BEIJING, Dec. 18 (Xinhua) -- China's economic diplomacy will face growing challenges in the form of trade and exchange rate disputes, as well as the task of protecting overseas investment interests, over the next few years, experts said on Sunday.Next year will be an election year for the Unite States and France, and there is an increasing possibility for the two countries to use the "China threat" as an excuse for not dealing with their own economic issues, which will put Chinese diplomacy under pressure, said Ding Yifan, deputy director of the Institute of World Development of the Development Research Center of the State Council at a seminar on Chinese diplomacy.During the first half of 2012, several countries will remain in a grave debt crisis and may even see their crises deepen, Ding said, adding that this situation may create friction between China, the United States and Europe.Additionally, protecting China's growing overseas investments will pose new challenges for the country's diplomacy, Ding said.Chen Fengying, director of the Institute of World Economic Studies under the China Institutes of Contemporary International Relations, agreed that the protection of China's overseas investment interests will be an important task for Chinese diplomacy.During the past three decades, China has invested in more than 170 countries and regions, with outbound direct foreign investment topping 170 billion U.S. dollars.In the past 30 years, China has been focused on "bringing in" foreign investment; it may do more to facilitate its "going out" in the future, Chen said.Chinese economic diplomacy will serve the country's economic construction and the protection of its overseas interests, national interests and security, Chen said, adding that China's position in the world is closely related to its economic diplomacy.Chen said China has made several achievements in international economic governance, reflected by China's growing influence in the international arena and the posts held by Chinese officials in important international organizations.

WASHINGTON, Dec. 1 (Xinhua) -- U.S. President Barack Obama announced Thursday that his administration is committing an addition 50 million U.S. dollars in funding for domestic HIV/AIDS treatment and care.Obama also set a new target of helping six million people in countries hardest hit by the HIV virus get access to life-saving antiretroviral drugs by the end of 2013, increasing the original U. S. goal by two million."We can beat this disease,"' Obama declared at a World AIDS Day event in Washington. Former Presidents George W. Bush and Bill Clinton also participated via satellite.Citing the success of the President's Emergency Plan for AIDS Relief program in providing antiretroviral treatment to people living with HIV/AIDS around the world, Obama admitted that new infections are still not going down in the United States."The rate of new infections may be going down elsewhere, but it 's not going down here in America,'' he said. "There are communities in this country being devastated still by this disease. When new infections among young, black, gay men increase by nearly 50 percent in three years, we need to do more to show them that their lives matter.''Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, also told Xinhua recently that in the United States, the AIDS epidemic has plateaued, but it is still at "unacceptably high" level.About 1.2 million Americans are living with HIV and only 28 percent of them have the infection under control, the U.S. Centers for Disease Control and Prevention reported this week."The fight is not over," Obama declared, but "the federal government can't do this alone." He called on state governments, pharmaceutical companies, and private foundations, to do their part to help Americans get access to all the life-saving treatments.Obama also appealed to global partners to step up their efforts to end AIDS, some 30 years after the epidemic first surfaced. BEIJING, Jan. 6 (Xinhua) -- Beijing will offer residents 20,000 rental bikes this year to ease the city's notorious traffic jams, according to authorities with the Beijing Municipal Commission of Development and Reform.Five hundred rental kiosks will be set up around the city to offer residents over 20,000 rental bikes, the commission said.Beijing has also proposed creating new bike lanes in some areas, including main streets, historical and cultural conservation areas and some major business districts, from 2011 to 2015, according to the commission.The capital city currently has about 5 million vehicles on its roads, leading to serious traffic congestion that frustrates the city's residents on a daily basis."A lack of bike lanes is the reason why I refuse to ride a bike. Bikes and vehicles are using the same lanes, and that frightens me and makes me feel unsafe," said Beijing resident Song Tao.People often park cars on the city's existing bike lanes, pushing cyclists onto the vehicles' lanes, said Song.To ease traffic congestion, Beijing has made various efforts to encourage people to opt for modes of public transportation.On Dec. 31, Beijing opened three new subway lines, bringing the number of subway lines in Beijing to 15, with a total length of 372 kilometers, said Beijing Metro Spokesman Jia Peng.Beijing will open four more subway lines in 2012, according to information released at a rail transit construction mobilization conference.Amid other measures to ease traffic in 2011, city authorities decided to allow only 240,000 vehicles to be registered annually, slashing the new car registrations by two-thirds from the 2010 level.Meanwhile, vehicles are banned from roads one day each week according to license plate numbers.

XUZHOU, Dec. 13 (Xinhua) -- Three critically injured students died in hospital in east China's Jiangsu Province early Tuesday, the government said, bringing the toll of Monday's school bus overturn to 15.The accident was the third serious one involving a school bus in China in less than a month.At least eight other children are still hospitalized, a government spokesman of Fengxian County said, without elaborating on the conditions of their injuries.A bus carrying 29 students on their way home fell into a roadside ditch when the driver tried to avoid a pedicab in the rural areas of Fengxian at 5:50 p.m. on Monday.The bus belonged to a primary school in Shouxian township. The government said the bus, designed with a maximum carrying capacity of 52 persons, was not overloaded.Also on Monday, another school bus carrying 59 students was badly hit by a truck in the city of Foshan, Guangdong Province, injuring 37 students, Guangzhou Daily reported Tuesday. Seven of the injured had been hospitalized.The accidents occurred only a day after the State Council moved to strengthen school bus safety after a deadly crash killed 19 pupils about a month ago.The nine-seat school bus illegally carrying 64 people collided head-on with a coal truck in northwestern Gansu Province on Nov. 16, killing 19 preschoolers and two adults, and injuring 43 others.Schools are few in numbers in the vast and sparsely populated rural areas of China. School bus is a relatively new thing in some rural areas as for decades children from the countryside had been trekking on rugged countryroads on foot to attend school. But rural school buses varied on quality and safety.Chinese Premier Wen Jiabao had called on government departments to "rapidly" draft safety regulations and standards for school buses while further improving the design, production and distribution of the vehicles.
