ENCINITAS (CNS) - The Rancho Coastal Humane Society will take in 23 puppies, adolescent, and adult dogs from the Mexican state of Sonora this morning -- the latest in a series of lifesaving transports from Rescue Fenix in Obregon, working hand-in-paw with the humane society and Greater Good Charities."These dogs were rescued from the streets and taken to the Rescue Fenix shelter," said John Van Zante, RCHS spokesman. "They live in outdoor colony kennels. The puppies and smaller dogs compete for food with every other dog. Many of them would not survive if they were not taken in by Rescue Fenix then transferred out of there."The dogs began their 17-hour ride to Tijuana early Friday morning. They crossed the border early Saturday morning and then got some rest at the home of a Rescue Fenix volunteer in Escondido.The dogs are scheduled to be transferred to RCHS in Encinitas on Saturday morning. Rescue Fenix volunteer Georgina Parsa, who lives in Escondido, will complete the transfer."Our Medical team will perform examinations before the dogs are settled into their new kennels with food, water, and their first soft bedding," said Judi Sanzo, RCHS president. "Some of them will go into foster care with trained RCHS volunteers. In the coming days the dogs will receive more extensive exams, vaccinations, medical treatment including spay or neuter, and each dog will be micro chipped before becoming available for adoption."Sanzo said the relationship between Rancho Coastal Humane Society and Rescue Fenix is new, but it's already proven successful."From the first transfer, we were told that the dogs and puppies who arrived here would not have survived if we had not taken them. Facebook is trying to be more transparent about how it decides what content to take down or leave up.On Tuesday, the company is making public for the first time its detailed internal community standards policies.The document is what Facebook's 7,500 content moderators use when deciding what is and isn't acceptable content, including hate speech, nudity, gun sales and bullying. A shorter version was previously available online.Facebook is also adding a way for individuals to appeal when it removes one of their posts because of sexual content, hate speech or violence. Appeals will be reviewed by a moderator within a day, the company promises. Eventually, it will add appeals for more types of content and for people who reported posts that weren't taken down.Every week, Facebook sifts through millions of reports from users about inappropriate posts, groups or pages. Additional posts are also flagged by Facebook's automated systems. A member of the team of moderators — a combination of full-time and contract employees around the world — reviews each post.Related: YouTube took down more than 8 million videos in 3 monthsThe expanded guidelines fill 27 pages and include the reasoning behind each policy, along with detailed examples.They include the company's full definitions for terrorist organizations and hate groups. Hate speech is divided into three levels, and includes "some protections for immigration status." There's a detailed policy on the sale of marijuana (not allowed, even where it's legal) and firearms (only shown to adults aged 21 or older -- and no sales between individual people). Bullying rules don't apply to comments made about public figures.The document is filled with striking details about very specific issues. For example, you can't post addresses or images of safe houses, or explicitly expose undercover law enforcement. You can only show victims of cannibalism if there's a warning screen and age requirement. And it has at times appeared inconsistent in the applications of its own rules.Most recently, Facebook fought accusations that it censored conservative personalities like Diamond and Silk in the United States. Human rights groups have complained about its handling of hate-filled posts linked to violence in countries like Myanmar."Our enforcement isn't perfect. Facebook says it has detailed local information to help moderators handle the nuances of different locations and languages. ENCINITAS, Calif. (KGTV) - The Encinitas City Council hopes that a compromise on a controversial bike safety plan will be able to satisfy casual cyclists who feel Coast Highway is not safe, as well as sport cyclists who like being able to zip along current the bike lanes.The route through the Cardiff community between Encinitas and Solana Beach is believed to be the most frequently ridden corridor for bicyclists in San Diego County.The debate began when the city began looking at replacing the current bike lanes with "protected" bike lanes. These will use curbs and bollard posts to separate the lanes from vehicle traffic.City Councilmember Kellie Shay Hinze believes this plan will make the area safer for commuters, beach-goers, and families who would prefer a safe option to ride bikes over driving. Furthermore, she believes there will be environmental benefits, as well."If residents are able to access this beach on foot or by bike, then we free up parking spaces for people that might be coming from farther away and we reduce the congestion that we generate as a city on our roads," Hinze said.However, avid sport cyclists believe protected bike lanes are more dangerous."That is a trap to a cyclist going fast," said cyclist Karl Rudnick. "I would never ride in that."Rudnick explained that funneling all cyclists into lanes divided from the road by curbs and railings gives cyclists who are riding at high speeds nowhere to go when attempting to pass by slower riders. He was surprised to hear that there were safety concerns along that portion of Coast Highway."It was a real eye opener to realize that there's a lot of people who don't ride their bikes who find that stretch very dangerous- the very stretch that I consider the safest, most beautiful stretch in the county," said Rudnick.Rudnick and Hinze both support the compromise plan. While the city will move forward with the protected lanes, it will also paint "sharrows" in the #2 lane of the highway. These indicate to drivers that cyclists have equal right of way to use that lane of traffic. There will also be signage to let drivers know cyclists have legal access to the highway. This is part of an education process to allay fears that many drivers do not know what sharrows indicate.City staff are still working on the specific plans and there is currently no timetable for installation. 2378
