-6222. 1106
