The Chinese have a different culture. We would appreciate the situation where human rights are dealt with within their own cultural contexts," Elisabeth Perioli Bjornstol, a Norwegian participant on a panel discussion at the forum, said Wednesday.The panel discussion was a part of the two-day Beijing Forum on Human Rights that started Tuesday. The forum attracted about 80 officials, scholars and experts from more than 25 countries, regions and international organizations.China's human rights situation was one of the focal points at the forum."It is highly important to reflect and discuss the key issues of human rights worldwide. People now can come and see how China develops. Ignorance and lack of information were the root causes for many conflicts," Elisabeth Perioli Bjornstol added.Jiang Guoqing, a professor from China Foreign Affairs University, said on the same panel discussion that since reform and opening up was initiated in 1978, China has made great progress in both human rights and modernization.He Ying, vice president of Heilongjiang University, said, "The West often criticizes China for not progressing fast. BEIJING, Oct. 9 (Xinhua) -- China's Vice Premier Li Keqiang has stressed the importance of quality management, proper resettlement of people, environmental protection and preventing corruption in building the country's South-to-North Water Diversion Project.North China had long suffered from water shortages and the project is a strategic infrastructure goal that would benefit the Chinese people, Li told high-ranking government officials at a forum held Saturday in Nanyang, a city in central China's Henan Province.According to a design, a canal serving the middle route of the South-to-North Water Diversion Project will be in Nanyang City.Building the project concerns China's national economic and social development and the long-term development of the Chinese nation, said Li, also director of the South-to-North Water Diversion Project Commission (SNWDPC) of the State Council.Further, the enormous complexity of the South-to North Water Diversion Project called for excellent coordination and organization in pushing forward the construction, he said.Li also stressed the importance of quality management in the project, saying quality control was the core task for building the project into a world-class one.Also, resettlement of people is a key issue in carrying forward the project, and efforts needed to be made to make sure that people are properly resettled and they have the capabilities to increase their wealth, he said.Additionally, Li said, during the process of building the project, more attention should be given to protecting water resources and preventing water pollution.He also called for strengthened supervision of the funding used for the project to prevent corruption and to punish those violating the law.The South-to-North Water Diversion Project is designed to divert water from the water-rich south of China, mainly the Yangtze, the country's longest river, to the country's arid northern part. It will consist of three routes: eastern, middle and western ones. The project started with construction of the eastern route in 2002.Up to now, both of the eastern and middle routes are already under construction. The western route, meant to replenish the Yellow River with water from the upper reaches of the Yangtze through tunnels in the high mountains of western China, is still at the planning stage.About 330,000 people in Hubei and Henan provinces will be relocated before the middle route is completed in 2014.

BEIJING, Sept. 20 (Xinhuanet) -- Chinese e-commerce giant Alibaba Group on Sunday turned down the suggestion by Yahoo chief executive officer Carol Bartz that she be allowed to join the board of Alibaba, replying that Bartz should focus on improving Yahoo's own business first.Wang Shuai, chief marketing officer of Taobao.com under the group, said he has been "perplexed" by Bartz's decisions and attitudes since she became CEO of Yahoo in January 2009, claiming: "They demonstrate a lack of appreciation of the Internet, the mainland market and business partners."In response to Bartz's suggestion that she join the board of Alibaba, Wang said: "Perhaps it would not be a bad idea for her to concentrate her efforts on improving Yahoo's current situation."On Friday, Bartz touted Yahoo's 39 percent investment in Alibaba, a day after the Chinese Internet company said Yahoo had rejected its offer to sell the stake back to the group.The 62-year-old executive said the ideal time for Yahoo to exit from Alibaba will be after Taobao.com and Alipay.com, Alibaba's online shopping and payment subsidiaries, go public. MANILA, Sept. 17 (Xinhua) -- The Philippine government will provide the Chinese government a copy of the final report on the Aug. 23 hostage-taking incident before it divulges the findings to the public, the presidential palace said on Friday night.Secretary Ricky Carandang of the Presidential Communications Development and Strategic Planning Office made the statement after President Aquino met with the Incident Investigation and Review Committee (IIRC) led by Justice Secretary Leila de Lima, following the submission of the final report on the incident that killed eight Hong Kong nationals."We have to communicate this to Beijing first before we make it public," Carandang said, adding that the presidential palace only "wants to be careful" in handling the sensitive matter.He said that the high-level Philippine delegation will still go to Beijing and Hong Kong to formally present the report to their leaders but this will have to be done after the President's working visit to the United States.The President and his delegation to the United States will depart on Monday night and will return on Sept. 28.

XIAMEN, Sept. 5 (Xinhua) -- China's outbound direct investment (ODI) rose 1.1 percent year on year to 56.53 billion U.S. dollars in 2009, according to a government report issued Sunday.Non-financial ODI, which accounts for 84.5 percent of the total, stood at 47.8 billion U.S. dollars last year, up 14.2 percent from one year earlier, while the country's overseas investment in financial sectors declined 37.9 percent to 8.7 billion U.S. dollars, according to a report jointly released by the Ministry of Commerce, the National Bureau of Statistics and the State Administration of Foreign Exchange.By the end of 2009, Chinese enterprises established 13,000 overseas companies in 177 countries, with combined assets topping 1 trillion U.S. dollars, according to the report.
